Albania: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys an Albanian +355 number from a local operator and brings it into its own PBX as a trunk. The common steps — trunk modes, form fields, network and testing — are covered in the overview "Connecting a provider number to the PBX"; this page covers only what is specific to Albania: where to get the number, what the operator issues and what of it goes into the admin panel.

The data on this page was collected on 9 September 2026 from operator websites and regulator (AKEP) documents; the links are in "Sources".

In brief#

• You can buy a number with a SIP trunk in Albania. The venue needs no permit of its own: Albania runs a general authorisation regime — the operator notifies the regulator, AKEP, and is entered into a public register, and you are simply its subscriber.
• The main local specific: not a single Albanian operator publishes its SIP trunk parameters. No host, no port, no codecs, no guide for a third-party PBX anywhere — everything comes with the contract, and the settings are sent by the operator's engineer. You cannot connect "following the instructions on the website" the way you can in Poland or Turkey.
• The only local operator with confirmed parameters is Neofone. Its trunk is certified by the PBX manufacturer Yeastar as a peer trunk (port based), that is by IP, without registration, with G.711 codecs — so it is compatible with our PBX. This is the first door to knock on.
• The second pitfall: the operators' shelves sell not a trunk but their own cloud PBX. One Albania offers "Cloud PBX" in three packages, Vodafone Albania offers Operator Connect for Microsoft Teams. Neither connects to your PBX: the call ends up in someone else's cloud.
• If you need a number fast and have no Albanian legal entity, take an international +355 DID (DIDWW, Telnyx): their parameters are published and the paperwork takes hours, not weeks.
• In any case the trunk only works on a dedicated PBX with a static IP — and how the two trunk modes, registration and IP authentication, work is described in the overview.
• Emergency calls do not go through the trunk. In Albania these are 112 and the historical 127, 128, 129 — the venue needs a second line, an ordinary mobile.

Numbers in the country#

The country code is +355. The plan is open: the national dialling prefix is 0, the international one is 00.

• Landline (geographic): a 1–3 digit area code plus the subscriber number. Tirana is 4 (dialled as 04 XXX XXXX, in E.164 +355 4 XXX XXXX), Shkodër is 22, Vlorë is 33, Durrës is 52, Elbasan is 54, Korçë is 82.
• Mobile — 067, 068 (One Albania) and 069 (Vodafone Albania) plus 7 digits: the national number is 9 digits, in E.164 +355 69X XXX XXX.
• Toll-free 0800 and premium 0900 numbers exist — Neofone sells both; for a venue that does deliveries a toll-free number is sometimes more useful than a landline one.
• Emergency: the single European 112, plus the historical 127 (ambulance), 128 (fire brigade), 129 (police).

In the admin panel, on the "Lines" tab, the number can be entered in any format: the PBX compares the last seven digits. For a mobile +355 69X XXX XXX and for a Tirana +355 4 XXX XXXX those seven digits are exactly the subscriber number, so everything matches. More on this in "Add the number and routing".

⚠️ In cities with a two-digit area code (Durrës 52, Vlorë 33, Shkodër 22) the subscriber number is shorter, so part of the area code falls into the seven-digit tail. If one venue has several landline lines in different cities, a collision is theoretically possible — add such lines one at a time and check after each one where the call lands.

Who issues a number with a SIP trunk#

Only Neofone gets a full card with parameters on this page — it is the only operator whose trunk is described publicly. Everything else local means talking to a manager; the list of questions for that conversation is in "What to ask the provider".

Neofone#

A Tirana telecoms operator (Neofone sh.p.k), authorised by AKEP for voice services since 2009; the regulator's market analysis lists it among the operators holding geographic numbering. It sells "Cloud Voice & SIP" (a virtual PBX and SIP trunks), virtual numbers in more than 150 countries including local +355 ones, toll-free 0800 and premium 0900, plus bulk SMS and a call centre.

Neofone has no technical documentation of its own — neither a knowledge base nor a price list. The trunk parameters are published only in the Yeastar catalogue of certified providers: the trunk is listed as a Peer Trunk (Port Based) — authentication by IP address, no registration; codecs ulaw, alaw, g729; DTMF per RFC 4733; fax is not supported. Our PBX does have the G.711 codecs (ulaw/alaw), so the pairing works.

What to enter in the admin panel (Telephony → "Trunks and connections" → "Add provider" → the "SIP trunk (custom provider)" card):

What to set up on the provider's side: ask sales specifically for a "SIP trunk to our own PBX" rather than their virtual PBX; hand over the static IP of your PBX (the "Server" tab in the Telephony section) — in IP mode it is the only authentication key; make sure G.711 A-law/µ-law is enabled in the codecs, because our PBX does not understand G.729; ask them to open media towards your address in the UDP 10000–20000 range; point the purchased numbers at this trunk and clarify the format the number arrives in on an incoming call (+3554… or 04…). Confirm the transport, the port and the number format in writing: the Yeastar certification does not list them.

