Where to get a number with a SIP trunk in Azerbaijan, which parameters providers issue and what to enter in the admin panel so the number rings in the PBX

Azerbaijan: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys an Azerbaijani +994 number from a local operator and brings it into its own PBX as a trunk. The common steps — trunk modes, form fields, network and testing — are covered in the overview "Connecting a provider number to the PBX"; this page covers only what is specific to Azerbaijan: where to get the number, what the operator issues and what of it goes into the admin panel.

The data on this page was collected on 9 September 2026 from operator websites, their knowledge bases and regulator documents; the links are in "Sources".


In brief#

  • You can buy a number with a SIP trunk in Azerbaijan, and the venue needs no permit of its own: the licence and the numbering resource belong to the operator, and you are simply its subscriber under a contract.
  • The main local specific: exactly one seller in the country publishes its SIP parameters — Azerizone (VirtualATS.az): server s.vats.az, port 4959, registration, the G711a codec. All the others — Delta Telecom, AzerTelecom, Ultel, Aztelekom — publish no host, no port and no mode at all: everything comes with the contract. You cannot connect "following the instructions on the operator's website" the way you can in Poland or Turkey.
  • A real trunk to a customer's own PBX is sold by Delta Telecom. It is the only local operator whose product is described exactly that way — "the customer's PBX connects by SIP trunk to our telephony server" — and with no limit on the number of channels. The entry price is a corporate contract and weeks of negotiation.
  • The fast route is Azerizone: connection takes days and the parameters are known in advance. Formally, though, it is an extension of their cloud PBX, not a trunk, and the number of simultaneous calls is capped hard by the tariff (two on the entry plan).
  • Why the choice is so narrow. An IP telephony licence in Azerbaijan costs AZN 50,000, so there are only a handful of legal VoIP operators, and a "SIP number" is nearly always sold through an intermediary on behalf of a licence holder. Always check whose number you are actually buying.
  • A number is sold only to a resident legal entity: VÖEN (tax number), articles of association, an extract from the state register, bank details, a copy of the director's ID. A foreign company without local registration will not be sold a local number directly — international providers are what is left for it.
  • In any case the trunk only works on a dedicated PBX with a static IP — how the two trunk modes work is described in the overview.

Numbers in the country#

The country code is +994, and the national number is always 9 digits (the national numbering plan of the Ministry of Digital Development and Transport, published by the ITU on 25 February 2026).

  • Baku is code 12, Sumgait is 18 (a 2-digit code + 7 subscriber digits). This is the most convenient numbering for us — see below.
  • The regions use 4-digit codes 20202638 (Barda 2020, Ujar 2021, Ganja 2225/2226, Quba 2333, Sheki 2424, Lankaran 2525, Shusha 2626, Aghdam 2632 and so on) + 5 subscriber digits. Nakhchivan uses 5-digit codes 3654136552 + 4 digits.
  • Mobile numbers — a 2-digit code + 7: 50, 51, 10, 60 — Azercell; 55, 99 — Bakcell; 70, 77 — Nar (Azerfon).
  • Non-geographic numbers: code 88 belongs to the operator Avirtel (this includes the toll-free 088), code 46 to Delta Telecom. If an operator offers you a number from these ranges, it will not look like a Baku landline to your guests.
  • Dialling: inside the country 0 + code + number (012 XXX XX XX), abroad 00 + country code, into Azerbaijan +994 + code + number.

What this means for lines. In the "Lines" tab the number may be entered in any format: the PBX matches the last seven digits. For Baku and Sumgait that is perfect: the code 12 is followed by exactly 7 digits, so the provider may send 99412XXXXXXX, 012XXXXXXX or just XXXXXXX — the line will be found either way.

⚠️ Mobile and regional numbers carry a collision risk. In a 9-digit number, part of the code falls into "the last seven", so numbers from different mobile ranges (+994 50 5551234 and +994 70 5551234) produce the same tail. With a single number this changes nothing; if you have several mobile lines, check the endings in advance and ask the operator to pick numbers with different tails.

