Russia: SIP providers and connecting a number to the PBX

This page continues the general guide to connecting a provider's number to the PBX, which covers what is the same for every operator: the two trunk modes, what to ask the provider, what to enter in the form, network requirements and the connection test. Here is what is specific to Russia: who sells a number with a SIP trunk, what the operator hands over and what of it goes into Telephony → "Trunks and connections" → "Add provider".

The data was collected on 9 September 2026 from operator documentation and primary legal sources; links are in the "Sources" section.


In brief#

  • You can buy a number with a SIP trunk in Russia. Only a licensed Russian operator may sell telecom service, and the contract is signed with a Russian company or a sole proprietor. A foreign company without a Russian registration will not get a +7 number on the mass market.
  • A real external trunk with published parameters is offered by five operators: MANGO OFFICE (IP authentication), MTT (both modes, with an official Asterisk guide), MTS Exolve (registration, ordered online in minutes), MCN Telecom (the trunk is configured in the cabinet) and Novofon (registration, or calls delivered straight to the PBX address).
  • The main local pitfall: "virtual PBX" operators do not sell an outbound trunk. UIS, Sipuni, MegaFon, MGTS, Rostelecom and Beeline hand over an employee account instead: our PBX registers on it as if it were a phone. That works, but one account usually means one simultaneous call, and the call carries the login instead of the number, so the PBX cannot match the line by number.
  • The second pitfall: "Test connection" turns red on a healthy trunk. In IP mode the operator often does not answer the probe: MTT explicitly forbids enabling such a check against its address. A red result there does not mean the trunk is broken.
  • The third pitfall is paperwork. Since 1 September 2025 outbound calls from companies and sole proprietors must be branded (the company name shown on the callee's screen), and details of corporate number users are filed through the state services portal — otherwise the operator may refuse service and subscribers see the calls as suspicious. Substituting somebody else's number on outbound calls is rejected by the state Antifraud system.
  • Check the codecs before you go live. MANGO OFFICE and MCN Telecom enable G.729 and OPUS by default in the cabinet, and our PBX does not speak them; MTS agrees "G.711a and G.729" at connection time. Keep G.711 a-law and u-law only — network and compatibility.

Numbers in the country#

  • The country code is +7, the national number has 10 digits (11 including the leading "7" or "8").
  • Landline (geographic) numbers. Large cities have three-digit codes: 495 and 499 Moscow, 812 Saint Petersburg, 343 Yekaterinburg, 383 Novosibirsk, 843 Kazan, 861 Krasnodar. Smaller regions have four- or five-digit codes and a correspondingly shorter subscriber part.
  • Mobile numbers use the 9xx codes, toll-free numbers use 800.
  • In the cabinet and in the contract the number is almost always written in E.164 without the plus sign: 74951234567. MANGO OFFICE requires exactly this form when attaching a number to a trunk.
  • Dialling out: 8 + 10 digits inside the country, 810 + country code abroad; all operators also accept 7XXXXXXXXXX and +7XXXXXXXXXX. Because Kazakhstan shares the code, calls there look like 81077….

On the "Lines" tab the number may be entered in any format: the PBX compares the last seven digits. ⚠️ In large cities that is exactly the subscriber part without the city code, so Moscow 495 123-45-67 and Saint Petersburg 812 123-45-67 end with the same tail. As long as the venue's numbers come from one city everything is fine; with numbers from different cities check the routing of each line by hand — "Add a number and routing".

What form the number arrives in from the operator

This depends not on the country but on what you were sold:

If the provider sends a login and the venue has several numbers, create a separate connection per number — that is exactly how the virtual PBX operators themselves are built. Details: "The provider sends its login instead of the number".

The first nine rows are the operators whose connection parameters are known: their cards follow. The rest of the Russian operators hand over the server address, login and password only after a contract — they have a separate section.


MANGO OFFICE#

The largest Russian cloud PBX and the only mass-market operator whose external SIP trunk is documented publicly and in detail — a dedicated 42-page manual. The trunk is created in the personal cabinet: "Settings and tools" → "SIP settings" → the "SIP Trunk" tab → "Add SIP TRUNK" → type external. Such a trunk has no login or password: instead you enter the static address of your PBX in the cabinet.

What to set up at the provider: create an external SIP Trunk → enter the static IP of your PBX (the "Server" tab) and port 5060 → clear every codec except G.711 → set DTMF to RFC2833 → enable "Use OPTIONS" → on the "Numbers" tab add the numbers as 74951234567 and allow inbound and outbound for them → on the "Routing" tab set the number for outbound calls.