Pitfalls ⚠️

• Neofone also sells a cloud PBX, a call centre and AI voice agents, so the manager will offer the cloud by default. The wording that works: "SIP trunk to our own Asterisk, IP authentication, our static IP".
• There is no public guide at all, all parameters arrive by email. Keep that email: you will not be able to recover them from open sources.
• The certification also lists G.729. If the operator leaves only that codec on the trunk, calls will connect but there will be no audio — ask for G.711 explicitly.

One Albania#

The country's incumbent: a merger of ALBtelecom and One Telecommunications in March 2023, 81% of all fixed-line subscribers (134,176 out of 165,380 at the end of 2024 per the AKEP market analysis) and significant market power status in termination and national transit.

To businesses it sells the "One Business Select" configurator: fixed lines (Basic — 300 lek/month, Unlimited — 800 lek/month, both with number porting) and a Cloud PBX in three packages — Essential 2,800, Classic 3,900, Extra 4,500 lek/month, with a voice minute bundle mandatory on top of the PBX package (from 2,400 lek/month for 1,000 minutes). There is no SIP trunk for a third-party PBX on the shelf, so there can be no "what to enter" table here: every parameter — host, port, transport, mode, username and password — will come with the contract, if they grant a trunk at all.

What to ask the manager: whether a "SIP trunk / interconnect to customer PBX" is sold separately from the Cloud PBX package; the mode — registration or IP authentication; the server address and port; the codecs (G.711 is required); the format the number arrives in on an incoming call; how many simultaneous calls are included. Pitfalls ⚠️ As an operator with significant market power One Albania has to publish a reference interconnection offer, but that is a document for telecoms operators: you cannot connect under it without being an authorised undertaking in the AKEP register. What remains for a venue is an ordinary commercial contract.

Vodafone Albania#

The second large player: it obtained its fixed network in 2020 together with the cable operator ABCom, with 7,203 fixed-line subscribers at the end of 2024. To businesses it sells the "Vodafone Business Digital+" bundle (mobile, fixed internet and IT solutions) and Operator Connect for Microsoft Teams.

No separate SIP trunk is announced on the shelf and no parameters are published — hence a card without a table. Operator Connect only connects external telephony through certified session border controllers (SBCs), and our PBX is not on those lists, so it is not a substitute for a trunk.

What to ask the manager: whether a "SIP trunk to customer-owned IP-PBX" is available instead of Operator Connect; whether they will whitelist the static IP of your PBX; G.711 codecs; the number format on incoming calls.

Pitfalls ⚠️ It is easy to be offered Operator Connect and decide it is "the same thing". It is not a trunk: the call goes into Microsoft Teams and your PBX never appears in the path at all — no routing, no call recording, no voice bot.

Abissnet#

The first Albanian internet provider (since 1998) with its own fibre and data centre; it has offered VoIP since 2005 and had 4,336 fixed telephony subscribers at the end of 2024. Its "Telefonia & VoIP" business section sells the Fiks 100 (100 minutes, 300 lek/month), Fiks 200 (200 minutes, 500 lek/month) and Fiks 300 (500 minutes, 1,000 lek/month) packages; the number costs 1,000 lek and is credited towards calls, maintenance is 200 lek/month, and number porting is included in the price.

Trunk parameters are not published: "VoIP global" in the description is a marketing phrase with no host, mode or codecs behind it. So there is no "what to enter" table here either — only a conversation with sales (+355 44 300 123, info@abissnet.al) following the list in "What to ask the provider".

One extra advantage: Abissnet also sells dedicated internet access and colocation in its own data centre. If the venue is a chain and telephony is critical, you can discuss a "our link + trunk" combination — the calls would then travel inside their network rather than across the public internet.

Pitfalls ⚠️ The main abissnet.al site is behind bot protection and returns an error to crawlers, and the prices and packages above were taken from their own dev mirror, which itself warns that the information may be inaccurate. Do check the tariffs with a salesperson.

Digicom, MOBxTELECOM and operators with no telephony on the shelf#

The wholesaler and the integrators#

• Info Telecom (infotelecom.al) — a Tirana wholesale voice and SMS carrier, the second largest participant in the national transit market after One Albania. It sells enterprises a "Voice Termination Service" — that is the outgoing direction; it claims no subscriber +355 numbers of its own, so incoming numbers would still have to come from a retail operator. Parameters are contract-only, the mode is expected to be by IP. Realistic for a tenant with a chain of venues and noticeable outgoing traffic, not for a single restaurant: minimum volumes and prepayment.
• Easy System Albania (easysystem.al, Tirana) — an integrator: servers, networks, business VoIP, hosted IP PBXs and "SIP trunking" on top of someone else's capacity. It is not listed as a telecoms operator in the AKEP register, so the numbers will be someone else's; the parameters are not published. It is useful when a local operator does not want to deal with a foreign customer directly — the integrator will set the trunk up for you. Establish before signing whose number it is and who is responsible for call quality.
• Blad IT Solutions — configures IP telephony and PBXs (Asterisk, FreePBX) but does not sell lines. Useless as a source of numbers, quite useful as a last-mile contractor.