Only Azerizone has a "What to enter in the admin panel" table below: the other local sellers do not disclose their parameters publicly, and guessing them is not an option — take the values from the contract and check them against the list in "What to ask the provider".


Azerizone / VirtualATS.az#

A Baku hosting company and systems integrator (Nobel pr. 15, Azure Business Center, AZ1025; +994 12 488 66 06, info@azerizone.net). It sells the VirtualATS cloud PBX and, as an intermediary for licence holders, SIP numbers from AzerTelecom and Ultel and toll-free 088 numbers from Avirtel. For us it is the only source of SIP parameters known in advance anywhere in the country: the server address is published in their own guide for connecting a SIP client.

What to enter in the admin panel (Telephony → "Trunks and connections" → "Add provider" → the "SIP trunk (custom provider)" card):

The provider prescribes a single codec — G711a ("use only the recommended G711a audio codec"); that is exactly the G.711 A-law our PBX speaks, so the pair is compatible. Network requirements: at least 100 kbit/s per active call, packet loss no higher than 5 %, delay and jitter 100–150 ms, a static IP — which a dedicated PBX has anyway. The STUN server they recommend to softphones is not needed by our PBX.

What to set up on the provider's side: ask for a "bare" extension for an external PBX (not for their softphone or handset); route the whole landline number to it; turn off their IVR, queues and call recording — your PBX does that; choose the tariff by the number of simultaneous calls, not by the number of users; check whether registering that number from a cloud server address is allowed.

Pitfalls ⚠️

  • This is not a trunk but an extension of a cloud PBX. Simultaneous calls are capped hard by the tariff: two on the entry plan, meaning the third guest gets a busy tone. For a venue with a real flow of calls, count on VATS1 and up.
  • Their own knowledge base advises against softphones — support is wary of non-standard clients. Agree the connection of an external PBX before you pay.
  • The number legally belongs to the licence holder (AzerTelecom or Ultel) and Azerizone is the intermediary: find out in whose name the contract for the number is made, or the number will stay behind when you change integrator.
  • The port is non-standard. Leave 5060 out of habit and there will be no registration.

Delta Telecom#

A backbone operator since 2000: its own data centre, MPLS, an internet exchange point, DWDM/SDH; the holder of the non-geographic code 46. It has three telephony products, and one is described as exactly our case — SİP Trunk: the customer's own mini-PBX connects by SIP trunk to Delta's telephony server and gets access to the networks of the other operators (local, mobile, long-distance and international), and there is no limit on the number of channels in the trunk. Alongside it are a subscriber "SIP" service over a VoIP adapter (from 1 to 48 numbers, up to 30 voice channels per number) and ISDN PRI over E1 for legacy switches.

Delta publishes no technical parameters on any of its telephony pages: host, port, transport, codecs and the authorisation mode are issued with the contract. Guessing the address is pointless — the name sip.delta-telecom.net does not exist in DNS at all (checked on 09.09.2026), so there can be no "what to enter" table here.

How to order. Sales and NOC: (012) 404 12 12, (050) 203 12 95, noc@delta-telecom.net. A contract with a legal entity, with the same document package as every local operator (see "Rules and documents").

What to ask the account manager — four things, without which the trunk cannot be built: the server address and port; the mode (registration or IP authentication); the codecs — G.711 A-law is required, because our PBX does not understand G.729; the format the number arrives in on an incoming call. If the scheme turns out to be IP-based, give them the static IP of your PBX — the "Server" tab in the Telephony section. The full list of questions is in the overview.

Pitfalls ⚠️ "No channel limit" is shop-window wording; fix the actual ceiling and its price in the contract. And check the range of the number: if it comes from code 46, guests will not see the familiar Baku 12….

AzerTelecom and Ultel — a number through a partner#

Both are licensed operators, both sell SIP numbers through partner integrators, and neither publishes technical parameters: the server address, the mode, the username and the password come from the partner or from the contract. So there are no "what to enter" tables here — there are prices and a list of what to order.

