Montenegro: SIP providers and connecting a number to the PBX

This page continues the general guide on connecting a provider's number to the PBX: that page covers what is the same for every operator — the two trunk modes, what to ask the provider, what to enter in the form, network requirements and the connectivity test. Here is what is specific to Montenegro: where to get a number with a SIP trunk and what of the issued data to enter in Telephony → "Trunks and connections" → "Add provider".

The data was collected on 9 September 2026 from operator websites, documents of the regulator EKIP and the legislation in force; the links are in the "Sources" section.


In brief#

  • You can buy a number with a SIP trunk in Montenegro, and no permit is needed for the venue. Numbering is assigned by EKIP (Agencija za elektronske komunikacije i poštansku djelatnost), but to the operator, not to you: you are its subscriber buying a number and voice channels.
  • The market is small and closed as far as parameters go. The EKIP register lists 30 operators, eight of them voice operators, and exactly one writes the words "SIP Trunk" on its own website (Crnogorski Telekom, and only in its FAQ section). Not a single operator in the country publishes a SIP host, port, codecs or a sample PBX configuration: everything arrives by email or in the technical annex of the contract. Plan for that in your timeline and ask for a settings sheet before you pay.
  • If you have not chosen an operator yet, the local candidate number one is IPMONT: the only pure VoIP operator in the country, whose service is a SIP account for a hardware or software SIP client — that is our registration mode. The price is low: EUR 40 activation on a 12-month contract, EUR 1 per month per number, EUR 0.04 per minute to national landlines.
  • The main fork in this country is where the trunk physically arrives. Crnogorski Telekom states plainly that it connects your PBX "exclusively via the IMS network" of the operator, and One describes "PBX konekcija" as integrating your PBX "with our infrastructure". Our PBX sits in the cloud, so the first question to the account manager is "do you deliver the trunk over the public internet to our external static IP?" An answer of "only through our access line" closes the topic.
  • The fast route without a Montenegrin company is Zadarma: a 020 Podgorica landline number, registration mode, two lines per number, and the documents required are a company registration certificate and proof of address.
  • The technical pitfall is colliding number tails. The PBX identifies the line by the last seven digits, while a Montenegrin geographic number has only 8: just the second digit of the area code makes it into the tail, so 020 123456 (Podgorica) and 030 123456 (Bar) are indistinguishable to the PBX.
  • Documents. A local operator signs the contract with a Montenegrin legal entity (registarski broj, PIB); international providers ask for a copy of the company registration certificate and proof of current address.

Numbers in the country#

  • Country code — +382, national prefix — 0 (not part of the number itself), international prefix — 00. A national number is at most 9 digits, an international one at most 12.
  • Geographic numbers (fixed network): area code — 2 digits, subscriber part — 6 digits, 8 in total. The first digit of the subscriber part cannot be 0 or 1. Areas as listed in operator directories: 20 Podgorica (plus Danilovgrad and Kolašin), 30 Bar and Ulcinj, 31 Herceg Novi, 32 Kotor and Tivat, 33 Budva, 40 Nikšić, 41 Cetinje, 50 Bijelo Polje and Mojkovac, 51 Berane, 52 Pljevlja and Žabljak.
  • Mobile numbers: access code — 2 digits starting with 6 (the second one anything but 5), subscriber part — 6 digits, 8 in total. The 65x series are three-digit codes for virtual operators.
  • Non-geographic numbers: codes starting with 7, 8 and 9. 7x — universal access numbers, M2M, business access services and nomadic telephony (for 71 the subscriber part is 7 digits, 9 in total); 8x — freephone; 9x — premium rate. The nomadic 078 range is actually sold by IPMONT — that is the "VoIP number with no city attached".
  • Dialling. Within your own area — the 6 subscriber digits only; from another area or from a mobile — 0 + area code + number (020 XXXXXX for Podgorica); from abroad — +382 20 XXXXXX; outbound — 00 and the country code.
  • Emergency services: 112 — the single European number, 122 police, 123 fire brigade, 124 ambulance (calls to them are free at IPMONT). Short codes are 3 to 5 digits starting with 1; the harmonised European lines are 116xxx.

