1. LEGAL BASIS 1.1. Regulation (EU) No 1169/2011 on the provision of food information to consumers ("INCO") requires that the presence of any of 14 regulated allergens be communicated to the consumer. 1.2. Décret n°2015-447 sets out how this applies in France to food sold non-prepackaged (vente en vrac / à consommer sur place) — including restaurant, café, hotel breakfast, and food-shop items: WRITTEN information must be available, at or near the point of sale, listing the allergens actually present in each dish or product.
