Bosnia and Herzegovina: SIP providers and connecting a number to the PBX

This page continues the general guide on connecting a provider's number to the PBX: that page covers what is the same for every operator — the two trunk modes, what to ask the provider, what to enter in the form, network requirements and the connectivity test. Here is what is specific to Bosnia and Herzegovina: where to get a number with a SIP trunk and what of the issued data to enter in Telephony → "Trunks and connections" → "Add provider".

The data was collected on 9 September 2026 from operator websites, documents of the regulator RAK and the rules in force; the links are in the "Sources" section.

In brief#

• A number with a SIP trunk can be bought in Bosnia and Herzegovina, and a venue needs no permits for that. Numbering is assigned by the regulator RAK, but to the operator, not to you: you are simply its subscriber buying a number and voice channels.
• The key fork in this country is where the trunk physically arrives. With local operators it lives by default inside their own access network on the venue's premises: BH Telecom states plainly that it is responsible for the service "up to the point of exit from the BH Telecom private network". Our PBX sits in the cloud, so the first question to the sales manager is "do you deliver the trunk over the public internet to our external static IP?" An answer of "only through our router" closes the topic.
• If the operator has not been chosen yet, the local candidate number one is SoftNET: a regional operator with its own SBC, IP authentication and offices in Sarajevo and Banja Luka. The most predictable on price is HT Eronet: the country's only operator with a public trunk price list (28.08 KM per month for 2 channels). The lowest published price belongs to *supernova (23.40 KM per month).
• The fast route without a Bosnian legal entity is Zadarma: a landline number in 033 Sarajevo and 0800, registration mode, two lines per number.
• The main technical catch: nobody publishes parameters. Not a single Bosnian operator publishes the SIP host, port, transport, authentication mode or codecs: everything arrives by email or in the technical annex of the contract. Plan for that in your timeline and ask for the settings sheet before you pay.
• The second catch is matching number tails. The PBX identifies a line by the last seven digits, and for a Bosnian geographic number only the second digit of the area code makes it into that tail: 033 123456 (Sarajevo) and 053 123456 (Doboj) are indistinguishable to the PBX.
• Documents. A local operator signs the contract with a legal entity (register extract, JIB/ID number) or with an individual against an identity document; international providers ask for a copy of the company registration certificate and proof of current address.

Numbers in the country#

• The country code is +387, the national prefix is 0, the international one is 00. The national number is 6 to 9 digits long.
• Geographic numbers: the area code (NDC) is two digits from the 3x, 4x and 5x groups, the subscriber part is 6 digits, 8 in total. The areas: 30 Central Bosnia Canton, 31 Posavina, 32 Zenica-Doboj, 33 Sarajevo, 34 Canton 10, 35 Tuzla, 36 Mostar (Herzegovina-Neretva), 37 Bihać (Una-Sana), 38 Goražde, 39 West Herzegovina, 49 Brčko District, 50 Mrkonjić Grad, 51 Banja Luka, 52 Prijedor, 53 Doboj, 54 Šamac, 55 Bijeljina, 56 Zvornik, 57 East Sarajevo, 58 Foča, 59 Trebinje.
• Mobile: the 61, 62, 63, 65 and 66 series have eight digits; 60, 64 and 67 have nine.
• Non-geographic: 70 — nomadic subscribers (the "VoIP series": a number not tied to an area), 71–79 reserved for personal numbers, 800 — freephone, 8010 calling cards, 819 universal access number, 83 e-commerce, 85 M2M, 90, 91, 92, 94 and 96 premium rate.
• Dialling. Inside the country — 0 + area code + number (033 XXXXXX); from abroad — +387 33 XXXXXX; outbound — 00 and the country code.
• Emergency services: 112 (the single European number), 122 police, 123 fire brigade, 124 ambulance, 116xxx — European harmonised lines (116111 is the child helpline).

On the "Lines" tab the number may be entered in any form — with +387, with a leading zero or without the code: the PBX compares the last seven digits, and for an eight-digit Bosnian number they are the same in all three notations. ⚠️ The flip side: only the second digit of the area code makes it into those seven digits, so numbers in areas 33 and 53, 36 and 56, 37 and 57, 39, 49 and 59 may produce the same key. If the venue has numbers from different cantons, compare the tails by hand — «Adding a number and routing».

