Kosovo: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys a Kosovo +383 number from a provider and brings it into its own PBX as a trunk. The common steps — trunk modes, form fields, network and testing — are covered in the overview "Connecting a provider number to the PBX"; this page covers only what is specific to Kosovo: where to get the number, what the provider issues and what of it goes into the admin panel.

The data on this page was collected on 9 September 2026 from provider websites and regulator (ARKEP) documents; the links are in "Sources".

In brief#

• You can get a number with a SIP trunk in Kosovo, but the choice is narrow. The venue needs no permit of its own: the country runs a general authorisation regime — the undertaking notifies the regulator, ARKEP, and is entered into a public register, and you are simply its subscriber.
• The main local specific: the "SIP trunk" barely exists as a retail category in Kosovo. The fixed telephony market is tiny — 68,759 active lines as of 2024, 68 % of subscribers being businesses — and almost entirely legacy. Geographic numbering has been allocated to just three undertakings (Telekomi i Kosovës, IPKO, mts), and none of them publishes trunk parameters: the incumbent's business voice product is still ISDN.
• The only local provider with published parameters is IllyVoIP (Prishtina): host sip.illyvoip.com, UDP transport, REGISTER mode with a username and password from the portal. The trunk is provisioned in self-service, with no sales correspondence. This is the first door to knock on.
• Ask about codecs before you buy a number from IllyVoIP. The provider does not publish them, and our PBX only speaks G.711 and G.722; if the route ends up carrying G.729 alone, the call will connect but there will be no audio.
• If you need a number fast and have no Kosovo legal entity, take an international +383 DID from Telnyx (from $20 per month, all self-service). DIDWW has no local Kosovo numbers at all.
• Caller ID inside the country must be in the national format. The numbering plan requires the number to be presented as 038… or 044…, not +383…; that is what goes into the "Show as" field.
• In any case the trunk only works on a dedicated PBX with a static IP — how the two trunk modes, registration and IP authentication, work is described in the overview. Emergency calls do not go through the trunk: 112, 192, 193, 194 must be dialled from an ordinary mobile.

Numbers in the country#

The country code is +383, its own: the transition period away from +381, +377 and +386 is over, and ARKEP fines operators for using other countries' prefixes. If a directory or a foreign provider still shows a Kosovo number under the Serbian or Monegasque code, the data is out of date.

In the admin panel, on the "Lines" tab, the number can be entered in any format: the PBX matches the last seven digits. A national number in Kosovo is eight digits, so the match covers the whole subscriber number plus the last digit of the area code: Prishtina 038 XXX XXX gives the tail 8XXXXXX, Peja 039 XXX XXX gives 9XXXXXX. ⚠️ The area-code pairs 28/280 (Mitrovica and Gjilan) and 29/290 (Prizren and Ferizaj) differ in code length, and the last seven digits of numbers from such a pair may in theory coincide. If one venue has several landline numbers in different towns, add them one at a time and make a test call after each.

Who issues a number with a SIP trunk#

Only IllyVoIP has a full card with parameters on this page — it is the only provider whose host and mode are described publicly. Everything else local means talking to a manager; the list of questions for that conversation is in «What to ask the provider».

IllyVoIP#

IllyVoIP LLC, Str. Shefcet Shkupi 69, 10000 Prishtinë; ARBK registration No. 812169854, phone +383 38 600 696. A Kosovo VoIP platform: voice termination over hundreds of partner routes, numbers in more than a hundred countries, toll-free numbers, SMS and an API. Payment by card, PayPal and crypto; test credits on request from support.

The trunk is provisioned entirely in self-service: sign up → confirm the email → top up the credit → the SIP Accounts section, where every user has a SIP account and a separate function turns a user into a trunk "to integrate with your own PBX or SBC". The number is ordered in the Phone Numbers section: the price, the setup fee and the paperwork depend on the country of the number; activation takes from minutes to a few hours.

What to enter in the admin panel (Telephony → "Trunks and connections" → "Add provider" → the "SIP trunk (custom provider)" card):

What to set up on the provider's side: ① create an account and top up the credit; ② take the username and password in SIP Accounts (or convert a user into a trunk); ③ order a number in Phone Numbers and pass the document verification if the country of the number requires one; ④ point the number at this SIP account in DID Configurations (Route to SIP Extension); ⑤ set the number that should be presented outbound in Settings → My Caller Number; ⑥ before going live, confirm in writing the codecs — we need G.711 A-law/µ-law or G.722 — and the format the number arrives in on an incoming call.