On the "Lines" tab the number may be entered in any form — with +382, with the leading zero or without the code: the PBX matches the last seven digits, and for an 8-digit Montenegrin number they are the same in all three notations. ⚠️ The flip side: seven digits are longer than the subscriber part (6), so the second digit of the area code ends up in the key — numbers from areas 020 and 030, 040 and 050 produce the same tail when the subscriber part matches. If the venue has numbers from different cities, compare the tails by hand, "Add a number and routing".

⚠️ Emergency numbers are shorter than four digits. The general outbound rule "everything else goes through this trunk" does not pick them up: create separate rules with an explicit pattern for 112, 122, 123 and 124 on the "Outbound" tab.

The first three rows are the ones with a "What to enter in the admin panel" table below. The other local operators are covered in a single section: with them the issue is not the settings but whether the service exists at all.


IPMONT#

A small operator from Podgorica (Mitra Bakića bb, +382 20 624 338, voip@ipmont.me) and the only pure VoIP operator in the country: it has been in the EKIP register since 2010 under the wording "prenos govora putem mreža baziranih na Internet protokolu (… i SIP korisnici)", and according to the regulator's 2024 annual report it was the only company providing a VoIP service in Montenegro that year. The "IP telefonija" product comes with two numbering options: 020 — a geographic Podgorica number, and 078 — a nomadic one, "for users on the move and outside Podgorica". The general terms (clause 6.9) describe the service as outgoing and incoming calls over the SIP protocol, with the terminal equipment — "hardverski ili softverski SIP telefon" — provided by the subscriber. For us that is exactly the registration mode: the provider issues a SIP account and the PBX registers with it.

Prices as of 9 September 2026: activation EUR 75 (open-ended contract), EUR 40 (12 months) or EUR 5 (24 months); EUR 1 per month for each assigned number; per-second 1/1 billing; on-net calls free; national calls EUR 0.04 per minute to landlines and EUR 0.10 per minute to mobiles; calls to 122, 123 and 124 are free.

What to set up with the provider: sign an IP telephony contract (12 or 24 months makes activation noticeably cheaper) → choose the numbering: 020 if you need a "landline" Podgorica number, 078 if the geographic attachment does not matter → ask explicitly whether SIP registration from a data centre is allowed rather than from their own network → get the SIP host, port and credentials by email → add numbers at EUR 1 per month each if needed → confirm the codecs: the PBX speaks G.711 a-law, G.711 u-law and G.722, and does not understand G.729.

Pitfalls ⚠️ The operator's model contract describes access "putem LAN priključka", so their baseline scenario is a subscriber inside their coverage area; find out before paying whether they accept registration from the cloud. The operator is very small: 14 VoIP subscribers at the end of 2024 — judge support responsiveness accordingly. The price list and general terms on the website are dated 2020, so confirm they are current by email. The nomadic 078 will not do if the venue needs "a landline number like everyone else's" in another city: only 020 (Podgorica) is geographic. Crnogorski Telekom#

The largest operator in the country (Deutsche Telekom group): at the end of 2024 it had 100,406 fixed lines out of 192,212, that is 52.24% of the market. It is the only company in Montenegro that names the service at all — but the description is a single sentence in the "Najčešća pitanja → Fiksna telefonija" section: "SIP Trunk usluga omogućava korisniku da poveže sopstvenu telefonsku centralu (IP-PBX, Voice Gateway, Session Border Controller) sa javnom komunikacionom mrežom Crnogorskog Telekoma (isključivo putem IMS mreže) koristeći SIP signalizacijski protokol". Ordering goes through business sales, corporate contact centre 1515; the published fixed-network price list for legal entities (June 2026 revision) has no "SIP Trunk" line — the price is negotiated.