⚠️ Emergency numbers are shorter than four digits. The catch-all outbound rule "everything else goes through this trunk" does not pick them up: create separate rules with an explicit pattern for 112, 122, 123 and 124 on the "Outbound" tab.

Who issues a number with a SIP trunk#

The first five rows are the ones with a "What to enter in the admin panel" card below. The two incumbents are covered separately: with them the obstacle is not the settings but the way the channel is delivered.

SoftNET#

A private regional operator with its own IP network, founded in 1996 in Slovenia; offices in Croatia, Serbia, Bosnia and Herzegovina, Macedonia, Bulgaria and Romania. The Bosnian addresses are Fra Anđela Zvizdovića 1, Sarajevo and Aleja Svetog Save 7a, Banja Luka, phone +387 33 551 360. The portfolio has three products: SIP trunking, IP Centrex (marked "Uskoro!") and On site IP-PBX; you need the first one. This is the only operator in the country whose trunk is publicly described as delivered by IP authentication to its SBC: the guide by the 3CX partner Creomate explicitly instructs you to "type the IP address of the SoftNET SBC server" and to "set the IP-based parameter", and for the Serbian arm of the same operator the same source lists an allowed IP address list, DTMF RFC 2833 and E.164 number formatting.

What to set up with the provider: order SIP trunking for a legal entity → give the operator the "Static IP" from the "Server" tab for the allow-list of its SBC → agree on the number of simultaneous channels → ask them to route the purchased numbers to the trunk and to name the DID format → confirm the codecs: the PBX speaks G.711 a-law, G.711 u-law and G.722, and does not understand G.729.

Pitfalls ⚠️ The partner's guide was written for the operator's Serbian arm — for Bosnia have the same parameters confirmed in writing by the Bosnian office before you pay. SoftNET itself publishes neither the host, nor the port, nor the codecs, nor the number of channels and the set of Bosnian numbers. IP mode means the PBX address must be permanent: the trunk only works on a dedicated server with a "Static IP". The operator also sells its own PBX (IP Centrex, On site IP-PBX), so a manager will offer that by default — insist on the trunk. HT Eronet#

The incumbent of the Croat-majority cantons (Hrvatske telekomunikacije d.d. Mostar). Its Business Trunking product is addressed to those "koji imaju vlastitu kućnu centralu (PBX)": voice channels rented to connect the customer's PBX to the public network over an IP interface (the SIP protocol); the description explicitly states that no terminal equipment is rented when the on-premise exchange is connected over IP. This is the only operator in the country with a public trunk price list:

• connection: 2 channels — 81.90 KM including VAT, or 1.17 KM with a 24-month commitment; activating each additional channel costs 11.70 KM;
• monthly fee: 28.08 KM for 2 channels, including 100 minutes to the operator's own fixed network for all numbers of the trunk; additional channels cost 14.04 KM/month (up to the tenth), 11.70 KM (from the 11th) and 9.36 KM (from the 31st);
• numbers: a block of up to 10 costs 11.70 KM/month, up to 50 — 29.25 KM, up to 100 — 58.50 KM; reserving a number costs 0.18 KM.

What to set up with the provider: order Business Trunking of the right capacity (channels = the maximum number of simultaneous calls) → choose a number block → request the SIP settings sheet and clearance for our static IP → state explicitly that the PBX sits in the cloud, not on the venue's premises, and ask whether the trunk runs over the public internet.

Pitfalls ⚠️ Capacity is sold by the piece: the basic 2 channels mean two simultaneous calls, which may not be enough for a venue with a dining room and delivery — estimate the load in advance. The 1.17 KM connection price only applies with a 24-month commitment. The service is limited to HT Eronet's footprint — primarily the Croat-majority cantons and Mostar. The operator publishes neither the authentication mode, nor the codecs, nor the DID format: it all comes with the contract. Telemach BH#

A cable operator of the United Group, the second largest player on the fixed-line market. The product is called exactly "SIP trunk" and is addressed to owners of their own IP PBX: "Onim korisnicima koji posjeduju IP centralu, SIP trunk omogućava povezivanje modernih telefonskih sistema na javnu telefonsku mrežu provajdera". It advertises 3 IP lines expandable to 10 and 100 minutes to fixed networks in Bosnia and Herzegovina and 70 more countries; 0800 numbers are sold separately. There are no prices on the product page.

