Where to get a number with a SIP trunk in Uzbekistan, which parameters providers issue and what to enter in the admin panel so the number rings in the PBX

Uzbekistan: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys an Uzbek number from a local operator and brings it into its own PBX as a trunk. The steps that are the same everywhere — trunk modes, form fields, network and connectivity check — are described in the overview «Connecting a provider's number to the PBX»; this page covers only what is specific to Uzbekistan: whom to buy a number from, what that operator hands you and what of it goes into the admin panel.


In brief#

  • Start with Sarkor Telecom. It is the only operator in the country with a known public SIP server address (sip.uz, port 5060, UDP) and a clear login format — the seven-digit number without the 78 area code. On its own service page the operator states that the SIP account can be used with Asterisk, so connecting a third-party PBX is a standard scenario for it.
  • ⚠️ The main local catch is transport, not SIP. Uzbek operators deliver telephony not «over the internet» but inside their own channel: UZTELECOM provisions a SIP trunk together with a cable run (fibre or ADSL) to the office address in the contract, Sarkor delivers telephony over the national traffic exchange network TAS-IX, and East Telecom over a dedicated transport link. Your dedicated PBX runs in a cloud outside Uzbekistan and reaches neither the cable nor TAS-IX. The first question to the account manager is «will you accept trunk registration from a foreign static IP over the ordinary internet?»
  • Registering a trunk with an external PBX is practised in the country. The cloud PBX Sipuni publicly lists four partner operators in Uzbekistan with a trunk registration fee: Nano Telecom, Sharq Telecom, SKYLINE and UZTELECOM. If Sarkor will not accept a foreign address, the conversation continues with them.
  • ⚠️ The second catch — international outbound calls. Sarkor states on its tariff page that outbound calls beyond the Republic of Uzbekistan are unavailable, and Article 20 of the Law «On Telecommunications» prohibits unauthorised use of the telecommunications network for carrying international traffic. Agree the «calling abroad through an Uzbek number» scenario with the operator in the contract, not in settings.
  • Paperwork. UZTELECOM provides its SIP trunk only to legal entities registered or accredited in Uzbekistan; the practice of other local operators is the same — a contract with a local company. A foreign company with no local presence is left with an international provider (Zadarma, Telnyx). In any case a trunk only works on a dedicated PBX with a static IP — how the two trunk modes work is explained in the overview.

Good news for routing. The PBX matches a line by the last seven digits of the number, and the Uzbek subscriber number is exactly 7 digits. The tail matches perfectly for 71, for 78 and for mobile numbers; the format you type into the «Number» field does not matter. A conflict is only possible between numbers in different cities with the same seven-digit ending — if the venue has two or more numbers, compare their endings when ordering.

⚠️ For outbound calls, however, the format does matter. With UZTELECOM the number on the trunk is entered sometimes with the code and sometimes without — it depends on the particular softswitch you have been connected to, and support does not always answer in advance. The required form is set with a prefix in the outbound rule.

The first three rows are operators whose connection parameters are known, and there are «What to enter in the admin panel» tables for them below. Nano Telecom, SKYLINE and Sharq Telecom do advertise a trunk service, but the host, port and codecs are handed over only after a contract — with them the conversation follows the list in «What to ask the provider».

⚠️ No Uzbek operator publishes SIP settings on its website. The parameters below were collected from a public write-up of working configurations and checked against operator addresses as of 09.09.2026 — confirm them with your account manager when connecting.


Sarkor Telecom#

A Tashkent provider with nearly thirty years of history. Its corporate section has a dedicated «SIP telephony» service with an open price list: a one-off registration fee, a monthly fee plus a separate price per channel, an included minute bundle and «SIP Trunk — individual pricing». The numbers are in the 78 122, 78 333 and 78 555 ranges. On the same page the operator writes: «the SIP account can be used with the Asterisk software».

What to set up with the provider. Order «SIP telephony» for a legal entity, order the required number of channels and request a SIP Trunk (it is individually priced). Separately agree registration from an external IP: by default the service is delivered over TAS-IX, while your PBX is outside the country — its static address is on the «Server» tab. Codecs are not restricted in the public template, but ask for G.711 (a-law/µ-law) to be kept: those are exactly what the PBX understands.

