Belarus: SIP providers and connecting a number to the PBX
This page continues the general guide to connecting a provider's number to the PBX, which covers everything that is the same for any operator: the two trunk modes, what to ask for, what to enter in the form, network requirements and the connection test. Here is the Belarusian specifics: where a +375 number with SIP is bought, what the seller issues and what of that goes into Telephony → "Trunks and connections" → "Add provider".
The data was collected on 9 September 2026 from operator websites, their service terms and regulator documents; links are in the "Sources" section.
In brief#
- A number with SIP can be bought in Belarus, but today it cannot be connected to our cloud PBX, and the provider is not the reason. An IP telephony facility that passes or terminates voice traffic in the public network over the internet must be entered in the register of IP telephony facilities kept by RUE "National Traffic Exchange Centre" (NTEC), and only facilities with public IP addresses that have passed state registration with RUE "BelGIE" are registered. A server in a foreign cloud has no such address.
- Therefore a dedicated PBX is not created for locations in Belarus — as in other countries where receiving calls on your own switch requires a local licence. The page helps you choose an operator in advance and understand the market; the full country list is in the overview.
- All four major operators hand over SIP only inside their own access network: Beltelecom through a technological VPN/PBX ACCESS, A1 over its own fixed internet at the customer's address, MTS through a separate cable into a closed network or from MTS Cloud, life:) through its own mobile internet. An external PBX physically cannot attach to such a trunk.
- The only class of sellers whose scheme can work at all is the Minsk resellers of Beltelecom city numbers: Anitex and ProfTelecom. The mode is registration (REGISTER), and the login is usually the number itself. Even they, however, speak about "the subscriber's existing high-speed internet access channels in the city of Minsk", not about an address anywhere in the world.
- The main local pitfall. External VoIP services here are not merely "not recommended" — the regulator has named them subject to blocking: asked about an office in Belarus using Zadarma, the Operational and Analytical Centre under the President replies that "this possibility will be blocked once telecom operators implement the requirements of the Decree". A scheme of the kind "we will give a client in Minsk an international number" cannot be planned.
- A number is sold only to a legal entity or sole proprietor that is a resident of Belarus. A foreign company without local registration will not get a local number, and "a number in a private person's name" does not work here even as a workaround.
Numbers in the country#
- The country code is +375, the national significant number has 9 digits. Inside the country the long-distance prefix is 8, international access is 8 10.
- Minsk has code
17and 7 subscriber digits (for example, the Anitex city range388 XX XX). Regional centres have three-digit codes and 6 subscriber digits: Brest162, Vitebsk212, Mogilev222, Gomel232, Grodno152. - Mobile numbers — a 2-digit code and 7 subscriber digits:
25— life:),29— A1 and MTS (historically two ranges),33— MTS,44— A1. - Non-geographic provider ranges: Delovaya Set issues virtual numbers from the +375 740 740 9XX range.
- In what form the number arrives. At the Minsk resellers the trunk login historically matched the seven-digit city number, and the number arrived in national format. From 1 September 2026 Anitex switched to the international format: "all numbers will be transmitted in the international format (+375XXXXXXXXX) — a 12-digit format".
What this means for lines. On the "Lines" tab the number can be entered in any form: the PBX matches the last seven digits. For Minsk that is ideal — code 17 is followed by exactly seven digits, so the tail is the same no matter how the provider sends the number.
Two caveats: mobile and regional numbers
⚠️ Mobile tails collide. +375 29 1234567 and +375 33 1234567 are the same line for the PBX: their last seven digits are identical. For a single number this changes nothing; if you have several mobile lines, check the endings in advance.
⚠️ Regional numbers. A three-digit code plus six subscriber digits means the last digit of the area code falls into the "last seven" (162 12345 → 6212345). Collisions between cities are possible, although rare.

The "What to enter in the admin panel" tables below exist for three sellers. No Belarusian operator publishes SIP parameters — neither host, nor port, nor codecs: everything is issued in the contract or in the connection letter. Inventing them is not an option, so work through the «What to ask the provider» checklist.
Anitex#
Anitex LLC is a Minsk data transmission operator that resells Beltelecom city numbers over SIP. It is the country's most realistic candidate: its website says plainly that "connection of the subscriber's IP PBX is possible at no connection charge" and that "connection of city numbers over the subscriber's existing high-speed internet access channels in the city of Minsk is possible" — that is, the number does not have to live inside the provider's own network.