What to set up with the provider: order a SIP trunk with the required number of lines → ask for the settings sheet → confirm that the trunk is reachable from an external IP, not only from the operator's network → route the purchased numbers to the trunk and clarify the DID format → agree on G.711/G.722 codecs.

Pitfalls ⚠️ With Telemach a "line" is both a simultaneous call and a number: the starting three lines are on the low side for a venue with delivery and several outlets, and the expansion ceiling is ten. The operator does not publish parameters. The good news: the Mostar integrator Axa-tel claims a hundred trunks actually launched on third-party IP PBXs with every large operator in the country, Telemach included — so the SIP interface works and the settings sheet exists, it just has to be obtained. *supernova#

A United Group operator formed on 1 September 2022 by the merger of Blicnet (Banja Luka), Elta-Kabel (Doboj) and Telrad Net (Bijeljina); it is strongest in Republika Srpska. Its business telephony consists of the Super TEL start BIZ (12.00 KM/month) and Super TEL BIZ (15.00 KM/month with 60 minutes to all fixed networks in the country) plans, Super BIZ IP Trunk at 23.40 KM/month — the lowest published trunk price in Bosnia and Herzegovina — plus "Business Trunking" (voice channels rented for the customer's PBX), a virtual PBX on the Blicnet infrastructure, 0800 numbers and number porting.

What to set up with the provider: order the "Super BIZ IP Trunk" → find out how many simultaneous channels and numbers the plan includes (the description does not say) → request the SIP parameters and the routing of numbers to the trunk → confirm delivery of the trunk to an external static IP.

Pitfalls ⚠️ A low list price says nothing about capacity: what exactly the 23.40 KM covers in channels and numbers does not follow from the public description — ask before signing. The operator's virtual PBX is explicitly described as a service "using the resources of the Blicnet infrastructure", that is, everything is built by default around their own access — so do ask the question about the public internet. The old blic.net addresses now redirect to supernovabih.ba: links and instructions from three years ago are stale. Logosoft#

An alternative Sarajevo operator (United Group) with its own fibre, the LoGO! NET mobile service and a data centre. The trunk service is named in plain words on its Direct Routing for Microsoft Teams page: "in this case it is a SIP trunk service, one that Logosoft can provide for you". A customer may use their own number blocks, rent new ones or port their fixed numbers into the Logosoft network free of charge. Its "two operators in parallel" scheme is separately valuable: inbound calls stay on the old operator's existing numbers while outbound calls go through Logosoft numbering — a ready-made scenario for migrating a venue's telephony in stages.

What to set up with the provider: order a SIP trunk and a number block (or port your own) → give them the "Static IP" from the "Server" tab if IP mode is chosen → ask for the DID format and the allowed codecs → for a staged migration, agree separately on the "inbound with the old operator, outbound through Logosoft" scheme.

Pitfalls ⚠️ For Microsoft Teams the operator terminates the trunk on a certified SBC — our PBX needs no such SBC, and it is worth saying so, otherwise the manager will sell you an extra box. The Logosoft virtual PBX is available only to customers on its own fibre; whether that restriction extends to the trunk is not stated publicly — ask. The operator's site returns 404 on some direct section URLs: navigate from the home page. BH Telecom and m:tel — why they are harder#

The two largest operators in the country sell telephony to businesses, but connecting their number to a cloud PBX is harder than with the ones above — and it is better to hit that wall before paying.