Pitfalls ⚠️

  • Outbound calls beyond Uzbekistan are unavailable — this is written on the tariff page itself. International calls through this number cannot be planned.
  • Telephony is delivered over TAS-IX. From a foreign cloud the operator's network may simply be unreachable: our check on 09.09.2026 showed that port 5060 over TCP does not answer from an external address. Before paying, ask for a test connection and verify registration.
  • No early media. The caller will not hear the greeting or the voice menu until the PBX answers the call — instead they hear ringback. If guests complain about «silence at the start», write to our support.

UZTELECOM — Uzbektelecom#

The state-owned national operator: a landline network across the whole country, the Uzmobile mobile brand and its own cloud. The service is called SIP-Trunk and is sold only to legal entities registered or accredited in the Republic of Uzbekistan. Its key feature is that the trunk comes together with transport: the operator runs a cable (fibre or ADSL) to the office address in the contract and charges a separate monthly fee for that link. Billing is per virtual channel in groups of 10/20/30 and more.

The codecs on the trunk are G.711 a-law and µ-law, so the pairing is compatible.

What to set up with the provider. Sign a SIP-Trunk contract, choose the number of channels, request the softswitch address and the number format, and have registration from your external IP allowed. Order caller line identification separately — with UZTELECOM it is a standalone paid service that is not part of the SIP trunk, and customers are usually not warned about it at connection time; without it you will not see who is calling.

Pitfalls ⚠️

  • The service is designed around the operator's own transport to your office, not around the internet: registration of a foreign PBX is not guaranteed and is agreed separately.
  • The operator's nodes are spread across private address ranges: in practice, to get audio working, routes to the operator's internal subnets through its own gateway had to be configured. For a cloud PBX that is a non-starter — be sure to ask whether the operator sends the media stream to a public address.
  • The number format is unpredictable (with or without the code) and depends on the softswitch — ask the engineer instead of guessing.

East Telecom — the XPEED brand#

An operator since 2003, the first in the country to build an NGN network, serving more than six thousand businesses. Business services are placed under the XPEED brand, which offers IP telephony «on the basis of our fibre-optic lines». The registration fee for a main phone line is higher for organisations than for individuals; numbers are issued under the 129, 147, 148 and 150 prefixes within the 78 code.

The codecs are G.711 µ-law and a-law, and the tone dialling mode is detected automatically: compatible with our PBX. Unlike UZTELECOM, routing is only needed as far as the SIP server — everything else goes through it.

What to set up with the provider. An IP telephony contract, a request for the SIP server address and credentials, permission to register from your IP, and routing of the purchased numbers to that trunk.

Pitfalls ⚠️ The connection goes over the operator's dedicated transport. If the account manager offers to «run a VLAN over LTE», on this market such a scheme works poorly — insist on fibre or discuss a connection over the ordinary internet.

Providers whose parameters come from an account manager#

These three operators advertise the trunk service publicly, but the host, port, login and codecs are only printed in the contract. There are no «what to enter» tables for them — there is what makes them worth contacting and what to ask first. The full list of questions is in «What to ask the provider».

⚠️ The 78 113 range is shared by SKYLINE and Sharq Telecom — the prefix alone does not identify the operator, so ask whoever sells you the number directly. SKYLINE announces SIP telephony maintenance windows in the news on its website: outages do happen.


Mobile operators and cloud PBXs#

Beeline / Buzton, Ucell, Mobiuz, Comnet, UzCloud, Sipuni, integrators — why they are not listed above
  • Buzton / Beeline (Unitel). The VEON group: the Beeline mobile brand (codes 90/91) and Buzton fixed-line service (the 78 120 range). The operator's public website is entirely consumer-facing — there are no «for business», «cloud PBX» or «SIP trunk» sections in it, and corporate telephony is sold through an account manager. Whether Buzton has a trunk for an external PBX could not be confirmed from public sources: ask the corporate department specifically about the fixed 78 120 numbers.
  • Ucell (codes 93/94) and Mobiuz (code 97). Mobile operators; no «SIP trunk for your own PBX» product appears in public sources. Mobile numbers are not routinely connected to a third-party cloud PBX in Uzbekistan — the market solves this by buying a separate landline number and forwarding to it.
  • Comnet (IPLUS LLC). A provider in Tashkent and eight more cities. The «SIP telephony» item is present in the «For business» menu, but as of 09.09.2026 the service page answers: «This service is undergoing an upgrade. This service is temporarily unavailable». Worth revisiting in a few months.
  • UzCloud cloud PBX. A cloud PBX on the infrastructure of the country's largest operator: it connects on top of your existing number, launches in a day and offers two weeks free. There is no reverse mode — «give us a SIP trunk out to our own PBX» — on the product page, so it is not a source of a number for us. Their argument in negotiations is «the data is stored in data centres inside Uzbekistan»; what actually has to be stored in the country is covered in «Rules and paperwork».
  • Sipuni Uzbekistan. A cloud PBX with an office in Tashkent; it does not sell numbers but connects operators' ones. For our PBX this is not a trunk but a SIP device account of an employee: registering is possible, but that is a single line, and the incoming call carries the login instead of the number — matching a line by seven digits will not work. Its directory of partner operators with the trunk registration fee, however, is the single most useful public document about the Uzbek market: it names Nano Telecom, Sharq Telecom, SKYLINE and UZTELECOM.
  • Integrators (MEGANET TEL, for example) install and configure other operators' trunks turnkey. They have no numbers of their own; they are useful when the operator has to be dealt with locally and in Uzbek.

