Romania: SIP providers and connecting a number to the PBX

This page continues the general guide on connecting a provider's number to the PBX: that page covers everything that is the same for any operator — the two trunk modes, what to ask the provider, what to type into the form, network requirements and how to verify the link. Here is the Romanian specifics: who sells a number with a SIP trunk in the country, what such an operator hands over and what of it goes into Telephony → "Trunks and connections" → "Add provider".

The data was collected on 9 September 2026 from operator documentation, service terms and materials of the regulator ANCOM; links are in the "Sources" section.


In short#

  • You can buy a number with a SIP trunk in Romania, and the venue needs no permits for it. There is no VoIP licence in the country: the operator files a notification with ANCOM under the general authorisation regime and starts working, and you are simply its subscriber. The notification is not filed, among others, by those who run a network or a service exclusively for their own needs — which is exactly the case of a venue's PBX.
  • Romania is a rare case: one operator publishes every trunk parameter. ClickPhone (operated by Caro Network SRL) keeps a ready-made Asterisk configuration on its website: server sip.clickphone.ro, UDP/5060, registration, codecs ulaw and alaw, tones sent in separate packets. If the operator has not been chosen yet, start here — the connection form is closed completely, with nothing left to ask for.
  • The country's main fork is "the big operator's trunk arrives over its own access". At Orange România the trunk is delivered on the operator's box with a local IP address: in the official 3CX guide the PBX server needs a second network card and static routes to that box. Our PBX lives in the cloud and has no second network card on the venue's premises — the trunk will not come up that way. At DIGI the service runs over their own fibre with equipment held in custody. A cloud PBX needs the second tier: ClickPhone, Voxbee, Optivoice, DOTRO, AdaTel, Iptelis — they sell a trunk over any internet connection.
  • Caller ID spoofing is cut off technically. Since 7 July 2025 Romanian operators block calls originated outside Romania that falsely present Romanian numbers or use them in an incorrect or incomplete format. In the outbound rule use only the numbers of your own contract, in full format.
  • Codecs are not a problem. Every Romanian provider we checked lists G.711 A-law and µ-law in the service description, often plus G.722 or G.729 — the PBX codec set fits the market. No "TLS only" or "G.729 only" trunks were found in the country, but several operators mention TLS in their marketing, so ask explicitly for UDP/5060 without encryption.
  • Paperwork. All checked Romanian operators sign the contract with a Romanian legal entity (by its CUI); none of them publishes a procedure for buying a number as a foreign company. A foreign owner will find it easier to take a +40 number from an international provider — although Telnyx's requirements for Romania are strict.

Numbers in Romania#

  • The country code is 40, the international prefix is 00, and the national prefix 0 is part of the national number. The national significant number is 9 digits, so the whole number with the zero is 10 digits: 021 XXX XXXX is +40 21 XXX XXXX internationally.
  • Geographic numbers live in two domains — 02 and 03 — and these are parallel plans for the very same county. Bucharest and Ilfov county are 021… and 031… (then 7 subscriber digits); the other counties use a two-digit indicative 30…69: Cluj 0264… and 0364…, Sibiu 0269… and 0369… (then 6 digits).
  • Location-independent numbers are 10 digits in the 037, 038 and 039 subdomains. These are the ones VoIP providers most often sell as "national".
  • Mobile numbers are 10 digits in the 07 domain (subdomains 065…069), 070 is reserved for virtual operators; 060…064 is machine-to-machine.
  • 0800 is free for the caller, 0801 is shared cost, 0805, 0808 and 0870 are service subdomains, 09xx is premium rate.
  • Emergency and short numbers are 3 to 6 digits, including the single European 112.
  • Dialling. Inside the country it is 0 plus the national significant number, abroad 00 plus the country code. The ClickPhone guide shows that the provider accepts both spellings of a Romanian number from the PBX — 0310055050 and 0040310055050 — while foreign numbers are only accepted as 00 plus country code plus number.