• BH Telecom, "Business Trunking". The description is exactly what is needed: renting "a certain number of channels/lines" that allows you "to connect customer IP-based PBX devices to the public telephone network"; the conditions are your own exchange with IP functionality and coverage by the operator's network. But in the same terms the operator limits its responsibility to "the point of exit from the BH Telecom private network and entry into the network managed by the user": by default the trunk ends at the border of its own access on the venue's premises, not on the open internet. Our PBX sits in the cloud and will not reach such a trunk. Parameters are not published, and sales go only through large-customer account managers. Alongside it the operator sells IP Centrex — its own virtual PBX, that is, a replacement for our PBX rather than a channel to it.
• m:tel (Telekom Srpske). There is no public "SIP trunk for your PBX" product: the fixed-line business branch offers IP Centrex, IN services (freephone, premium rate, universal access number, televoting) and the rental of a SIP RGW voice gateway with 8 or 16 ports (23.40 and 35.10 KM/month). The word "trunk" does not appear at all in the price list in force since 1 September 2026. Activating IP Centrex costs 11.70 KM with a 12- or 24-month commitment or 35.10 KM open-ended, plus "providing the technical prerequisites" at 46.80 KM over copper and from 175.50 KM over fibre. At the same time the integrator Axa-tel claims experience deploying SIP trunks "with all operators in Bosnia and Herzegovina", m:tel included — so asking for a trunk individually through a manager does make sense, it simply is not in the public offer.

What to ask if the number is already with them. One email: "do you deliver a SIP trunk to an external static IP address over the public internet?" An answer of "no" closes the topic; an answer of "yes" should be backed by the settings sheet with a public server address before the contract is signed. If no answer comes, two moves remain: take a second number from one of the operators above or from an international provider and move guest calls onto it — or port the existing number.

International providers with numbers of Bosnia and Herzegovina#

For a foreign company without a Bosnian legal entity this is usually the only route: a local operator signs the contract with a local entity. The trunk parameters of these providers are the same in every country — their cards are already in the catalogue when adding a provider, so the server address and the mode fill themselves in.

• Zadarma — landline numbers in 033 Sarajevo and 0800. Prices as of 09.09.2026: 033 — $32 setup, $38.4/month ($32 and $32/month with annual payment); 0800 — free setup, $30/month ($25 with annual payment). Each number comes with two lines, that is two simultaneous calls; extra ones cost extra. Documents: a copy of the company registration certificate and proof of current address (a utility bill no older than six months). The number automatically becomes the caller ID for outbound calls of that SIP account. The mode is registration.
• DIDWW — for Bosnia and Herzegovina it sells only +387 70 numbers (the nomadic series). Inbound calls and international SIP trunking for outbound are supported; local SIP trunking, SMS, inbound fax, number portability and emergency calling are not. A landline 033 cannot be bought there.
• Telnyx — a country page exists, with numbers "starting at $35 per month"; which series that is — geographic or 70 — is not visible from the public page, so search for a number in the provider's portal.
• Twilio, Plivo, Vonage, Bandwidth, Sinch, Infobip, VoIP.ms, Sonetel, CommPeak do not list Bosnia and Herzegovina in their published country lists; absence from a list does not mean absence of numbers — check in the portal.
• ⚠️ Why offshore aggregators have almost no Bosnian landline numbers. RAK Rule 68/2013 requires a service using Bosnian numbering to be provided, at least in part, through switching and call routing equipment located on the territory of Bosnia and Herzegovina. The requirement is addressed to the licensed operator holding the numbering, not to you as a subscriber, but it is why international providers mostly offer the nomadic +387 70 series for this country. For a venue with a dining room and live guests a local operator's number is the safer choice.

Number porting#

• Porting is a subscriber's right, and the procedure is set by RAK Rule 62/2012 on number portability. The application is filed with the receiving operator, and its request to the donor operator simultaneously counts as the subscriber's request to terminate the previous contract — no separate termination is needed.
• The fee charged to the subscriber is no more than 20.00 KM; it is split between the operators, and the receiving one may waive it entirely. Logosoft, for instance, ports fixed numbers into its network free of charge, and *supernova offers porting too.
• Numbers are not ported between the fixed and mobile networks — that is an explicit provision of the rule.
• If porting is refused or delayed, the donor operator must explain the reasons in writing within three business days; upon a complaint RAK may order the port to be completed within ten business days. Lawful grounds for refusal are formal defects in the application and unpaid debt on that number.
• ⚠️ A geographic number is bound to its area: you cannot "move 033 to Banja Luka" by porting — if the venue relocates to another canton, the number changes.
• ⚠️ A +387 70 number bought from an international aggregator cannot be ported at all — DIDWW marks portability for that series as unsupported. If there is any chance you will want to move the number to a local operator in a year, take it from a local operator right away.