The codecs are G.711 A-law and µ-law, exactly what our PBX speaks. Cloud PBX instructions for Anitex recommend setting the Outbound Proxy equal to the server address.
What to set up with the provider. 1) State your PBX's external static IP in the application — it is shown on the "Server" tab in the "Static IP" field. 2) Order the required number of channels: billing is per channel. 3) After connection, disable international destinations in writing if you do not need them — this is the standard anti-fraud recommendation. 4) Clarify in which form the number now arrives in the call.
How to order. An application on company letterhead to dogovor@anitex.by: "please connect a city telephone number over the SIP protocol", the quantity and type of numbers (single-channel or multi-channel with the channel count), a requirement to issue previously unused numbers, the external static IP address in use, the company's details and the required call types. In reply you get a list of free numbers, a tripartite contract (Beltelecom, Anitex, customer), a power of attorney for receiving passwords and an invoice; three signed copies are sent by post. Phones: (017) 388-00-04, +375 17 388 00 05.
Prices (from 01.04.2024, VAT excluded): registration of one Minsk city number — 12.50 BYN, monthly fee per channel — 13.20 BYN. Local calls within Minsk are included.
⚠️ Pitfalls. "Over existing internet access channels in the city of Minsk" refers to a Belarusian channel, not to any address in the world; Anitex does not promise to connect a PBX from a foreign cloud. The tripartite contract means that mobile, long-distance and international calls are paid directly to Beltelecom, so "13.20 BYN per channel" is not the full cost of service.

ProfTelecom#
ProfTelecom LLC (website proftelecom.by, also ats.by) is a Minsk dealer of telephone equipment that also sells "IP (SIP) telephony": "the subscriber is assigned a direct city telephone number that can be used to make local, international, long-distance and mobile calls, as well as to receive incoming calls from any numbers".

What to set up with the provider. State the number of lines (channels) and numbers; ask directly whether the number works over a third-party internet channel and from which address calls arrive; clarify the codecs — G.711 A-law/µ-law or G.722 is required.
Prices. Single-channel line: installation 15.00 BYN + number allocation 5.00 BYN + monthly fee 5.20 BYN (unlimited within Minsk). Multi-channel lines: 15.00 BYN installation per line, 7.00 BYN per month per line, 1.00 BYN per month per allocated number. Mobile, long-distance and international calls are charged at Beltelecom rates on top of the monthly fee.
⚠️ Pitfalls. The company primarily sells equipment and small PBX systems, so there is a risk of being offered "buy a switch" instead of a trunk. State the request plainly: a SIP trunk to our PBX, no cloud PBX needed.

Delovaya Set#
Delovaya Set LLC is a data transmission operator for business (licence of the Ministry of Communications and Informatisation No. 02140/300) that provides telephony jointly with RUE "National Traffic Exchange Centre". It requires IP phones, gateways or the customer's own IP PBX — so a trunk for your own switch does exist.

What to set up with the provider. Connect the office to the operator's network; order the required number of channels; if needed, take a "Virtual number" from the +375 740 740 9XX range — it works by call forwarding.
⚠️ Pitfalls. The service terms restrict the service by contract rather than by technology: clause 3.3 — "access to the services for subscribers is limited to the territory of the Republic of Belarus", clause 4.3 — "to access the services, the terminal equipment must be connected to the DS telecom network". The service is provided only to legal entities and sole proprietors that are residents of Belarus. One more detail: incoming call statistics are not provided in the personal account, only outgoing ones, so incoming calls have to be counted by your own PBX.

The big four: why their trunk will not work#
All four major operators do have a SIP trunk, and for an office with a local switch it works perfectly well. But each of them keeps the interconnection inside its own access network, on private addresses: a cloud PBX will not attach to it under any settings, and "Test connection" will show silence rather than a configuration error.