AzerTelecom MMC (Azerconnect Group / NEQSOL Holding) is the backbone operator connecting the country to the international internet and a holder of an IP telephony licence. Ultel MMC (the Ultranet brand) is a local Baku operator: PSTN and CDMA telephony, internet, cable TV, landline SIP numbers in the Khatai, Nariman and Binagadi districts; phones (+994 12) 490 16 16, (+994 12) 490 50 51.

The partner's price list (Azerizone, VAT included, 09.09.2026); a "channel" is one simultaneous call:

What to order: the number plus the number of channels you need (to take three calls at once you buy two extra channels); routing of the number straight to your SIP account rather than to the intermediary's cloud PBX; the G.711 A-law codec; the number format on incoming calls.

Pitfalls ⚠️ Channels are counted and charged one by one: a "multi-channel number" without extra channels takes exactly one call — the classic reason for "a guest could not get through at peak time". Ultel additionally has district-level coverage: its landline number is not available across the whole of Baku, so check the venue's address before ordering.

Aztelekom#

The state-owned fixed-line operator (107 Tbilisi Ave., Baku; call centre 170): GPON, leased lines, static IP, telephony across the whole country — that is, a landline number not only in Baku but in the regions too. The service is called "İP/SİP telefoniya", and its price list used to be published:

The page carried no technical parameters, and as of 09.09.2026 the section has been taken off the site: it was rewritten completely, the former address returns a 404, and the link in "Sources" points to the web archive. Before planning a connection, call 170 and check whether the service is still sold. The values for the admin panel come from the contract; a "session" in the price list means one simultaneous call.

Pitfalls ⚠️ The one-off AZN 150 + 30 is the most expensive entry on the market. On the other hand the number is a landline and a "state" one, and coverage is nationwide — which neither Ultel nor Azerizone offers.

The toll-free 088 number (Avirtel)#

088 is a number that is free for the caller: the owner of the number pays for the conversation. It is issued by Avirtel MMC, the operator of the non-geographic code 88, and sold through the same partner integrators. Connection takes 1 business day, nothing has to be programmed on the customer's side, and the number is available even to a company headquartered abroad. The price depends on how attractive the digit combination is: a monthly fee plus payment for incoming calls, and at connection an installation fee and a one-off deposit.

Technically 088 is not a separate trunk but an additional number on top of an existing one: it is routed to your landline number or trunk and arrives in the PBX over that same connection. That is why it has no "what to enter" table of its own.

What to ask the provider for: tell them which number or trunk 088 should be routed to, and be sure to ask that the number the guest dialled is preserved on the incoming call. Otherwise the PBX cannot tell a call to 088 from a call to your landline number, and both lines collapse into one routing rule.

Pitfalls ⚠️ Length. Under the national numbering plan this is 88 plus 7 digits, while the seller describes the number as "088 and between 3 and 7 digits". If there are fewer than seven significant digits, matching the line by the last seven will not distinguish it: set such a number up as a separate line and test it on a real call before you print it on your signage.