Pitfalls ⚠️

• The codecs are published nowhere. Our PBX understands only G.711 and G.722; cheap routing plans sometimes carry G.729 alone — then the call connects but there is no audio. Ask before you buy the number.
• A Kosovo +383 number from IllyVoIP itself is not guaranteed: the price list and the country list only open after you log into the portal, and publicly the site only claims "100+ countries". The provider is Kosovan but sells worldwide numbers — check for a local +383 inside the portal before you pay.
• There is no Asterisk guide from the provider, and the 3CX article as of 09.09.2026 shows the text of a different platform. Use the softphone guides instead: the trunk parameters there are the same.
• Live chat is available on weekdays 09:00–17:00; outside those hours there are messengers and tickets.

Telekomi i Kosovës (Vala)#

The state-owned incumbent (fixed brand Telekomi, mobile brand Vala): 387,000 geographic numbers, 67.78 % of all numbering in the country, plus 2,800,000 mobile ones. Business contacts are business@kosovotelecom.com and the toll-free 0800 15000 (business) and 0800 16000 (institutions).

To businesses it sells "personalised services": ISDN, bulk SMS, an 0800 number, a premium 0900 number and a short SMS number. There is no SIP trunk on the shelf, and the configuration-manuals section was empty as of 09.09.2026, so there can be no "what to enter" table here: every parameter — host, port, transport, mode, username and password — will come with the contract, if a trunk is granted at all.

The only multi-channel product is ISDN PRA (30B+D): €174 per month, €125 to move it to a new site. For comparison, ISDN BRA (2B+D) costs €42.92 to install and €10.44 per month; creating a number series for a PBX is a one-off €10; caller ID display is free, caller ID restriction is €5 per month.

What to ask the manager: whether a "SIP trunk / lidhje me centralin tonë" — a link to your own PBX — is sold at all; the mode (registration or IP authentication); the server address and port; the codecs (we need G.711); the format the number arrives in on an incoming call; how many simultaneous calls are included. The workaround without SIP: take an ISDN PRA and put an E1 gateway (Yeastar, Patton, Dinstar) between it and the PBX — the operator sees its familiar ISDN stream, and our PBX receives ordinary SIP from the gateway. That is no longer a provider trunk but equipment at the venue: €174 a month plus the price of the gateway, so the economics only add up if the copper is already in the building.

IPKO Telecommunications#

The country's second operator (part of Telekom Slovenije), Prishtina, phone 049 700 700: 100,000 geographic numbers (17.51 %) and 2,420,000 mobile ones, plus internet, TV and IT services.

On voice it offers businesses two fixed-telephony packages — a basic one and a prepaid one, both on a "contact us and we will pick a package" basis. A package includes caller ID display and restriction, call forwarding, voicemail, hold and transfer, a three-party conference and destination barring; the emergency numbers 092, 093, 094 and 112 are free. Sold separately are 0800 (in two shapes — up to 29 simultaneous lines and "30 and more"), 0900, short codes and televoting. There is no SIP trunk on the shelf — the whole site map contains no page mentioning SIP, trunk or PBX, so there is no "what to enter" table here either.

What to ask the manager: whether there is a "SIP trunk" to a third-party PBX or a multi-channel line with a range of direct numbers; how voice is delivered — SIP or ISDN; the authentication mode; the codecs; how many simultaneous calls the package includes.

Pitfalls ⚠️ The capacity of an IPKO 0800 number is fixed by the package (up to 29 lines, or 30 and more). If the number is meant for taking orders, agree the number of simultaneous calls separately — otherwise guests will hear a busy tone at peak hours.

The other holders of Kosovo numbering#

International providers with Kosovo numbers#

If the local operator does not give you a trunk, or the company is not registered in Kosovo, a +383 number can be bought from an international provider. Their trunk parameters are published, and the Telnyx and Twilio cards are already in the catalogue when adding a provider — the server address and the mode are filled in for you.

• Telnyx — local Kosovo numbers are on the shelf: "Local numbers for Kosovo, Republic of start at $20 per month", the number is assigned to a SIP connection, and fast porting is supported. The paperwork for Kosovo is not spelled out in the public requirements database — it is shown in the portal when you order.
• Twilio — call termination to Kosovo is priced, but local +383 numbers are not announced on the shelf: the description only carries the generic line about international numbers. Before counting on a Kosovo number from Twilio specifically, check availability with their support.
• DIDWW — there are no local Kosovo numbers: on the country page local SIP trunking is marked as unavailable, and only international termination is sold. As a source of a +383 number it is of no use.
• Global Call Forwarding — sells landline +383 numbers (including the 028 Mitrovica and 039 Peja codes) and toll-free ones from $98.95 per month; incoming calls are forwarded to any phone or SIP address, a landline number is activated in 2–5 business days and a toll-free one in up to 30. This is a forwarding service, not a trunk: it gives you no REGISTER trunk of its own, the call arrives at the SIP address you specify, and you have to establish separately which addresses the calls come from — otherwise the PBX will not recognise them as "from this provider".
• Zadarma, Didlogic, HotTelecom, Freezvon, CommPeak, VoIP.ms, Sonetel — Kosovo could not be found on their public coverage pages; some of them only show the country list after you log in, so check with their support.