Pitfalls ⚠️ "Isključivo putem IMS mreže" means the service is terminated inside the operator's own network rather than on the internet: for a cloud PBX that may be a hard stop, and it has to be clarified before the contract, not after. One Crna Gora#

The country's second mobile operator (4iG group), registered as a fixed network operator as well since 2009, although it has few fixed lines — 2,589 at the end of 2024. On its business fixed telephony page the service is named outright: "One PBX konekcija je usluga koja omogućava integraciju Vašeg PBX-a (privatna telefonska centrala) sa našom infrastrukturom, a u cilju korišćenja One fiksne telefonije" — promising simple integration and 24/7 support. It is sold together with the "Jedna mreža" plans (unlimited calls inside the company network), there is a one-off installation fee (the amount is not stated on the page), and delivery "depends on technical feasibility". Requests go through your sales representative or the business contact centre 1700.

What to set up with the provider: order "Jedna mreža" plus "PBX konekcija" → request the "Vodič kroz implementaciju" document by email → give them the "Static IP" of our PBX → agree on the numbers allowed as outgoing caller ID → clarify the number of simultaneous channels.

Pitfalls ⚠️ The wording "integration with our infrastructure in order to use One fixed telephony" hints at the same "trunk on top of our own access line" arrangement as at Crnogorski Telekom — clarify it in writing. The "Vodič kroz implementaciju" link on the operator's website returns an empty file (0 bytes) as of 9 September 2026 and there is no archived copy: the only technical document in the country has to be requested from the account manager. Mtel, Telemach and the smaller operators#

These operators do issue numbers, but their public documents contain no "connect your own PBX" service — the parameters, and indeed whether a trunk exists at all, have to be established with business sales. What to ask is collected in "What to ask the provider"; the key question is the same — a public SIP address for a cloud PBX.

  • Mtel Crna Gora (Telekom Srbija group) is the second largest fixed operator: 73,232 lines at the end of 2024. Its general terms for fixed network subscribers in force (07.07.2026 revision) contain no occurrences of SIP, trunk, centrala or PBX at all, and there is no public trunk page either. ⚠️ Its Serbian parent does sell "Business Trunking" on an open page, but that is a different legal entity, a different price list and different numbering: ask Mtel d.o.o. Podgorica specifically — contact centre 1600, freephone 0800 50 000.
  • Telemach Crna Gora (United Group) is a cable operator with 15,970 fixed lines, registered with EKIP for voice over the internet among other things. Yet its Montenegrin arm has no business section: poslovni.telemach.me does not open and the /poslovni and /business pages return 404 (checked on 9 September 2026). The group's Bosnian arm and the Serbian SBB sell "SIP trunk" on a dedicated page, so the product is standard within the group — the only question is whether it is sold in Montenegro. Customer centre — 1800. ⚠️ United Group always sells "IP centrex", its own cloud PBX, alongside the trunk; state explicitly that you need a trunk out to your own PBX, otherwise you will end up with their phone system instead of ours.
  • Orion telekom Crna Gora is the Montenegrin arm of the Serbian operator, in the register since 2010 for both fixed telephony and voice over the internet, but with almost no actual voice business: 15 fixed lines at the end of 2024. Publicly it sells internet, TV, hosting and business solutions; there is no SIP trunk page. Sales — 020 450 000.
  • Fibercom is a fibre operator in Podgorica, in the EKIP register since 2015 precisely as a provider of publicly available telephone services in a fixed network, yet its website only offers internet access for homes and businesses. Worth a call if the venue already sits on its fibre: small operators often set trunks up by hand.
  • Predoova d.o.o. Podgorica is the only new voice player on the market: an EKIP register entry dated 20 February 2025 as an operator of publicly available telephone services in a fixed network. As of 9 September 2026 there is no website, price list or any public material.

You can check whether the company you are talking to may sell voice at all: in the EKIP register of operators the "Djelatnost" column must read "javno dostupne telefonske usluge u fiksnoj … mreži" or "prenos govora putem mreža baziranih na Internet protokolu".


International providers with numbers of Montenegro#

For a foreign company without a Montenegrin legal entity this is usually the only route: a local operator signs the contract with a local entity, and none of them offers online activation without a contract. Trunk parameters at international providers are the same in every country — their cards are already in the catalogue when adding a provider, so the server address and the mode are filled in automatically.