On the "Lines" tab the number may be entered in any form: the PBX matches the last seven digits. ⚠️ In Romania this is easy to get burned by: the 02 and 03 domains are parallel, so 021 123 4567 and 031 123 4567, 0264 123456 and 0364 123456 produce the same seven-digit tail and are indistinguishable to the PBX. As long as the venue's numbers come from one domain everything is fine; if the operator issues "mirror" numbers, check the tails by hand — "Add the number and routing".

⚠️ Emergency numbers are shorter than four digits. The general outbound rule "everything else goes over this trunk" does not pick them up: create a separate rule with an explicit pattern for 112 on the "Outbound" tab.

In what format the number arrives from the operator

No single country-wide rule is published, so confirm the incoming number format with your own operator at provisioning time.

The five providers below have cards: their trunk mode is known and it is clear what to enter. Orange and DIGI have a separate section — their trunk is designed to run on top of the operator's own access. The rest hand over parameters only after a contract — "under contract".


ClickPhone (Caro Network SRL)#

Cloud telephony for businesses; the operator, Caro Network SRL, has been authorised by ANCOM since 2004. The SIP Trunk product runs over an ordinary internet connection to any SIP-compatible PBX, the numbers are Romanian landlines and existing ones can be ported. Billing is per second after the first minute, incoming calls are free, outgoing calls to Romanian landlines cost €0.01 per minute with no connection fee and no minimum contract term. The number of simultaneous channels is set at activation and can be changed the same day.

This is the only operator in the country that publishes a ready-made Asterisk configuration — hence the exact values below.

What to set up at the provider: open a telephony account and top up the credit → order the SIP trunk and the number of simultaneous channels → buy a number or file a porting request for an existing one → make sure the provider sends the ulaw/alaw codecs (its own PBX guide leaves only those enabled).

Pitfalls ⚠️ The SIP password differs from the portal password — this is the classic cause of "not registered with the provider" on this operator. ClickPhone identifies incoming calls by host name, the same way we do, so no special inbound settings are needed. The operator publishes no caller ID substitution rules: if outgoing calls present the wrong number, ask support which header it takes the A-number from. Voxbee#

A Romanian VoIP operator authorised by ANCOM: it sells the trunk in ready-made packages and, alongside, virtual servers for a PBX. The packages are Prepay at €40 one-off (5 channels, 1 number, €10 of credit for 12 months), Lite at €12 per month (10 channels, 10 numbers, 1000 minutes within Romania), Pro at €35 per month (30/30, 3000 minutes) and Max at €60 per month (60/60, 5000 minutes). Above the package it is 1 cent per minute to landlines and 2 cents to mobiles, per second after the first minute. Two points of presence, automatic failover and porting without downtime are advertised.

The access credentials — login, password and SIP server address — arrive by e-mail and sit in the portal, on the "Conexiune SIP" tab of the service card.

What to set up at the provider: buy a package → open the service in the portal and take the credentials from the "Conexiune SIP" tab → point the number at the trunk → file a porting request if needed → confirm that the trunk is delivered over UDP without mandatory encryption.

Pitfalls ⚠️ The server address is published nowhere — there is no way to learn it before the purchase, so plan for one extra step: "paid, received the e-mail, created the trunk". The service description mentions TLS and SRTP: that is an option rather than the only transport, but it is worth asking explicitly whether UDP/5060 without TLS is available — the PBX does not support encrypted trunks. The operator's codecs are G.711, G.722 and G.729, so the set shared with the PBX is there and nothing has to be negotiated. Source: SIP Trunk & Telefonie VoIP România — 09.09.2026.


Optivoice#

An operator from Sibiu (the trade name of Opticom Consulting SRL): a virtual PBX, a cloud contact centre and a SIP Trunk for your own PBX. Activation takes up to 48 hours, "all you need is a working internet connection", with no long contracts. The numbers are geographic — 021, 031, 0369… — and national; porting any Romanian number is free and, according to the operator, usually takes three working days.