International providers with Uzbek numbers#

If a local contract is impossible — for instance the venue has no legal entity in Uzbekistan — a +998 number can be bought from an international provider:

  • Zadarma — numbers are available only in Tashkent, code +998 71, and are assigned at random: you cannot pick a specific number. The pricing is roughly 30 $ for connection and 30 $ per month, with two simultaneous incoming channels. Document checks: either automatic identity verification or a photo with a passport and the current date, plus a valid address in the country of the number, i.e. an Uzbek one. This is the fastest way to get an Uzbek number, and the Zadarma card is already in the catalogue when adding a provider — the server address and the mode are filled in automatically.
  • Telnyx — local Uzbek numbers are in the catalogue, but noticeably more expensive than this operator's average (from 50 $ per month); the number is assigned to a SIP connection in the portal. Telnyx separately warns about local requirements and names the country's new industry regulator. The Telnyx card is in the admin panel catalogue as well.
  • DIDWW — there is a marketing page about SIP trunking in Uzbekistan, but the presence of Uzbek numbers in its coverage could not be confirmed: check by searching in the provider's portal.
  • Twilio, Bandwidth, Plivo, Sonetel, Voximplant — no Uzbek numbers are visible in their public catalogues as of 09.09.2026.
  • Call forwarding services (United World Telecom, Global Call Forwarding, Freezvon and similar) sell +998 as a «virtual number with forwarding», including forwarding to SIP. The route works but is expensive and opaque: their trunk parameters are not publicly described, so ask before paying.

⚠️ An international +998 number is not a full replacement for a local one. It is not legally tied to the venue, gives no access to emergency services, and outbound calls from it may cost noticeably more than the local tariff. As a venue's only number it will not do.


Number porting#

  • Only mobile numbers can be ported. The service has been running since 27 October 2023, the portal is mnp.uz; the standard porting fee is 70 000 UZS (operators regularly run zero-fee promotions), the deadline is no more than 8 working hours, and a repeat port is possible no sooner than 30 days later. Uzmobile, Mobiuz, Beeline, Ucell, Humans and OQ take part.
  • Landline numbers (71, 78, 55) are not portable — portability covers mobile operators. The practical workaround is the same as everywhere: do not port the number, but leave it with the current operator and bring it into our PBX as a trunk.
  • The number is tied to the legal entity, and the UZTELECOM service is tied on top of that to the office address in the contract, where the cable physically terminates. Moving the venue means re-provisioning the transport link even if the number stays.
  • Changing operator breaks the trunk silently. The host is individual for local operators («the softswitch address», «the server address»), and with UZTELECOM it also differs between customers: no standard address can be substituted for anyone except Sarkor. After changing operator the trunk has to be set up from scratch.