  • Zadarma sells Montenegrin numbers online: city Podgorica, code 020. Prices as of 9 September 2026: activation USD 25, monthly fee USD 43.5 (or USD 29 per month on the corresponding plan). Each number comes with two lines — two simultaneous calls, extra ones are charged separately. Documents: a copy of the company registration certificate and proof of address (a utility bill no older than six months). The number automatically becomes the caller ID for outgoing calls from that SIP account. The mode is registration. This is the fastest way to get a +382 20 number.
  • Telnyx lists Montenegro among its countries, local numbers from USD 35 per month, with the number assigned to a SIP Connection in the Mission Control portal. Check the country requirements in the "Country Specific Requirements" section of the portal.
  • Twilio has no regulatory requirements page for Montenegro on its website (9 September 2026), which suggests it has no +382 numbers in its inventory either.
  • DIDWW does not list Montenegro in its coverage section; check by searching for a number in the account.
  • Other aggregators (Bandwidth, Plivo, Sinch, Vonage, Sonetel, CommPeak) do not highlight Montenegrin inventory publicly — absence from a list does not mean absence of numbers, check in the account.

Number porting#

  • Porting is a subscriber's right, and the procedure is set by the "Pravilnik o promjeni operatora i prenosivosti brojeva" ("Sl. list CG" 110/25). The request is submitted to the new operator and simultaneously counts as terminating the contract with the old one and concluding a contract with the new one — there is no need to terminate the previous one separately.
  • Timing. The new operator enters the request into the central ISPO system on the same working day, and the existing one confirms it no later than the next working day. The requested porting date cannot be earlier than two working days or later than 30 days from submission; the practical minimum is three working days. The porting window itself is three hours, only between 13:00 and 16:00 on a working day: plan a stand-in phone in the dining room for that time.
  • A repeat port is possible no earlier than 60 days after the previous one; during those 60 days the former operator may not initiate winning the subscriber back.
  • Operator conditions (One as an example): no active contractual commitment, the number active with the current operator for at least six months, no outstanding debt and no porting already in progress.
  • ⚠️ A number registered to a private individual (the venue owner) cannot be moved to the tenant company by porting — that is a change of subscriber and operators handle it as a separate procedure. Plan ahead, otherwise the port will stall on mismatched details.
  • ⚠️ A geographic number is tied to its own area: you cannot "move from 020 to Budva" by porting — when the venue moves to another city the number changes.

Rules and documents#

Regulator, permits, documents for a number, caller ID, emergency calls, call recording
  • The venue needs no permits. The regulator is EKIP; the industry operates under the "Zakon o elektronskim komunikacijama" ("Sl. list CG" 100/24 as amended by 119/26), which transposes the European Electronic Communications Code. You are a subscriber and are outside the licensing perimeter.
  • There is no VoIP licence in the country — there is a notification. Under art. 27 the provision of networks and services is free but requires notifying EKIP: art. 28 requires the notification at least 15 days before launch, and art. 29 gives the agency 7 days to enter the entity into the register of operators. All of that concerns whoever wants to be an operator; buying a number as a subscriber does not fall under it.
  • Documents for a number. All the operators we checked sign the contract with a Montenegrin entity — the party details in the model contract list a registarski broj and a PIB. Not one operator publishes a "how a foreign company buys a number" page; a foreign legal entity gets there faster through an international provider, which asks for a copy of the registration certificate and proof of current address.
  • Caller ID spoofing is prohibited by law. Art. 170 para. 2: "U javnim komunikacionim mrežama zabranjeno je svako lažno predstavljanje pozivajućeg broja". Use the "Present as" field on the "Outbound" tab only with numbers from your own contract — someone else's number here is not cosmetics but a breach. The operator must provide calling line identification restriction free of charge (art. 168), but under art. 161 para. 11 it must not apply towards 112.
  • Emergency calls. Art. 161 obliges operators of number-based services to provide free calls to 112 and other emergency numbers and to pass the caller's details, including location, to the competent authority immediately. The practical consequence for a trunk: the venue address is attached to the number at the operator, so when the venue moves it has to be updated there, not in the admin panel.
  • Call recording. Art. 165 para. 2 prohibits intercepting and storing the content of communications without the participants' consent, while para. 4 carves out an exception for recording commercial negotiations and business communications for evidentiary purposes at the user's request. So recording the venue's calls is lawful but rests on notifying the other party: the spoken recording notice is switched on in the location settings, and the wording is best agreed with your own lawyer.