Pitfalls ⚠️ The operator itself warns that the gateway address may change — verify it in the cabinet before creating the trunk. The "Allow number change" checkbox: when it is off the operator replaces your number on outbound calls with its default one, and when it is on but the number is unknown the call fails entirely. MTT (МТТ)#

A federal operator running the "MTT Business" platform; the MTS Exolve virtual PBX runs on the same core. It publishes a full Asterisk manual as a PDF — a rarity in this market — and supports both modes: registration of a workplace and a static trunk over IP.

What to set up at the provider: in the "MTT Business" cabinet create a workplace ("Settings" → "Workplaces") and take its SIP ID and password — or order a static trunk from support and give them your PBX address. Then route the purchased numbers to that workplace or trunk. The operator requires a public external address; a dedicated PBX has one.

Pitfalls ⚠️ On an IP trunk MTT explicitly forbids the availability probe: its address does not answer such requests from customer addresses. The "Test connection" button sends exactly that probe, so a red status on the static scheme is expected rather than a fault — judge by a real call. With registration the most common mistake is a dropped leading digit in the SIP ID. The number does not arrive with the call: calls land in the connection's general route. MTS Exolve (МТС Exolve)#

The MTS platform for developers: numbers, SIP and an API. Sign-up is online with no manager, which makes it the fastest way to get a Russian number for your own PBX. There are two products: a SIP ID in the developer cabinet ("SIP connections" → create a SIP ID) and the Exolve virtual PBX, where an external station is attached through "Other settings" → "Connecting other PBXs" → "Other SIP PBXs".

What to set up at the provider: create a SIP ID (or an "Other SIP PBXs" connection specifying your PBX address as IP:5060), route the purchased numbers to that connection and set the number for outbound calls. Calls arrive from 80.75.130.100 and 80.75.130.101 — the PBX machine's firewall must let them through.

Pitfalls ⚠️ Codecs and transport are not stated in the public documentation: G.711 works in practice, but the operator gives no written confirmation — clarify it when connecting. When you attach an external station, Exolve warns about an extension conflict: if your PBX's short numbers collide with theirs, calls go to the wrong place. MCN Telecom#

An operator with its own numbering in dozens of regions and a separate "SIP trunk" product that is configured entirely in the cabinet: the "Telephony" section → the "SIP trunks" tab → "Add trunk" from the free SIP accounts. The mode is chosen in the trunk's general settings: static (over IP — "Add host" with your PBX address and port) or dynamic (over registration, with an address binding).

What to set up at the provider: create the trunk and choose its type; for a static one add a host with your PBX IP and port 5060; under "Advanced settings" keep only G.711 a-law and u-law and DTMF RFC2833; attach the numbers ("Go to numbers"). The availability check is on by default and can be switched off if needed.

Pitfalls ⚠️ A dynamic trunk may have its address binding set to "No" — that is an open account, and MCN Telecom itself warns about password guessing. Set it to "Yes" and enter your PBX address from the "Server" tab. Source: configuring a SIP trunk for phone numbers — 09.09.2026.


Novofon#

The Russian brand of the Zadarma platform: its own Russian numbering, online sign-up and a public Asterisk guide. It is the only mass-market operator that delivers the full number when calls go straight to the PBX address, so matching the line by seven digits works normally and several numbers can share one connection.

What to set up at the provider: for registration, create a PBX user and take its login and password. For the second mode, go to "Settings" → "Virtual number" in the cabinet and enter a delivery address of the form <number>@<your PBX IP>; registration is then not needed, and the PBX address comes from the "Server" tab.

Pitfalls ⚠️ The codecs are a-law and u-law, which are ours; but over registration the number does not always arrive with the call, so with several numbers the second mode is preferable. UIS#

A virtual PBX from the CoMagic group with strong analytics. There is no outbound trunk: what you connect is a SIP line tied to an employee. The operator does publish an official Asterisk guide, and it fits our registration mode exactly.

Sipuni#

A cloud PBX popular for its amoCRM integration. There is no outbound trunk: what you get is an employee "SIP device", and our PBX registers as one. The server address is different for every account.

What to set up at the provider: "Users" → employee → "Calling devices" → "Other SIP device" → the pencil icon → "SIP connection information"; in the scenario builder route the inbound scheme of the required number to that user and enable them as an outbound line. The operator recommends refreshing the registration every 120 seconds.