It is the only local operator that explicitly describes both authorisation modes: a username with a password, and additionally authorisation by IP address. For a cloud PBX with a static address the second option is more convenient: no password is needed at all.

What to set up at the provider: order the SIP trunk with the required number of channels → choose the authorisation mode → for IP authorisation hand over the "Static IP" from the "Server" tab for the allowlist → point the numbers at the trunk → for porting, file the request with Optivoice as the receiving operator.

Pitfalls ⚠️ Encryption is presented in the service description as "TLS/SRTP where both ends support it" — a marketing wording, but if it turns out that the trunk is delivered only over TLS it will not work with our PBX. The operator does not list codecs explicitly, promising "HD audio": ask for written confirmation of G.711 A-law. Source: SIP Trunk de la Optivoice — 09.09.2026.


DOTRO Telecom#

An operator with its own network, authorised by ANCOM; the portfolio includes a cloud PBX, speech analytics, a SIP trunk, SIM hosting, 0800 numbers, short numbers and international numbers. It positions itself as "the first company in Romania with no minimum contract term". Provisioning runs as a project: analysis of the existing PBX and its traffic → provisioning of the trunk and the numbers (with porting) → connecting the PBX → inbound and outbound tests → go live.

On the service diagram the operator states a registered trunk, the G.711 and Opus codecs and 8 or 20 active channels; compatibility is declared with Asterisk, FreePBX and 3CX.

What to set up at the provider: agree the number of channels → obtain or port the numbers → ask for a UDP profile without mandatory encryption → allow media from the address of your PBX.

Pitfalls ⚠️ The Opus codec in the service description is of no use to us — the PBX speaks G.711 and G.722, so G.711 will be what remains on the trunk; make sure the operator does not build a profile with Opus alone, otherwise the call will connect with no audio. Iptelis Networks#

A VoIP provider for companies and call centres from Bucharest with public trunk prices: SIP Trunk 5 — one national number, 5 simultaneous calls and 1000 national minutes for €35 per month; SIP Trunk 10 — two numbers, 10 calls and 2000 minutes for €55 per month. The service specification names both authorisation modes — by IP or by username and password — and declares IP filtering, T.38/T.30 fax and compatibility with Asterisk, FreePBX and 3CX.

What to set up at the provider: order a package by the number of channels → choose IP authorisation and hand over the "Static IP" of your PBX (the operator calls it IP filtering) → point the numbers at the trunk → clarify the codecs, asking for G.711 A-law.

Pitfalls ⚠️ The operator's website looks long unmaintained — the downloads section still offers softphones that no longer exist; before putting this provider into a plan, confirm by phone that the service is alive and the prices are current. Codecs are not listed in the specification at all, so confirming G.711 is a mandatory item of the correspondence. Source: Specificatii SIP Trunk, SIP Trunking prices — 09.09.2026.


Orange România and DIGI — a trunk on top of their own access#

There are deliberately no "what to enter" tables here: neither operator publishes parameters, and the delivery scheme itself is a problem for a cloud PBX. This is the first question in the negotiation, not an implementation detail.

Orange România is the country's largest operator; after the acquisition of Telekom Romania Communications the fixed-line arm was merged into Orange România in 2024, so the old Telekom-branded pages and guides (the fix.telekom.ro domain) no longer open. The current products are "telefonie fixă cu linii individuale sau trunchiuri SIP/TDM" (a trunk to an existing PBX) and Business One Voice (which is Orange's own cloud PBX, not a trunk outwards). The only public technical document is the 3CX guide (updated on 5 July 2023): the trunk arrives on an Orange box with a local IP address, the PBX server needs a second network card dedicated to SIP towards that box, with no default gateway, and static routes to the registrar address through it; the address of that card is placed into the headers and into the media description. Our PBX lives in the cloud and has no second network card on the venue's premises, so without a dedicated link into the Orange network the trunk will not come up.