If it does not work#

  1. The operator will not give you parameters. In Montenegro that is the norm: none of the eight voice operators publishes a SIP host, port, transport, mode or codecs. Ask for a settings sheet by email when ordering — and do not pay the activation fee before you have seen it.
  2. The trunk does not come up and the address looks internal. That means the channel is delivered inside the operator's own network: Crnogorski Telekom writes it down explicitly ("isključivo putem IMS mreže"), and One implies it with "integration with our infrastructure". No setting on our side cures this — you need a public SIP address or another provider.
  3. IPMONT does not accept the registration. Their model contract assumes a subscriber "putem LAN priključka", that is inside their own network. Ask directly whether SIP registration from a data centre is allowed and request that our address be permitted.
  4. No calls arrive with IP authentication. The PBX address did not make it into the operator's allow list. Copy the "Static IP" from the "Server" tab and pass it to the account manager; the path to the server is checked by "Test connection".
  5. The call connects but there is silence. No public interconnection codec profile has been published in the country, and G.729 — which our PBX does not understand — lives right next to G.711 across the region. Ask explicitly for G.711 a-law. A "TLS only" requirement will not work either — "Network and compatibility".
  6. Two numbers land on the same line. Only the second digit of the area code makes it into the last seven digits of an 8-digit number: 020 and 030, 040 and 050 are indistinguishable. Separate such lines by hand.
  7. Outgoing calls are rejected or leave with a different number. The operator only passes numbers from your contract, and caller ID spoofing is directly prohibited by law in Montenegro: put your own number in the "Present as" field or leave it empty — then the line number is used, "Outgoing calls".

Frequently asked questions#

Which provider should I choose if nothing is connected yet?#

Two sensible options. IPMONT is the only local operator whose service is designed as a subscriber SIP account from the start: EUR 40 activation on an annual contract, EUR 1 per month per number and EUR 0.04 per minute nationally — several times cheaper than international providers. Zadarma works if you have no Montenegrin company or need the number today: a 020 Podgorica number within hours, with a company registration certificate and proof of address as the documents. Crnogorski Telekom and One will sell a business a trunk, but with both of them it is attached to their own access network, so consider them if the venue already has their fibre.

How do I find out before paying that the operator's trunk will reach our PBX?#

Ask one question by email: "do you deliver the SIP trunk to an external static IP address over the public internet?" Our PBX sits in the cloud rather than on the venue premises, and a trunk delivered over the operator's own access line will not reach it. Back a "yes" up with a request for a settings sheet with the server address — it shows immediately whether the address is publicly routable.

Do I need a Montenegrin company to get a number?#

With a local operator — in practice yes: the contract is signed with a Montenegrin entity and the details include a registarski broj and a PIB. Not one operator in the country publishes a procedure for a foreign company. A foreign legal entity will find it easier to take a +382 number from an international provider, where a copy of the registration certificate and proof of current address are enough.

How does 020 differ from 078 at IPMONT?#

020 is a geographic Podgorica number: it looks like an ordinary landline and is familiar to guests, but it is tied to its area. 078 is nomadic numbering, a "number without a city": it suits a venue outside Podgorica where the geographic attachment does not matter, but such a number will never become "a Budva landline". Both options cost the same — EUR 1 per month per number.

How many channels should I order?#

A channel is one simultaneous call. With local operators the number of channels is agreed in the contract and not priced publicly; at Zadarma a number comes with two lines and extra ones are charged separately. A venue usually needs 2 to 4: one channel is taken by a guest, the second by a courier or a supplier. Work this out in advance — buying extra channels from a local operator means amending the contract, not ticking a box in a portal.

May we present a number in outgoing calls that is not ours?#

No. Art. 170 para. 2 of the electronic communications act directly prohibits false presentation of the calling number in public networks, and the operator will either rewrite such a call to your own number or reject it. Put only numbers from your own contract in the "Present as" field; if it is empty, the line number is used.
