Kyrgyzstan: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys a Kyrgyzstani number from a local operator and brings it into its own PBX as a trunk. The steps that are the same everywhere — trunk modes, form fields, network and connectivity check — are described in the overview «Connecting a provider's number to the PBX»; this page covers only what is specific to Kyrgyzstan: whom to buy a number from, how the connection is arranged and what of the operator's data goes into the admin panel.


In brief#

  • You can buy a number with a trunk in this country, but you cannot connect it «by the instructions on the website». Not a single Kyrgyzstani operator publishes the SIP host, the port or the codecs — neither in Russian nor in Kyrgyz. Everything comes with a separate SIP contract: it contains a connection table for your IT person — the IP address of the SIP server, the login (usually the number itself) and the password. So the order of work is always the same: a written request to the operator → the contract → the setup.
  • A landline number is cheaper and faster than a mobile one. With landline SIP number providers (ElCat, AsiaInfo, Mega-Line, Beeline) the connection costs about 200 KGS, the monthly fee starts at $1 for 30 channels, and it takes 1–2 days. With mobile operators the SIP connection costs 2,600–3,000 KGS plus 200 KGS for every channel, and you will wait from 14 days to 2 months.
  • Beeline is the only operator with a public trunk product page: «from 1 to 200 channels within 1 number», a monthly fee of 200 KGS per SIP line, and the connected number must be on a postpaid plan.
  • ⚠️ Outgoing calls from mobile operators have to be agreed separately. Historically mobile SIP numbers in the country worked for incoming calls only, and outgoing calls were made through a GSM gateway. MegaCom now promises outgoing calls; with Beeline and O! this is a question for the account manager before you pay.
  • ⚠️ sip.megacom.kg is not a SIP server. The tempting hostname resolves to the same address as the operator's website; it must not go into the «SIP host» field. The server address only ever comes with the contract.
  • The mode is registration. Every local description boils down to «login + password + SIP server address», which is the «Register with provider (REGISTER)» checkbox for us. Nobody publicly offers IP authorisation, but operators ask for your PBX's static IP anyway — keep it at hand.
  • Paperwork. A visit to the office with the company's incorporation documents (or a passport), an official letter on the company letterhead stating the number and the number of channels, then the SIP contract. A foreign company without a Kyrgyzstani registration will not be able to buy a local number from an operator.

What this means for routing. The PBX matches a line by the last seven digits of the number, and that fits the nine-digit Kyrgyzstani numbering well: whether the operator sends 996312XXXXXX, 0312XXXXXX or 312XXXXXX, the tail is the same, so the format you type into the «Number» field does not matter.

⚠️ Be careful with several mobile numbers. For a mobile number the last seven digits are one prefix digit plus six subscriber digits, so numbers of different operators may share a tail: 0550 123456 and 0770 123456 become one line for the PBX (0123456), while 0555 123456 and 0705 123456 do not. With more than two or three lines, compare the endings when ordering.

The first six rows are the providers whose service is confirmed and for which there are «What to enter in the admin panel» tables below. Note that nobody publishes the parameters, so the tables show not ready-made values but where to put whatever the operator gives you. Beeline (Sky Mobile LLC)#

A mobile operator under the Beeline brand (the legal entity is Sky Mobile LLC); it holds the mobile ranges 22X/77X and the Bishkek landline range 312 58XXXX, so it can give you either a mobile or a landline number. It is the only operator in the country whose trunk service is described on its website: it «allows connecting from 1 to 200 channels within 1 number», «the connected number must be on a postpaid payment system», «the service is available if you have Internet access». The monthly fee is 200 KGS per SIP line.

Ordering: go to a Beeline office or call 0628 (free for Beeline subscribers); the business line is *628 and +996 775 58 06 28, PBX questions go to ats@beeline.kg.

What to enter in the admin panel (Telephony → «Trunks and connections» → «Add provider» → the «SIP trunk (custom provider)» card). The operator does not publish the parameters — every value will be given to you by an engineer in the connection table attached to the SIP contract:

What to set up on the provider's side. Move the number to a postpaid plan. State the number of channels you need (the bill depends on it). Explicitly request both incoming and outgoing channels. Ask to disable the directions you do not need (long distance, mobile, international) — the standard protection against toll fraud. Hand over the static IP of your PBX (the «Server» tab).