Rules and documents#

If it does not work#

1. The operator's trunk does not come up at all and the address looks internal. That means the channel is delivered inside the operator's network rather than to the internet: BH Telecom writes this into its service terms, and cable operators imply it. No settings on our side will fix it — what to do.
2. The operator gives no parameters. In Bosnia and Herzegovina that is the norm: nobody publishes the SIP host, port, mode or codecs. Ask for the settings sheet by email when ordering, or bring in a local integrator — Axa-tel in Mostar claims a hundred trunks launched on third-party IP PBXs with every large operator in the country.
3. Calls do not arrive with IP authentication. The PBX address did not make it into the SBC allow-list. Copy the "Static IP" from the "Server" tab and give it to the operator; the «Test connection» button helps check the path to the server.
4. The call connects but there is silence. Bosnian operators do not publish codecs, and in this region G.729 routinely sits next to G.711, and our PBX does not understand it. Ask explicitly for G.711 a-law to be agreed. A "TLS only" requirement will not work either — «Network and compatibility».
5. Two numbers land on the same line. Only the second digit of the area code makes it into the last seven digits of an eight-digit number: 033 and 053, 036 and 056 are indistinguishable. Separate such lines by hand.
6. Outbound calls are rejected or leave with a different number. The operator only passes the numbers of your contract: put your own number in the "Show as" field or leave it empty — the line number will be used, «Outbound calls».
7. Busy on the second call. Channels here are sold by the piece: HT Eronet's basic trunk has 2 channels, Telemach starts at 3 lines, and a Zadarma number comes with 2 lines. Count your simultaneous calls and buy channels in advance.

Frequently asked questions#

Where should I get a number if nothing is connected yet?#

There are three sensible options. SoftNET is the only local operator with publicly described IP authentication: a contract with a legal entity, offices in Sarajevo and Banja Luka. HT Eronet offers a clear price (28.08 KM/month for 2 channels) and an open price list, if the venue is within its footprint. Zadarma is an international provider: a 033 number within hours, with company registration and proof of address as the documents. Cable operators (Telemach, *supernova, Logosoft) also have a trunk, and taking it makes sense if the venue already uses their internet.

How can I tell before paying that the operator's trunk will reach our PBX?#

Ask one question by email: "do you deliver a SIP trunk to an external static IP address over the public internet?" Our PBX sits in the cloud, not on the venue's premises, and a trunk delivered over the operator's access line will not reach it. Back an answer of "yes" with a request for the settings sheet with a public server address — it immediately shows whether the address is routable.

Do I need a Bosnian company to get a number?#

With a local operator — practically yes: the contract is signed with a legal entity (register extract, JIB/ID number) or with an individual against an identity document. A foreign company without local registration will find it easier to take a +387 number from an international provider, where the documents are a copy of the registration certificate and proof of current address.

Why do international providers have no Bosnian landline numbers?#

RAK Rule 68/2013 requires a service with Bosnian numbering to be provided through switching and call routing equipment on the territory of the country. The requirement is addressed to the operator rather than to you, but because of it offshore aggregators mostly take the nomadic +387 70 series for Bosnia: DIDWW, for example, sells only that. A landline 033 is available from Zadarma.

How many channels should I order?#

A channel is one simultaneous call, and in Bosnia and Herzegovina it is sold separately from the numbers: HT Eronet's basic trunk has 2 channels (an extra one costs 14.04 KM/month), Telemach starts at 3 lines expandable to 10, and a Zadarma number comes with 2 lines. A restaurant usually needs 2 to 4: one channel is taken by a guest, another by a courier or a supplier.

Will a call to 112 work through the purchased trunk?#

Ask the operator about it separately. Free access to emergency services is the service provider's obligation under the RAK rules, but whether 112, 122, 123 and 124 will pass through a subscriber SIP trunk into our PBX is publicly promised by no Bosnian operator, and DIDWW marks emergency calling for this country as unavailable. Do not build the venue's emergency procedures around PBX telephony.