Pitfalls ⚠️ Billing is per user licence rather than per channel: you get as many simultaneous calls as the licence allows. The number does not arrive with the call. Sipuni telephony works from the addresses 193.227.98.0/24, 195.19.13.0/24, 89.175.169.0/26 and 90.189.14.192/26, ports 5060 UDP and TCP, media 10000–20000 and 30000–60000 UDP — that traffic must reach the PBX. MegaFon (МегаФон) and MGTS (МГТС)#

Both virtual PBXs run on the same platform, and the connection works identically: there is no outbound trunk, what you get is an employee SIP account, and the server address contains your account number.

What to set up at the provider: create an employee for our PBX, issue a password and route the required number to them in the call handling rules. MegaFon has a separate path for a mobile number: the "Multifon Business" service is enabled from the handset with the *137# code, and the virtual PBX must then be switched off for that number, otherwise one number gets two handlers.

Pitfalls ⚠️ Changing the employee password breaks the registration instantly — old devices drop off. One account means one channel. MegaFon requires the registration to stay fresh (at least every 180 seconds), which our PBX satisfies. MGTS asks for a wide media port range on its side and mostly sells Moscow numbering. Contract-only providers#

These operators do support an external PBX, but the server address, login and password are issued only after a contract and are created in the tenant's own cabinet. There can be no "what to enter" table here: ask the sales manager for the parameters from the list in "What to ask the provider" and enter them in the same form.

  • MTS Business, "SIP number" — the corporate storefront of the same platform as Exolve: the number is sold with an explicit promise that you can "connect it to your own system" over a SIP ID or a static IP. The connection page states UDP transport and the codecs "G.711a and G.729" — get it in writing that G.711a stays: with G.729 alone our PBX has no audio.
  • Telphin — a Saint Petersburg operator with numbers across the country and a section on configuring your own PBX against a "Telphin network line". The server address and SIP ID are shown in the cabinet: "Employees and queues" → employee → "Extension password". Two different platform addresses circulate in open sources, so use the one your cabinet shows, and send support the static address of the PBX so that outbound calls carry the right number.
  • New-Tel — the "SIP Trunk" service in two flavours: by identifier and password (several numbers can share one trunk) and by IP address, which is only set up through technical support. The transport is selectable: if the registration is lost, the operator advises switching UDP to TCP.
  • Gravitel — a dedicated "SIP trunk for business" plan; the registration domain, login and password are issued in the cabinet ("Virtual PBX settings" → "More" → "SIP registrations"). The parameters are not published, so ask when ordering.
  • Rostelecom, Virtual PBX — there is no separate trunk for an external PBX on the mass-market plan: you create a user in the cabinet and assign the number to them in the routing. The address is the unique domain of your virtual PBX, shown at the top of the cabinet. Connection goes through a sales manager and takes weeks.
  • Beeline, Cloud PBX — a connection is only possible within that service, using a subscriber account. ⚠️ In some regions Beeline requires a separate SIP proxy distinct from the registration domain: our trunk form has no such field, so in those regions the setup will not work today. Before ordering, ask the operator whether your account needs a separate proxy.
  • SIPNET — an old VoIP service with numbers and a SIP ID connection; it targets private users first of all, so for a venue clarify the channel capacity and the contract with a legal entity.

International providers with Russian numbers#

  • Global providers effectively no longer sell Russian numbers. Telnyx, Twilio, DIDWW, Bandwidth, Sonetel and similar services have withdrawn Russian numbers from their catalogues, so do not count on them for a +7 number. The reason is not technical: only a licensed Russian operator may sell Russian numbering.
  • Zadarma is the same platform as Novofon under an international brand. Russian numbers there are limited and the document checks differ, so for Russia it is more practical to arrange everything through Novofon. A Zadarma card already exists in the catalogue when adding a provider — the server address and mode fill in automatically.
  • The reverse case is useful. If the venue needs a foreign number while the PBX sits in Russia, international providers do fit: the connection is ordinary, but check channel availability and latency on the very first test call.

Number porting#

  • Mobile numbers can be ported between operators while keeping the number: the application is filed with the new operator, and the term is about eight days for individuals and up to 29 days for companies.
  • Landline numbers generally cannot be ported. Moving a numbering resource between operators is only possible by their mutual agreement and almost never happens in practice.
  • The practical workaround is not to port the number but to leave it with the current operator and bring it into our PBX through an employee account, as in the cards above. That is exactly how every cloud PBX on the market works.
  • Register the number to the company. Virtual numbers are sold to individuals as well, but the filing of corporate number users and call branding assume a company or a sole proprietor.
  • Changing accounts breaks the trunk silently: with most operators the server address contains the account number or the company domain, so moving to another account of the same operator changes the SIP host.