Catches ⚠️ Beeline sells its own «Virtual PBX» far more actively than a bare trunk. Word your request plainly: a SIP trunk into our PBX, the operator's cloud PBX is not needed, otherwise you will get their exchange with call forwarding.

MEGA / MegaCom#

The state-owned mobile operator (since 2025 the brand is MEGA and the website has moved to mega24.kg; the old megacom.kg/corp/… addresses redirect there). Its numbering resource is 55X, 75 5, 99 0/5/7/8/9, 88 0 1XX. The service is called «Telephony over SIP/E1»: «we provide multichannel numbers that let your office receive many calls at once… it will also provide the ability to make outgoing calls». It is the only operator in the country that promises outgoing calls on its product page.

Ordering goes through the corporate and VIP customer department (+996 555 505016): a service contract, a written request stating the number and the channel count, a separate SIP contract, and then the setup by the operator's engineers together with your IT person. The SIP connection costs 2,600–3,000 KGS, the monthly fee is 200 KGS per channel, and it takes from 14 days to 2 months.

What to set up on the provider's side. State the incoming and outgoing channel counts as separate figures. Hand over the static IP of your PBX. Clarify in which form the number arrives in an incoming call (996…, 0… or the login) — that determines whether the PBX can tell your lines apart when you have several numbers.

Catches ⚠️ The name sip.megacom.kg does exist, but it points at the operator's web server rather than at its SIP platform: put it into the «SIP host» field and you get a trunk that will never register. Separately: the «MegaChat virtual number» is the operator's app, not a trunk, and is of no use for our PBX.

O! (Nur Telecom LLC)#

The country's third mobile operator (70X, 50 0/1/2/5/6/7/8/9), part of the same group as the fixed-line operator Saima Telecom. Its «Corporate customers» menu has a «SIP telephony» item: «the service will let you organise SIP telephony in the office with short numbering and a multichannel number for receiving calls from your customers».

Ordering: the request form on the service page (company, name, phone, e-mail) or the corporate help desk 0705 705 705; then the same procedure — a service contract, a written request, a SIP contract with a connection table.

What to enter in the admin panel (the values come from the connection table in the contract):

Landline SIP numbers: ElCat, AsiaInfo and Mega-Line#

For a venue in Bishkek this is the fastest and cheapest route: about 200 KGS to connect, from $1 per month for 30 channels, 1–2 days to deliver — against weeks and 200 KGS per channel at the mobile operators. The number will be a non-geographic landline one: 0622 XXXXXX at ElCat, 0623 2XXXXX at AsiaInfo, an ordinary landline number at Mega-Line.

  • ElCat (ElCat LLC) — an operator since 1994, an international backbone and VoIP provider, licence GAS No. 16-1495 KR. There is no dedicated trunk page: the request is submitted as a letter, the contacts are +996 312 66-44-00, Bishkek, 71 Kievskaya St.
  • Mega-Line (Mega-Line LLC) — an ISP in Bishkek, Osh, the Chui and Issyk-Kul regions; it publicly promises «a landline number in one day» over its own fibre and keeping the number when you move. The contact centre is (312) 979-888.
  • AsiaInfo — a VoIP operator holding the 623 2XXXXX range. ⚠️ There is no public description of its services at all: the asiainfo.kg site returns an empty page, with no tariffs and no contacts. Look for contacts in the regulator's register of licensees at nas.gov.kg.

What to set up on the provider's side. State the number of channels you need in the letter straight away (they are cheap for landline numbers) and ask to disable the international and mobile directions if you do not need them. Hand over the static IP of your PBX.

Catches ⚠️ From Mega-Line ask for a SIP account for the number: by default they sell a wired landline, which cannot be brought into the PBX without an FXO gateway. With AsiaInfo, treat the service as unconfirmed until your first conversation — the operator publishes nothing.