A pitfall common to all of them: a number from an international provider is legally "not yours" — your contract is with a foreign operator. On the other hand, provisioning takes hours and the trunk parameters are known in advance.

Number porting#

• Number portability in Kosovo is only just being launched. In 2024 ARKEP authorised the Botek shpk + PXS B.V. consortium to run the portability database, approved the process rules and signed contracts with Telekomi i Kosovës and IPKO; implementation and testing have begun.
• The practical conclusion: you cannot yet count on porting an existing +383 — least of all to an international provider. The launch status as of 09.09.2026 could not be confirmed; check it with ARKEP or with the recipient operator. For a new venue it is easier to take a new number than to port an old one.
• Repeat porting of the same number is limited by the regulation to 90 calendar days from the previous transaction; confirm the exact figure with the recipient operator.
• ⚠️ "A number in a private name". In Kosovo a fixed line is often registered to the owner of the venue as a private individual. That will have to be changed both for porting and for a corporate contract: the applicant's name must match the number's owner exactly.
• Porting breaks the link to the emergency services. With international numbers and with numbers served over a trunk, 112 does not work at all; on a local line it is tied to the installation address.

Rules and documents#

If it does not work#

1. They offer ISDN instead of a trunk. That is not a misconfiguration but a different product: at Telekomi i Kosovës a multi-channel line is an ISDN PRA stream, and without an E1 gateway our PBX will not see it. Either install a gateway, or go back to the manager with the wording "SIP trunk to our own PBX".
2. IllyVoIP: registered, the call connects, but there is silence one way or both. Most likely only G.729 is left on the route — our PBX does not understand it. Ask for G.711 A-law/µ-law. The second cause is media towards your address not being open in the UDP 10000–20000 range.
3. "Route to an External SIP Server" mode: the connection test passes, no incoming calls arrive. In IP mode the provider sends calls from its own addresses while the PBX recognises them by the trunk's SIP host; if the addresses do not match, the call is not accepted. The safest fix is to go back to REGISTER.
4. Outbound calls are rejected, or the called party sees the wrong number. Inside the country the caller ID must be in the national format: enter 038…/044… in "Show as", not +383…. Operators do not let other parties' numbers out.
5. Several landline numbers from different towns get mixed up. The culprits are the area-code pairs 28/280 and 29/290: matching uses the last seven digits while the area codes differ in length. Add such lines one at a time, with a test call after each.
6. The number is not found at an international provider, or is shown under +381/+386. Those are Kosovo's old codes, now out of use. Search for and enter the number as +383… only.

The causes that do not depend on the country are in «If calls do not go through»; the SIP trace in the trunk menu is described there too. The network and codec requirements are in «Network and compatibility». To check that the address and the port are correct, use «Test the connection».

FAQ#

Can I get a Kosovo number if my company is not registered in Kosovo?#

From a local operator — probably not: the contract is made with a Kosovo legal entity holding a fiscal number, and the correspondence is in Albanian. That leaves international providers with +383 numbers, Telnyx first of all; it shows the required paperwork in the portal when you order the number.

The operator offers ISDN — will that do?#

Not directly: ISDN is a digital stream over a copper line, not SIP. To make such a number ring in the PBX you need an E1 gateway between the line and the cloud to convert the stream into ordinary SIP. It works, but it means extra equipment and €174 a month for the stream — worth it only if the copper is already in the building.

Is there a "virtual 7… number" for VoIP in Kosovo?#

Formally the 7x series does exist in the national numbering plan, but no blocks are being allocated from it: the regulator issued none in 2024. There is nobody to buy such a number from — take a landline +383 38… or an international DID.

Can I port an existing number to another provider?#

Not yet. Portability in the country is only being launched: the database operator was authorised in 2024, the contracts with the two largest operators are signed and testing is under way. It is too early to plan a number migration — check the status with the recipient operator.

IllyVoIP or Telnyx — which should I choose?#

IllyVoIP is a local company with a Kosovo legal entity and support on the ground, and the trunk is provisioned within an hour, but the codecs are not published and the availability of Kosovo numbers has to be checked inside the portal. Telnyx involves more paperwork, but local +383 numbers are advertised on the shelf from $20 per month and both the trunk parameters and the Asterisk guides are published. Nothing stops you from starting with an international number and adding a local one as a second trunk later.