International providers with Albanian numbers#

If the local operator will not give you a trunk, or the company is not registered in Albania, a +355 number can be bought from an international provider. Their trunk parameters are published, and cards for Telnyx and others are already in the catalogue when adding a provider — the server address and the mode will be filled in for you.

• DIDWW — landline numbers in Tirana and other cities, with an open per-country purchase page; you can also port an existing Albanian number to them. The trunk works with registration or by IP, your choice.
• Telnyx — landline and toll-free 0800 numbers; no mobile ones. Document requirements are strict: business use only, a private individual will not be issued a number. You will need the representative's ID and a company registration extract; an address in any country is accepted, and documents not in English need a translation.
• CommPeak — termination and +355 numbers, positioned for call centres; check the required documents with them.
• PBX.IM — advertises landline numbers in Tirana, Durrës and Vlorë plus 0800, but its service description mentions only TLS and SRTP. If they offer no other transport, the provider will not work with our PBX: trunks run over UDP or TCP, and TLS is not supported for them — see "Network and compatibility".

A shared pitfall: a number from an international provider is legally "not yours" — your contract is with a foreign operator, and some Albanian counterparties treat such numbers less favourably. On the other hand, connection takes hours and the trunk parameters are known in advance.

Number porting#

• Number portability works in Albania. The portal is run by the regulator, AKEP (portabiliteti.al), and the volume of ported numbers grows year over year.
• Porting is initiated by the receiving operator, and the application is filed by the number's owner — the same entity named in the contract. For a company that means its tax number (NIPT) and the representative's signature; check the exact set of documents with the receiving operator.
• Porting is often already included in the price: Abissnet states it explicitly in its packages, and One Albania includes it in its fixed telephony plans.
• A new porting regulation went through public consultation in 2025, so check the procedure's deadlines against the edition in force with your operator rather than against older reviews.
• ⚠️ Because of portability the prefix no longer tells you the operator: a 069 number may well be served by One Albania, and vice versa. Outgoing rules of the "069 means cheaper over this trunk" kind do not work here.
• Register the number to the company from the start. A number registered to an individual will have to be transferred when the venue changes hands, and for porting the applicant's name must match the number's owner.

Rules and documents#

If it does not work#

1. You were offered a Cloud PBX or Operator Connect instead of a trunk. That is not a misconfiguration but a different product: the call is handled by the operator's cloud and never reaches your PBX. Go back to the manager with the wording "SIP trunk to our own PBX".
2. Neofone: "Test connection" responds, but incoming calls do not arrive. In IP mode the operator only delivers calls to a whitelisted address. Check that the static IP you handed over (the "Server" tab) really is registered with the operator and that the purchased numbers point at this exact trunk.
3. The call connects, but there is silence one way or both ways. Only G.729 is left on the trunk, and our PBX does not understand it. Ask for G.711 A-law/µ-law to be enabled. The second cause is media towards your address not being open in the UDP 10000–20000 range.
4. Several landline lines in different cities get mixed up. Durrës, Vlorë and Shkodër have two-digit area codes, the subscriber number is shorter and part of the code falls into the last-seven-digits comparison. Add such lines one at a time and make a test call after each one.
5. The provider offers only TLS and SRTP (that is how PBX.IM describes its service). That is not supported for trunks — ask for a regular UDP account or pick a different provider.
6. The line was cut off "for breach of contract". Some local operators forbid resale and commercial use in their subscriber contracts, and a venue's phone formally falls under that. Move the service onto a business tariff.

FAQ#

Can I get an Albanian number if my company is not registered in Albania?#

From a local operator — probably not: the contract is signed by an Albanian legal entity with a tax number (NIPT), and the correspondence is in Albanian. International providers with +355 numbers (DIDWW, Telnyx) remain. Telnyx adds its own requirement: the number is issued for business use only, with company registration documents.

The operator offers its own cloud PBX — will that do?#

No. One Albania's Cloud PBX and Vodafone's Operator Connect are competing products, not a source of a trunk: the call is handled in their cloud and your PBX never appears in the path. You already have IVR, queues, recording and a voice bot in the Telephony section. Ask for a bare SIP trunk with the number pointed straight at it.

Do I need a static IP address?#

Yes, and you already have one: a dedicated PBX is created with a static address, shown on the "Server" tab. For Neofone it is in fact the only authentication key and has to be handed to the operator. The address survives a change of server capacity, so there is nothing to update on the operator's side.

How long does connection take?#

With Neofone — roughly one to two weeks: correspondence with sales, the contract, provisioning on their side. With One Albania and Vodafone Albania it takes longer: the trunk has to be requested specially, as it is not on the shelf. The fastest route is an international +355 number: hours to set up, but with no access to Albanian emergency services.

Which is better: a local number or an international DID?#

A local one, if the venue serves Albanian guests and the company has a NIPT: the number is "yours" and the guest sees a familiar area code. An international one if the number is needed urgently, there is no Albanian legal entity, or the local operator does not respond to a trunk request. Nothing stops you from starting with an international number and porting a landline number to a local operator later.