Rules and paperwork#

Licences, the regulator, paperwork for a number, secrecy of communications, personal data
  • The venue needs no permits. The industry is governed by the Law of the Republic of Uzbekistan of 27.12.2024 No. ZRU-1015 «On Telecommunications» (new wording): certain activities require licences and permits (Art. 13), and numbering and its accounting rest with the regulatory body (Art. 16). By connecting a trunk to your own PBX you remain a subscriber of a licensed operator and do not become a telecom operator yourself.
  • The regulator has changed. Presidential Decree of 21.08.2025 No. UP-142 created an independent Telecommunications Regulation Agency accountable to the Cabinet of Ministers; previously these functions belonged to a supervisory body under the Ministry of Digital Technologies.
  • The service rules have been reissued. Order of the Minister of Digital Technologies of 06.01.2026 No. 287-mkh came into force on 28.04.2026 and repealed the previous 2020 rules. The text is published in Uzbek; read the requirements on contracts and subscriber identification there or clarify them with the operator.
  • Paperwork for a number. The UZTELECOM SIP trunk is provided only to legal entities registered or accredited in Uzbekistan; the practice of other local operators is the same. A foreign company with no presence in the country cannot buy a local number directly.
  • International traffic. Article 20 of ZRU-1015 prohibits using the telecommunications network to bypass the established protection systems and the unauthorised carriage of international traffic. That is exactly why Uzbek operators are cautious with outbound trunks and often disable international outbound calling on a SIP trunk.
  • Secrecy of communications. The same Article 20: the content of conversations is kept secret, the operator discloses information about them only to the subscribers themselves, and interception requires a court decision. The notification of the other party about recording is enabled in the location settings.
  • Personal data. The Law of 02.07.2019 No. ZRU-547 «On Personal Data» as amended by the Law of 26.03.2026 No. ZRU-1125 requires only biometric and genetic data and the data of individuals who are users of telecom operators' services to be stored inside Uzbekistan. Other personal data may be processed abroad under one of three conditions: the country is recognised as providing adequate protection, the operator has adopted standard contractual clauses or binding corporate rules, or it complies with international standards from an approved list. If this matters for your business, discuss it with your lawyer or switch call recording off.
  • Emergency calls. The numbers are 101, 102, 103 and the single 112. Emergency calls are not served through a trunk and must not be shadowed by prefixes in outbound rules — keep an ordinary phone for that.

If it does not work#

  1. There is no registration and the operator talks about the network. The most common reason in Uzbekistan is that telephony is delivered over the operator's cable or over TAS-IX rather than from the internet. Your PBX is in a foreign cloud: take its static IP from the «Server» tab, give it to the operator and get confirmation that registration from that address is allowed. Without such confirmation nothing in the admin panel can fix it.
  2. The call connects but there is silence one way or both ways. With UZTELECOM the voice stream may come from the operator's internal addresses, unreachable from the cloud. Ask the engineer to send the media stream to the public address of your PBX — the network requirements are collected in «Network and compatibility».
  3. The guest hears ringback instead of the greeting. This is Sarkor: it does not support early media, so anything the PBX plays before answering never reaches the caller. Write to our support — the greeting scenario can be rearranged.
  4. International outbound calls are rejected. With Sarkor they are disabled by the operator at the service level; this is not a configuration error. Calling abroad requires another provider or a separate arrangement with the operator.
  5. Registration is up but no incoming calls arrive. Either the operator has not routed the number to your trunk, or the «Accepts calls» checkbox is off in «Lines». If you clear the checkbox for all numbers of a trunk, the PBX drops the registration and stops recognising the operator altogether — see «Adding a number and routing».
  6. The account manager «cannot find» your number. The 78 113 range is shared by SKYLINE and Sharq Telecom — check with whoever sells the number which operator actually serves it.

Frequently asked questions#

Why do Uzbek operators keep asking about a cable?#

Because on this market telephony is sold together with transport: UZTELECOM runs fibre or ADSL to the office address and charges separately for that link, Sarkor delivers telephony over TAS-IX, and East Telecom over its own lines. The «PBX in the cloud, trunk over the ordinary internet» scheme is non-standard for them, so it has to be discussed before signing the contract, not after.

Can a mobile number 90, 93 or 97 be brought into the PBX?#

Not as a standard service: Uzbek mobile operators have no publicly available «SIP trunk for an external PBX» product. The usual solution on this market is to buy a landline number with a trunk and leave the mobile number as it is, forwarding calls from it.

Through an international provider. The fastest is Zadarma: Tashkent numbers +998 71, connected within hours, but a valid Uzbek address is required in the form and the number is assigned at random. More expensive and more «grown-up» is Telnyx. Local operators will not sell a number without a contract with a company registered or accredited in the country.

The operator offers its own cloud PBX — do I need it?#

No. You already have a voice menu, queues, recording and call analysis in the «Telephony» section, and the operator's cloud PBX will conflict with them: it takes the number to itself and gives you at best an employee account. Ask for a plain SIP trunk with the number routed straight to it.

How long does connection take?#

Zadarma — hours. Sarkor, SKYLINE and Nano Telecom — days: they need a contract with a local legal entity. UZTELECOM and East Telecom — weeks, because transport to your address is built together with the trunk.