Mobile operators, integrators and the state cloud#

Azercell, Bakcell, Nar, GSP, AzInTelecom — why they are not in the table
  • Azercell (50/51/10/60) is the largest mobile operator. Since December 2017 it has sold "Virtual ATS": a cloud PBX that joins a company's mobile and fixed phones into one network with a shared multi-channel number, with an auto-attendant, conferences and call distribution. Its materials say nothing at all about connecting an external PBX or a SIP trunk — this is a competitor to your admin panel, not a source of a trunk.
  • Bakcell (55/99) and Nar / Azerfon (70/77) — neither has a public "SIP trunk for your PBX" product (checked on 09.09.2026). Bakcell mentions fixed network services, but without a single technical parameter. Bakcell business contacts: 555, +994 12 498 89 89.
  • ⚠️ Do not confuse corporate mobile service with a SIP trunk. Account managers at mobile operators call a group of SIM cards with short dialling a "PBX" too, but you cannot connect your own station to it. If the venue really needs a mobile number, a more practical route is a GSM gateway with their SIM card, registered on your PBX as an ordinary extension.
  • GSP — Global Service Provider (aznetwork.net) is a Baku internet provider and integrator: leased links, IP telephony, cloud phone systems, IPTV, structured cabling. It has no numbering of its own, so the number is resold from a licence holder while GSP does the turnkey deployment. It publishes no parameters. Ask directly: whose number is being sold, and can you get a "bare" SIP account without their cloud PBX. Phones: +994 12 310 00 66, +994 12 310 00 77.
  • AzInTelecom is the state cloud operator (the "government cloud", Baku Main Data Center). It provides SIP telephony to government organisations, but no retail "number and trunk for business" product was found on its site (checked on 09.09.2026).

International providers with Azerbaijani numbers#

If a local contract is impossible — for instance, the company is not registered in Azerbaijan — a +994 number can be bought from an international intermediary. Each has its own trunk parameters, taken from its own portal; some of them are already available as cards when adding a provider.

  • Selling +994 12 (Baku) with forwarding to SIP: HotTelecom, Freezvon, Hivoox, DIDVirtualNumbers, Global Call Forwarding. The last one starts at $698.95 per month — a flagship price tag, pointless for a venue. With any of them, check three things: how many simultaneous incoming calls the number holds, whether you get a SIP account or SIP address for your PBX (and not just forwarding to a phone), and what documents are required.
  • DIDWW — Azerbaijan is not in its list of covered countries: a Baku number cannot be bought there. Zadarma — there is no Azerbaijani number page on its site, and its price list only covers SMS to Azerbaijan.
  • Telnyx, Twilio, Plivo, Bandwidth, Sinch, Infobip, Vonage — Azerbaijan does not appear in their public coverage lists (Twilio publishes only SMS rules for the country). You cannot treat +994 as available with them without checking inside the portal under an account.
  • CommPeak and PBX.IM keep "SIP trunking in Azerbaijan" pages, but with no country specifics at all — no numbers, no documents, no parameters.

The common pitfall. A +994 bought from an intermediary is almost always a licence holder's number resold at third hand: it may give no access to 112, may not present a local number on outgoing calls and may "move" between upstreams. For a venue that guests call, a local number is better, and an international one works as a stand-by while the paperwork is being done.


Number porting#

  • Mobile numbers have been portable between operators since 1 February 2014 (codes 050, 051, 055, 070, 077): porting on the subscriber's application takes 5 days, and a number cannot be ported again sooner than 3 months later. The number's current operator can be checked on the "Electronic Government" portal.
  • For fixed and SIP numbers there are no published porting rules. In practice the number is tied to the licence holder (Aztelekom, AzerTelecom, Ultel, Delta), and "moving" it is negotiated case by case. Plan as if the number cannot be ported: choose the operator before the number reaches your signage, menu, QR codes and map listings.
  • The number cannot be registered to an individual. The whole document package requires a VÖEN and articles of association, so the contract is signed by a legal entity.
  • A special case is the intermediary. If the number was bought through an integrator, find out in whose name the contract with the licence holder is made before you move to another contractor: the number follows the holder of that contract, not you.