Kyrgyztelecom, Saima Telecom and local integrators#

What is wrong with them and when they are still useful
  • Kyrgyztelecom (JSC) — the national fixed-line operator and the holder of almost the entire geographic resource (312 2X/4X/5X/6X in Bishkek, 34XX39XX in the regions). There is no SIP trunk service on its website and no corporate telephony section either: its numbers starting with «3» are ordinary wired lines, and to take five simultaneous calls you need five numbers and five handsets, or an FXO gateway. If the venue already has such a number, there are two options: put an FXO gateway in front of the PBX, or take a landline SIP number from another operator.
  • Saima Telecom (CJSC, the Nur Telecom group) — holds the landline range 612 6XXXXX, but the «Telephony» section of its website is empty: there is no description of the service. It is more sensible to approach it through the corporate department of O! — the legal entities are related. ⚠️ Separately: Saima is discontinuing its «Static IP address» service. If the venue's Internet comes from them, check this in advance — a permanent public address is needed for working with operators and their allowlists.
  • SipExpert (Bishkek) — sells a turnkey virtual PBX in two days, with integrations and voice bots. A trunk into an external PBX is not advertised: the product is built around their own cloud exchange. They are useful in a different role — as a contractor who knows how to obtain SIP numbers from local operators. Ask plainly: «we need a SIP trunk into our PBX, your PBX is not needed».
  • CRM Technologies (crm.kg) — an integrator (Yeastar, 3CX, Asterisk); it does not issue numbers but brings other operators' SIP numbers into a PBX. It publishes the most detailed public analysis of the country's SIP market — most of the prices and lead times on this page come from it.
  • WinLine, City Soft, KiterraCom, Katel, Aknet — holders of numbering resources and ISPs with no public trunk offering (Aknet has no telephony at all). Do not treat them as a working option.

International providers with Kyrgyzstani numbers#

If a local contract is impossible (for instance, the company has no registration in Kyrgyzstan), a +996 number can be bought from an international provider — but the choice is narrow:

  • Zadarma — a Bishkek number +996 312 is available: $0 to connect, $4 per month, four or more incoming channels. The Zadarma card already exists in the catalogue when you add a provider, so the server address and the mode are filled in for you. ⚠️ Two caveats, both important: outgoing calls within Kyrgyzstan do not work from this number, and the document check requires an address in the country of the number, that is in Kyrgyzstan, plus a copy of the company registration or a passport. The number is assigned at random and cannot be chosen.
  • Telnyx — Kyrgyzstan is in the portal's country list, numbers are advertised «starting at $1», and porting of existing Kyrgyzstani numbers is promised. The page is a marketing one: check the availability of free +996 numbers and the number type by searching in the provider's portal before you pay.
  • DIDWW — Kyrgyzstan is not in its published coverage; do not consider it a source of +996 numbers.
  • Twilio — only SMS guidelines are published for Kyrgyzstan; no local voice numbers are advertised.
  • Virtual number resellers (HotTelecom, Continent Telecom, Freezvon and the like) advertise a «Kyrgyzstan number +996 312», but they work on a «number plus forwarding to your SIP» model: the real channel count and the licensing chain are opaque. For a venue with a real business in the country this is a worse option than a local operator.

Number porting#

  • Porting a mobile number between operators is not confirmed. The regulator announced the launch of the service several years ago and postponed the dates; there is no working procedure either on the regulator's website or at the operators. Do not plan on «we will port the number to another operator» — check the current state with the operator.
  • A landline number survives a move, but with the same operator. Both Beeline («the ability to keep your numbers when moving, where technically possible») and Mega-Line («when you move you can also keep your number and connect it at the new address in one day») state this directly.
  • Telnyx advertises porting of Kyrgyzstani numbers to itself; the local operators do not describe the procedure, so treat it as a possibility rather than a guarantee.
  • Register the number to the company. Landline SIP numbers are sold to individuals against a passport as well, but the SIP contract and the connection table are drawn up for a company: a number registered to an employee leaves with them.