What else is worth knowing about these services
- Beltelecom. The terms are introduced for the first time: consultation → agreement of the interconnection scheme and technical conditions → fulfilment of the conditions → BelGIE permission (not required if the total installed capacity of the switch and the equipment is no more than 128 ports) → conformity assessment documents for the telecom equipment → trials of the interconnected network → contract. Changing the number of trunks, the interconnection point, the numbering range or the IP addresses requires new technical conditions.
- A1. The customer chooses a channel package and a number of numbers, the numbers are grouped, each group is bound to a connection point, and "the customer configures the terminal equipment independently, using the registration parameters provided by the company". It is that word "registration" that points to the REGISTER mode; the host, port and codecs are issued by the operator.
- MTS. The customer is allocated a separate network and a separate network interface into the operator's closed network, and a separate trunk with a channel limit is raised towards each signalling server. The only theoretical path for a software PBX is to place it in MTS Cloud, that is, in the operator's own cloud.
- life:) On the "Telephony for business" plan international calls are disabled by default and enabled by a written application, the multi-channel package covers up to 10 simultaneous events, and "calls to short numbers and emergency services are not made". Caller ID substitution is impossible: "your number will always be displayed on outgoing calls".
Belarusian cloud PBX services#
The market is arranged so that "telephony for business" here almost always means someone else's cloud PBX rather than a trunk. These are not a source of a number for us:
- COSMOS Telecom (COSMOS TV) is a Minsk internet provider with a virtual PBX on the 3CX platform: plans range from 25.00 BYN per month for the option with one city number up to 110.00 BYN per month, an extra external number costs 10.00 BYN per month, and only legal entities and sole proprietors are served. No trunk is sold outbound: trunks are accepted into their switch.
- Axatel (Aksata LLC) is a Belarusian cloud PBX. It gives neither its own numbers nor an outbound trunk, but it is useful for its open "Connecting external providers" documentation, which spells out the application for Anitex city SIP numbers step by step.
- SIPSIM (Call-Tracking.BY) is cloud telephony with call analysis; it advertises "use your own numbers to set up the PBX", meaning third-party numbers are connected to them.
When writing to any Belarusian seller, state the task plainly: you need a SIP trunk to your own PBX, and a cloud switch is not needed.
International providers with Belarusian numbers#
The usual workaround of "buy a number from an international service" does not work here, and the reason is not technical.
- The regulator's position. Asked directly about "our office in the Republic of Belarus uses the Zadarma service", the Operational and Analytical Centre under the President replies: "this possibility will be blocked once telecom operators implement the requirements of the Decree", and suggests that owners of such services "arrange cooperation with Belarusian telecom operators holding the necessary licences". The same clarification requires registration of IP telephony facilities for any scheme where the numbers are in Belarus and the switch is abroad over the internet.
- DIDWW — Belarus is absent from the published coverage of 93 countries (Ukraine and Moldova are there).
- Telnyx — there is no country page for Belarus, the number page returns a 404 error, and no local
+375is offered. - Zadarma — no separate page of Belarusian numbers was found in the catalogue.
- Resellers of "Belarusian virtual numbers" advertise
+375but publicly disclose neither the operator holding the number nor the licence chain. Given the regulator's clarification, this is the worst possible option for a venue with a real business in the country.
Number porting#
- Mobile numbers can be ported between operators: life:) has porting as a separate menu item, and the "Number retention" service is mentioned in the "Telephony for business" plan terms as one of those disabled by default.
- A ported mobile number is used with SIP only as a "vanity" number: unconditional forwarding to the dedicated SIP number is set on it, while outgoing calls still leave from the numbers in the contract.
- A city number survives a move with the same operator: at A1 number groups are bound to the connection point, at MTS the number is retained when moving, and at Delovaya Set the number "is not tied to a particular office and stays with you when you move".
- There are no public rules for porting between fixed-line operators. In practice the number lives in Beltelecom's numbering resource, and the reseller is an intermediary under a tripartite contract: changing the intermediary means a new contract, not porting. Plan as if a city number cannot be ported, and choose the seller before the number goes onto the signage, the menu and the QR codes.
- A number cannot be issued to a private person: SIP numbers are sold to legal entities and sole proprietors, and the application requires company details.
Rules and documents#
Licences, registration of IP telephony facilities, documents for a number, call recording, emergency calls
- Licensing. Telecom activity is licensed by the Ministry of Communications and Informatisation under the Law of 14.10.2022 No. 213-Z "On licensing" and Council of Ministers Resolution of 27.02.2023 No. 154. The operator publishes its licence number on its own website — a practical sign that the seller is genuine: for BeST CJSC (life:) it is No. 02140/1315, for Delovaya Set LLC it is No. 02140/300.
- Registration of IP telephony facilities is not a formality but a condition of legality. The register is kept by RUE "National Traffic Exchange Centre": "software and hardware-software facilities used to pass and (or) terminate IP telephony traffic, except terminal subscriber devices, are subject to registration", and "the use of unregistered IP telephony facilities in the public telecom network is not allowed". Facilities are registered if they work over the internet using public IP addresses that have passed state registration with RUE "BelGIE". The fee is two base units, and the application must be accompanied by a communications diagram with the equipment address (country, city, street, building), signalling and media addresses, ports and the topology up to the internet.
- Why operators sell a trunk "over their own channel". The same document states that "facilities passing traffic over dedicated communication channels without using the internet are not subject to registration". That way neither the customer nor the operator needs the procedure.
- Blocking of external VoIP services. Presidential Decree of 15.03.2016 No. 98 "On improving the procedure for transmitting telecom messages" and Order No. 55 of the Operational and Analytical Centre of 12.07.2016 obliged operators to detect and block violations of the traffic routing rules. This is a published regulator position dating from 2016, not a grey area.
- Interconnecting your own network (if the venue holds its own numbering resource) requires Beltelecom technical conditions, a BelGIE permission (not needed at a total capacity of no more than 128 ports), conformity assessment documents for telecom equipment and registration of the facility in use.
- Documents for a number. Services are provided to legal entities and sole proprietors that are residents of Belarus; life:) additionally requires an active bank settlement account. A foreign company without local registration will not get a number.
- Displaying somebody else's number. Caller ID substitution is not offered by the market: at life:) calls with a hidden number are impossible, and other operators pass only the contract's numbers on outgoing calls — see «Outgoing calls and "Display as"».
- Emergency calls. life:) states plainly that calls to short numbers and emergency service numbers are not made, and the Beltelecom SIP interconnection terms do not cover access to emergency services on
1xxnumbering. The conclusion: emergency scenarios for the venue must not rely on the SIP trunk, and an ordinary landline or mobile phone should remain on site. - Call recording is personal data processing under the Law of 07.05.2021 No. 99-Z "On personal data protection": notifying the other party and documented consent are mandatory. The voice recording notice is enabled in the location settings, and the wording should be agreed with your lawyer.
If it does not work#
- A private address ended up in the "SIP host" field. Addresses such as
10.136.0.41(the Beltelecom IMS network) and172.24.99.121(MTS) look like ordinary IPs but are fundamentally unreachable from the internet. «Test connection» will show silence rather than a configuration error, and no settings will fix it. - A big-four trunk does not register. This is not a password typo: their interconnection lives inside the operator's access network. You need a switch in that same network — or a different seller of the number.
- The number format changed midway. From 1 September 2026 Anitex sends numbers in the international format instead of the previous seven-digit one. A line matched by the last seven digits is found either way, but the trunk login may have stayed seven digits — check it separately.
- The second call drops. The channels have run out: the Minsk resellers bill per channel, life:) includes up to 10 simultaneous events in the multi-channel package, and Beltelecom charges separately for each call above ten. Buy more channels.
- International or long-distance calls do not go through. At life:) they are disabled by default and enabled by a written application; at the resellers they are paid directly to Beltelecom under the tripartite contract and may be closed by anti-fraud. They are opened in writing, not in the personal account.
- Calls to emergency numbers do not arrive — see the rules section: they may be absent from the SIP trunk altogether.