Rules and documents#

Licences, documents for a number, call recording, caller ID, emergency calls
  • The venue needs no permits. What is licensed is the activity of a telecom operator: the special permit is issued by the Ministry of Economy through the ASAN xidmət centres, and the state fee for IP telephony is AZN 50,000 (wired telephony AZN 2,500, international channels AZN 5,500, data transmission AZN 3,000). That is exactly why there are so few sellers of SIP numbers in the country, and why an intermediary's number always belongs to someone else — the licence holder.
  • Numbering is administered by the Ministry of Digital Development and Transport, which also publishes the national numbering plan; the register of operators and providers is kept by the ICTA agency — use it to check whether your seller is licensed.
  • Documents for a number (the package is the same at every licence holder): VÖEN, bank details, articles of association, an extract from the state register, contact numbers for the technical and finance departments, a copy of the director's ID. Scans must be signed by the director, stamped and marked "əsli ilə doğrudur" ("true copy").
  • Call recording. Law No. 998-IIIQ of 11 May 2010 "On personal data" applies: personal data — and a guest's voice is personal data — may be processed with the person's consent, and the holder must be able to prove that consent exists. The practical conclusion: switch on the spoken recording notice at the start of the call (it is configured in the location settings) and have the wording checked by your own lawyer.
  • Presenting someone else's number. The regulator publishes no rules on caller ID spoofing, and in practice operators only pass numbers covered by your contract on outgoing calls — see "Outgoing calls and 'Present as'".
  • Emergency calls. The single number is 112, with 101, 102 and 103 for individual services. Whether calls to them pass through the trunk you buy is a question for the operator: if they do not, the venue must keep at least one ordinary phone or a mobile.

If it does not work#

  1. "Not registered with the provider" on Azerizone. The first thing to check is the port: theirs is 4959, not the usual 5060. The second is the username: it is the User_ID of the extension from the web.vats.az portal, not the landline number itself.
  2. A guessed address ended up in the SIP host field. Names like sip.delta-telecom.net and sip.ultel.az do not exist in DNS at all (checked on 09.09.2026). With local operators the server address comes only from the contract or the activation letter.
  3. The second simultaneous call drops. You have run out of channels: Azerizone gives two on the entry plan, AzerTelecom and Ultel sell each channel separately, and at Aztelekom they are paid "sessions". Buy more channels or change the plan.
  4. Registration is up but no incoming calls arrive. The number is routed not to your account but to the intermediary's cloud PBX — the usual situation when the number is sold together with their virtual PBX. Ask them to route the number straight to the trunk and to switch off their IVR, queues and recording.
  5. The call connects but there is silence. Check the codecs: our PBX speaks G.711 A-law, G.711 µ-law and G.722. Azerizone prescribes exactly G711a, which is compatible; an offer of "G.729 only" will never work.
  6. A call to 088 triggers the wrong line's rule. Either the provider does not preserve the dialled number on the incoming call, or the number is shorter than seven significant digits — see the section on 088.

FAQ#

Can I get an Azerbaijani number if my company is not registered in Azerbaijan?#

Not from a local operator: the document package requires a VÖEN, articles of association and an extract from the state register, that is, a local legal entity. What remains are the international intermediaries selling +994 12 with forwarding to SIP — but they give no access to 112 and usually no local number on outgoing calls. The exception is the toll-free 088: according to the seller's terms it can be connected even for a company headquartered abroad.

Who in Azerbaijan gives a real trunk for your own PBX?#

Delta Telecom: for them it is a separate product, and the number of channels in the trunk is not limited. The downside is that the parameters and the price are only known after the contract, and the contract is a corporate one that takes weeks. Azerizone connects you in days, but what it sells is essentially an extension of its own cloud PBX with a hard cap on simultaneous calls.

Why is Azerizone's port 4959 and not 5060?#

That is how their platform is configured: 4959 is given in their own guide for connecting a SIP client as part of the server address. Our PBX works with any provider port — simply put 4959 in the "Port" field. Leave 5060 there and there will be no registration.

Does the venue need an IP telephony licence?#

No. The AZN 50,000 is the state fee for the licence of a telecom operator that sells telephony services to others. You buy a number from a licence holder and remain its subscriber; your own PBX in the cloud is subscriber equipment, not a communications service provided to third parties.

How long does connection take?#

Azerizone: 1–5 business days after payment. Delta Telecom and Aztelekom: from two weeks — contract, number allocation, configuration. A toll-free 088 on top of a working number: 1 business day. There is no "within the hour" route here of the kind international number services offer in neighbouring countries.