Rules and paperwork#

Licences, contracts, Antifraud, call branding, call recording
  • Only a licensed operator may sell numbers and trunks (the Communications Act, federal law No. 126-FZ). Every operator in the table above is a Russian company holding such licences; a foreign number aggregator cannot legally sell Russian numbering today.
  • The contract is with a company or a sole proprietor, quoting the tax number. None of the operators we checked describes a public procedure for a foreign company without a Russian registration.
  • Details of corporate number users are filed through the state services portal; if they are missing or inaccurate the operator is obliged to refuse service for that number. The requirement came from corporate SIM cards, but virtual number operators apply it to landline numbers as well — check the scope with your operator.
  • Number substitution is prohibited and blocked technically. Since 1 September 2023 operators are connected to the state Antifraud system: a call carrying a number the operator cannot confirm as its own is rejected. In the "Show as" field use only numbers actually attached to that connection.
  • Call branding has been mandatory since 1 September 2025: the operator delivers information about the calling company to the callee's screen. It is arranged by the number's owner with their operator; unbranded business calls look suspicious to subscribers.
  • Emergency calls (112, 101–104) must be allowed out: do not mask them with prefixes and patterns in the outbound rules.
  • Call recordings are personal data: the other party must be informed and the databases must be stored in Russia. That is why a dedicated PBX for Russian locations is created in a Russian cloud. The spoken recording notice is enabled in the location settings.

If it does not work#

  1. "Test connection" is red but calls go through. That is expected on trunks with IP authentication: MTT forbids probing its address and MCN Telecom lets you switch the probe off. Judge by a real call rather than by the button — "Test connection".
  2. Registration is up, inbound calls arrive, but the line is not matched. The operator sends a SIP login instead of the number — that is how every virtual PBX operator works. Create a separate connection per number, or keep one number per connection.
  3. The call connects but there is silence or a 488 rejection. G.729 or OPUS are still enabled in the cabinet. Keep only G.711 a-law and u-law: with MANGO OFFICE and MCN Telecom those are checkboxes in the trunk settings, with MTS the codec is fixed at connection time.
  4. The second simultaneous call fails. An employee account usually carries a single channel: with UIS the line capacity is raised separately, with Sipuni it depends on the licence, and with MegaFon and MGTS it is one account per call. With real trunks the channel count is set in the cabinet (5 to 100 for MANGO OFFICE).
  5. Outbound calls show the wrong number or do not go out at all. Antifraud is at work: only numbers from the same contract may be presented. With MANGO OFFICE, when "Allow number change" is off your number is silently replaced by the default one, and when it is on with an unknown number the call does not happen at all.
  6. Beeline: no registration although the credentials are correct. The account is probably in a region that requires a separate SIP proxy, and there is nothing in our form to set it. Ask the operator whether your account works without a proxy.

Frequently asked questions#

Can I get a Russian number if my company is registered outside Russia?#

Not on the mass market. Russian numbering is sold only by licensed Russian operators, they sign the contract with a Russian company or sole proprietor and ask for a tax number, and international number services have removed Russian numbers from their catalogues. The practical route is for the tenant of the premises or a local company to buy the number, while our PBX simply accepts the trunk.

Which operator should I choose if nothing is connected yet?#

If you need a full trunk and are ready for a contract, take MANGO OFFICE: its parameters are published and codecs and channel counts are set in the cabinet. If you need a fast start with no sales manager, take MTS Exolve or Novofon: the number and the credentials are arranged online within hours.

Why does a virtual PBX account mean "one account, one call"?#

Because it is an employee account rather than a trunk: the operator treats it as a single phone. A second simultaneous call to such a "phone" is simply not delivered. It is extended either by raising the line capacity or by buying extra licences — ask for the price before connecting.

Is call branding mandatory for a venue?#

Yes. For outbound calls of companies and sole proprietors it has been mandatory since 1 September 2025, and the number's owner arranges it with their operator. Without branding the call still goes through, but the subscriber sees it as suspicious and some smartphones show a warning.

Can I connect two operators at once?#

Yes: a landline number from one and a mobile number from another is a common setup. Each operator becomes a separate connection with its own lines, and the routing and outbound rules tell them apart.