Frequently asked questions#
Can a Belarusian number already be connected to my own PBX?#
No. The provider is not the reason: an IP telephony facility that passes traffic over the internet must be entered in the NTEC register, and only with a public address that has passed state registration with BelGIE. The address of a server in a foreign cloud does not pass that registration, so a dedicated PBX is not created for locations in Belarus. The page will be useful once the launch becomes possible, and it already helps to choose an operator.
Who in Belarus gives a trunk to your own PBX at all?#
The Minsk resellers of Beltelecom city numbers, Anitex and ProfTelecom. Only they describe the service as connecting the subscriber's switch over the subscriber's own internet channel rather than over the operator's channel. Delovaya Set also has a trunk, but its contract limits access to the territory of the country.
Can I take a number from Zadarma or from a seller of "+375 virtual numbers"?#
Such a scheme cannot be planned. The regulator states directly that using external IP telephony services from an office in Belarus will be blocked, and suggests that service owners work through licensed Belarusian operators. Resellers of +375 additionally disclose neither the operator holding the number nor the licence chain.
Does the venue need a telecom licence?#
The licence is needed by the operator that sells telecom services to others — the venue remains a subscriber. But there is a second, separate procedure here: registration of the IP telephony facility itself in the NTEC register, two base units, with a communications diagram and the exact address of the equipment. That is precisely what runs into the requirement for a public address.
How long does connection take and how much does it cost?#
The Minsk resellers are the fastest: at Anitex the number registration is 12.50 BYN and a channel costs 13.20 BYN per month; at ProfTelecom a single-channel line is 15.00 BYN of installation, 5.00 BYN for the number and 5.20 BYN per month, plus posting the contract. A1 connects within up to 30 business days, MTS from 40, and Beltelecom requires technical conditions, network trials and 490.00 BYN for the trunk interconnection alone.