DIGI România (ex-RCS & RDS) sells "DIGI SIP TRUNK" in its IP telephony range: 5 voice channels in the base, a +1 channel option, unlimited calls inside the DIGI network, €0.005 per minute to other national landlines and €0.01 to mobiles. The service runs over the Digi Net Business fibre with their equipment held in custody — that is, it repeats the Orange scheme. SIP parameters are not published.

What to ask before the contract: whether the trunk can be delivered over an ordinary internet connection to an external PBX with a public static IP, without their box on the premises; which server address will be publicly routable; and which authorisation mode applies — registration or by IP. If the answer "a public address" does not come, take a number from one of the operators with cards above. Providers "under contract"#

These operators do sell a trunk for a third-party PBX as a regular product, but the server address, login and password are only issued after the contract — so there can be no "what to enter" table here. Ask for the parameters using the list in "What to ask the provider" and enter them into the same form as for the others. One thing deserves to be said separately: the PBX is in the cloud, not on the venue's premises — get that confirmed in writing before paying.

  • AdaTel. An ANCOM-licensed operator with two data centres, in Cluj and Bucharest, interconnected with every fixed and mobile operator in the country. Packages: Lite at €10 per month (10 numbers, 10 channels), Pro at €30 (30/30) and Max at €50 (60 numbers, 60 channels), all with 1000 national minutes; the numbers are geographic +40 21X and non-geographic +40 37X, and porting is supported. ⚠️ The operator has no technical pages at all: no server address, no port, no authorisation mode, no codecs — everything is settled by e-mail.
  • Vodafone România. The public business catalogue shows only Vodafone Managed PBX, a PBX operated by them; there is no page for a trunk to a third-party PBX and the service is ordered through the sales department. ⚠️ According to a third-party configuration published in the FreePBX community in 2018, outgoing calls went to ims.vodafone.ro while incoming calls arrived from a separate public Vodafone address. The data is old and unconfirmed by the operator, but if the scheme still holds it matters: the PBX identifies incoming calls by the trunk address and will not recognise calls from another one — ask Vodafone for both addresses and, if needed, create a second trunk for inbound.
  • iNES GROUP. An independent Bucharest operator with its own fibre, a data centre and an SLA above 99.98%; the "Voce & SIP Trunk" section offers a trunk with simultaneous channels, integration with existing PBXs and porting of landline numbers. No parameters are published at all. ⚠️ The services are sold together with their own access, so ask about delivery over an ordinary internet connection straight away.
  • MEDIA SAT (Alonia Business) and SNsys. MEDIA SAT has no public "trunk for a third-party PBX" product — only its own cloud PBX and numbers — and the footer of its website marks the company as insolvent ("în insolvență"): it is not worth considering as a trunk supplier for a new venue. SNsys is not an operator but an integrator: it configures other people's trunks (Orange, Vodafone, Digi) and sells none of its own.

International providers with Romanian numbers#

Romanian numbers are sold by Telnyx, DIDWW, Twilio, Zadarma, Sonetel, DIDLogic and AstraQom. For a foreign company this is often the only path: local operators sign the contract with a Romanian entity, and none of them publishes a procedure for foreigners.

  • Telnyx — Romanian numbers are available (local, national, toll-free), but the checks are the strictest: a Romanian address with a proof of address no older than three months, a local passport or ID card (a certificate of incorporation for companies), and the end user "must be physically present in the country" when purchasing the number. Customers from the EU may present a valid passport or national ID of an EU country.
  • DIDWW — for Romania, local, national, toll-free and universal international numbers are available online; there are no mobile or shared-cost numbers for Romania. The trunk for inbound and outbound calls is sold together with the number.
  • Twilio Elastic SIP Trunking — Romania is on the country list and Twilio is certified by 3CX as a supported provider for the country. The modes are by IP or by credential list, so the "Static IP" from the "Server" tab will be needed.
  • AstraQom — an international operator with a public Romanian price list: Starter at $7 per month (1 Romanian number, 500 minutes, 1 simultaneous call), Professional at $13 (1000 minutes, 2 calls) and Corporate at $29 (2500 minutes, 2 calls); an extra number costs $2.25 per month. The cities are Bucharest +40 31, Cluj-Napoca +40 364, Brașov +40 368, Constanța +40 341, Craiova +40 351, Galați +40 336 and others. Activation takes 1–3 working days, some numbers require local document checks, and porting a Romanian number takes 2–4 weeks. ⚠️ One or two simultaneous calls on the entry plans is little for a venue with a call queue.
  • Zadarma, Sonetel, DIDLogic — Romanian virtual numbers are in their catalogues; address requirements are softer than at Telnyx (Sonetel accepts an address anywhere in the world).