Rules and paperwork#

Licences, documents for the number, personal data and call recordings, emergency calls
  • The venue does not need a licence. What is licensed is the activity of a telecommunications operator; the regulator is the Service for Regulation and Supervision in the Communications Sector under the Ministry of Digital Development (nas.gov.kg). By buying a number and connecting a trunk to your own PBX you remain a subscriber of a licensed operator and do not become an operator yourself. The sign of a «real» operator is the licence number in the footer of its website.
  • Documents for the number. A visit to the office with the company's incorporation documents or a passport, an official letter on the company letterhead along the lines of «Please issue us the SIP number 0XXX-XXXXXX with X channels for connection to our IP PBX», then a separate SIP contract. A foreign company without a Kyrgyzstani registration will not be able to buy a local number — international providers remain, but Zadarma also requires an address in the country of the number.
  • Call recordings are personal data. The Digital Code of the Kyrgyz Republic (No. 178 of 31.07.2025, in force since 05.02.2026) explicitly treats audio recordings as information of a personal nature. That means recording a conversation is processing of personal data: you need a lawful basis, and if there is none — a documented consent stating who collects which data, why, for how long it is kept and how the consent can be withdrawn; cross-border transfer is arranged separately. The practical minimum is to switch on the spoken recording notice in the location settings.
  • Showing someone else's number. The regulator publishes no rules on caller ID substitution, but in practice operators only let out the numbers of your own contract. Do not plan on «showing a different number» — see «Outgoing calls and „Show as“».
  • Emergency calls. No operator publicly describes an obligation to pass a call to 112 over a SIP trunk. Assume that an emergency call over a purchased SIP number may not go through, and keep an ordinary phone for that.

If it does not work#

  1. There is nothing to type into the form. That is normal for Kyrgyzstan: the parameters are on no operator's website. Until the SIP contract with its connection table is signed, there is nothing to fill the trunk in with — first the written request to the operator, then the setup. The list of questions to put in that single letter is in «What to ask the provider».
  2. There is no registration and the «SIP host» field contains sip.megacom.kg. That is the operator's web server, not its SIP platform. Take the address from the contract and check it with the «Check connection» button: it shows whether the server responds at all.
  3. Registration works, calls arrive, but the wrong line's rule fires. Either the operator sends the trunk login in the incoming call instead of the dialled number (ask in which form the number arrives, and set up one trunk per number), or two mobile numbers share their last seven digits — see «Numbers in the country».
  4. Incoming calls work, outgoing ones do not. At mobile operators outgoing SIP calls were historically not enabled for everyone: the service was sold «for receiving», and outbound calls were made through a GSM gateway. Request outgoing channels as a separate item and check that the directions you disabled against fraud are not the ones you now need.
  5. The call connects but there is silence. Ask the operator about codecs: the PBX speaks G.711 A-law, G.711 µ-law and G.722, and if the platform only offers G.729 there will be no audio. The full network requirements are in «Network and compatibility».
  6. The operator offers not a trunk but its own PBX or a wired line. The operator's cloud exchange and SipExpert replace your PBX rather than complement it; a Kyrgyztelecom number cannot be brought into the PBX without an FXO gateway. In both cases the wording is the same: «we need a SIP trunk into our PBX».

Frequently asked questions#

Why does no Kyrgyzstani operator have a setup guide?#

That is how the local market works: the service is sold through an account manager, and the parameters are considered part of the contract. We checked in Russian and in Kyrgyz — nobody publishes the host, the port or the codecs. This does not mean the connection is difficult: the SIP contract contains a ready-made table for your IT person from which all six fields of our form are filled in within five minutes.

A landline or a mobile number — what should a venue take?#

A landline one: about 200 KGS to connect, from $1 per month for 30 channels, 1–2 days to deliver. A mobile SIP number from a mobile operator will cost 2,600–3,000 KGS to connect plus 200 KGS per channel, and you will wait from two weeks to two months. A mobile number makes sense if guests are used to calling exactly that number — in which case local integrators advise taking one number from each mobile operator so that customers call «within their own network».

Can I just buy a number from Zadarma and skip the local operators?#

For receiving calls — yes, the Bishkek +996 312 number is connected online. But outgoing calls within Kyrgyzstan do not work from it, and the document check will still require an address in the country of the number. As a venue's only number it will not do; as a quick second number it works well.

The operator offers its own virtual PBX. Do I need it?#

No. The voice menu, queues, recording and call analysis are already in your «Telephony» section, and the operator's cloud PBX will conflict with them: you would get two exchanges in the chain. Ask for a bare SIP trunk and for the number to be routed straight to it.

How much time should I allow for the connection?#

For a landline SIP number — 1–2 days after the written request. For a mobile SIP number from a mobile operator — from 14 days to 2 months, so it has to be ordered about a month before the venue opens. The setup on our side takes minutes: the trunk, the line and the routing rule.