The parameters and modes of these providers are already described in the catalogue when adding a provider — the server address and the mode are filled in automatically, and there is no need to copy them from the country page.

⚠️ The Romanian caveat about outbound calls. The operators' measure of 7 July 2025 targets exactly the calls originated outside Romania with a Romanian caller number. If you take a Romanian number from an international provider and call through its foreign gateways, part of your outbound traffic into Romania may be cut — test this on trial calls before moving all traffic onto the trunk.


Number porting#

  • The request is filed with the receiving operator — the one the number is moving to; each operator decides itself how requests are accepted. The standard porting time is 3 working days; if porting is scheduled for a future date, that date cannot be more than 25 working days away, and activating a ported number takes no more than one working day.
  • Operator practice matches the regulator's rules: Optivoice ports any Romanian number free of charge and "usually within three working days", ClickPhone and Voxbee promise porting without downtime as part of provisioning, and AdaTel, DOTRO and iNES support porting.
  • The number belongs to whoever signed the contract. A trunk is sold to a legal entity: if the number is meant for the venue, register it in the company's name straight away, otherwise it will leave together with a person when the business changes hands.
  • A venue address for every number. The provider routes 112 calls by it — update it with the operator when the number is ported and when the venue moves.

Rules and paperwork#

  • The venue needs no permits. The regulator is ANCOM and the framework law is government emergency ordinance 111/2011 on electronic communications. There is no VoIP licence: whoever intends to provide public networks or services in Romania files a notification with ANCOM no later than the day the activity starts (the procedure is set by ANCOM decision 70/2023). The notification is not filed by those who run networks and services exclusively for their own needs, nor by those who merely request access from Romanian operators without providing services in the country.
  • Numbering is allocated by ANCOM under the National Numbering Plan (decision 375/2013 as amended by 1069/2018 and 71/2023) — the number formats above come from it.
  • Caller ID spoofing. We found no separate ban in the regulator's public materials, but there is a working technical measure: since 7 July 2025 operators block calls from outside Romania that falsely present Romanian national numbers or use them incorrectly or incompletely. The measure was introduced against caller ID spoofing following consultations with the largest operators and the criminal investigation directorate. The practical conclusion: in the "Show as" field use only the numbers of your own contract, in full format.
  • Emergency calls. Ordinance 111/2011 obliges telephone service providers to ensure uninterrupted access to emergency services; the 112 system itself is governed by ordinance 34/2008 on the national emergency call system. Providers hand their number databases to the system administrator every month, which is why the provider will always ask for a venue address per number — that is 112 routing.
  • Call recording. There is no separate "telephony" permission: the GDPR and the confidentiality of communications apply. The practice is the same as elsewhere in the EU — an announcement at the start of the conversation; the voice announcement is enabled in the location settings, and the wording should be agreed with your own lawyer.
  • Paperwork for the number. All checked Romanian operators sign the contract with a Romanian entity (by CUI, with a trade register extract); none of them publishes a procedure for buying a number as a foreign company. International providers state their requirements explicitly — and Telnyx's are the strictest on this list.

If it does not work#

  1. The operator names an address like 10.x or "the address of our router". This is the Orange scheme (and, judging by the service description, DIGI's): the trunk is designed for a connection over the operator's own access and a box on the premises. Such an address is unreachable from the cloud — insist on a publicly routable server address or take a number from one of the operators with cards above.
  2. ClickPhone: "not registered with the provider". Almost always the portal password has been entered instead of the SIP password, which sits separately under "Setări → Parola SIP".
  3. The login and password were issued, but the trunk does not come up. Apart from ClickPhone, Romanian operators publish no parameters and it is easy to receive an incomplete e-mail: clarify the exact server address, the port, the transport and whether registration from your PBX address is allowed. "Test the link" helps to verify the address and the port.
  4. The operator only offers an encrypted trunk. TLS and SRTP are mentioned in the service descriptions of Voxbee, Optivoice, DOTRO and Iptelis. This is usually an option rather than the only transport: ask for UDP/5060 without encryption, since the PBX does not support encrypted trunks.
  5. The call connects but there is silence. A codec the PBX does not have has been agreed on the trunk: DOTRO's service description features Opus, and some operators do not name codecs at all. Ask for G.711 A-law to be enabled — every Romanian operator has it.
  6. Incoming calls do not arrive although the trunk is registered. At Vodafone, according to the 2018 configuration referred to above, incoming calls arrived from an address different from the outgoing one: the PBX identifies calls by the trunk address and will not recognise those. Ask the operator for the address incoming calls come from and add it.
  7. Two numbers land on the same line. The 02 and 03 domains are parallel, and the last seven digits of "mirror" numbers coincide. Separate such lines by hand.
  8. Part of the outbound traffic into Romania does not go through. If the Romanian number was bought from an international provider, calls presenting it from abroad have been cut by Romanian operators' networks since 7 July 2025. Frequently asked questions#

Where should I get a number if nothing is connected yet?#

At ClickPhone: it is the only operator in the country with fully published trunk parameters — sip.clickphone.ro, UDP/5060, registration, G.711 codecs. The account is opened online with a prepayment, there is no minimum contract term and incoming calls are free. Alternatives of the same kind are Voxbee (ready-made channel packages) and Optivoice (activation within 48 hours and a choice of authorisation mode).

I already have a number at Orange or DIGI. Will it work with a cloud PBX?#

The number itself will, provided the operator agrees to deliver the trunk over an ordinary internet connection to the public static address of the PBX. The standard scheme at both operators is different: the trunk terminates on their box on the venue's premises, and according to the official Orange guide the PBX server needs a second network card and static routes to that box. Ask about this before signing the contract; if the answer "a public address" does not come, it is easier to port the number to one of the operators with cards above — porting takes three working days.

Do I need a Romanian company to get a number?#

For a local operator, yes: the contract is signed with a Romanian legal entity by its CUI, and none of the checked operators publishes a procedure for a foreign company. A foreign owner will find it easier to take a +40 number from an international provider, but bear in mind that Telnyx requires a Romanian address, a recent proof of address and physical presence at the purchase; Sonetel's address requirements are softer.

Can I present a different number on outgoing calls?#

In practice, no. Since 7 July 2025 Romanian operators block calls from outside the country that present Romanian numbers falsely or in an incorrect format, and local operators only allow the numbers of your own contract on outgoing calls. Put your own number, in full format, into the "Show as" field.

How many channels should I order?#

A channel is one simultaneous conversation; a venue usually needs 2–4. Market benchmarks: Voxbee sells packages of 5 to 60 channels, AdaTel 10, 30 and 60, Iptelis 5 and 10, DIGI includes 5 in the base, and AstraQom's entry plans allow only 1–2 simultaneous calls. At ClickPhone the number of channels is set at activation and can be changed the same day.

Will calls to 112 work over the trunk?#

At a local operator, yes — it is their legal obligation — but the venue address for every number has to be up to date with them, because the emergency call is routed by it. Mind the setting on our side as well: numbers shorter than four digits are not picked up by the general outbound rule, so 112 needs a rule of its own. At international providers 112 is a separate service and is not always available.
