Georgia: SIP providers and connecting a number to the PBX

We do not issue numbers: the venue buys a Georgian number from a local operator and brings it into its own PBX as a trunk. The common steps — trunk modes, form fields, network and testing — are covered in the overview "Connecting a provider number to the PBX"; this page covers only what is specific to Georgia: where to get the number, what the operator issues and what of it goes into the admin panel.

The data on this page was collected on 9 September 2026 from operator websites and regulator (ComCom) documents; the links are in "Sources".


In brief#

  • You can buy a number with a SIP trunk in Georgia. The venue needs no permit of its own: it is the operator that gets authorised in the ComCom register, and you are simply its subscriber.
  • The two local VoIP operators connect fastestTelecom 1 (online sign-up, a number from ₾1 per 30 days, unlimited incoming) and CityNet (a multi-channel number, ₾0.05 per minute anywhere in Georgia). Both work in registration (REGISTER) mode.
  • The main local pitfall: not a single Georgian operator publishes its SIP parameters. No host, no port, no codecs, no guide for a third-party PBX — everything is issued in your account when the number is activated, or in the contract. You cannot connect "following the instructions on the operator's website" the way you can in Poland or Turkey: first the request to the operator, then the setup.
  • The second pitfall is that channels are counted by tariff, not by load. At Telecom 1 the unlimited plans give one outgoing channel (each extra one is ₾10), at Zadarma there are 2 incoming ones. A venue with two phones hits that ceiling instantly.
  • Documents. The contract is signed by a legal entity or an individual with a Georgian identification number. A foreign company that is not registered in Georgia cannot buy a local number from an operator — international providers are the remaining option.
  • In any case the trunk only works on a dedicated PBX with a static IP — and how the two trunk modes, registration and IP authentication, work is described in the overview.

Numbers in the country#

The country code is +995. The national number is always 9 digits: landline, mobile and service ranges alike (the national numbering plan, published by ComCom through the ITU on 11 March 2024).

  • Landline (geographic): the city code plus 7 subscriber digits. Tbilisi is 32, Batumi 422, Kutaisi 431, Rustavi 341, Zugdidi 415, Poti 493, Gori 370, Telavi 350, Ozurgeti 496. Eastern Georgia starts with 3, western Georgia with 4. A Tbilisi number in E.164: +995 32 2XX XX XX.
  • Mobile — 5XX plus 6 digits: Magticom 595/598/599/591/551, Geo Cell (Silknet) 555/557/558/577/593, Cellfie 568/571/574/579/592/597, Silknet 570.
  • 706707 is the service range for IP telephony, 790 is Magticom's "digital fixed (CDMA)" telephony. If an operator offers you a 706… number, guests will see a non-geographic number: for a restaurant that is noticeably worse than a city 32….

In the admin panel, on the "Lines" tab, the number can be entered in any format: the PBX matches the last seven digits — and for a Georgian landline number that is exactly the subscriber part after the city code, so +995322…, 0322… and 2… all match. More detail — "Add the number and routing".

There are no toll-free 0-800 numbers in the published numbering plan — if the venue needs one, ask the operator whether it issues them and on what terms.

The first two rows are the only operators in the country whose public materials show that the subscriber number is handed over as an ordinary SIP login/password pair that can be used in a third-party PBX. Everything else local means negotiating with a corporate department.


Telecom 1#

A Georgian VoIP operator with its own numbering resource (the account is at telecomm1.com, the showcase site is telecom1.ge): VoIP numbers, a virtual PBX, internet access, A2P SMS. Its FAQ states directly that a subscriber needs "simple registration on the website" and "any telephony program with SIP support, a VoIP phone or a VoIP adapter" — meaning the account is an ordinary one and our PBX is just another client for it, like a softphone.

Number tariffs (09.09.2026): სტანდარტი — ₾1 per 30 days and 10 outgoing channels; კომფორტი — ₾5 and 20 channels; ულიმიტო — ₾11 and მეტი ულიმიტო — ₾25 with unlimited calls to Georgian fixed and mobile numbers, but only one outgoing channel (each extra one is ₾10). Incoming channels are unlimited on every tariff. You do not need the operator's own virtual PBX (PBX 10 at ₾24 and up): your PBX is the one in the admin panel.

What to set up with the provider: choose a tariff with the number of outgoing channels you need (on unlimited plans, buy extra ones at ₾10); ask for the host, port and transport in writing; make sure the account is not tied to their softphone and may be used in an external PBX; ask in which form the number arrives on incoming calls and which number you are allowed to present on outgoing ones. Pitfalls ⚠️

  • The unlimited tariffs give one outgoing channel: for a venue with several workplaces that is a dead end until extra channels are bought.
  • The porting deadlines in the operator's own documents disagree: the application page promises 1 business day, the FAQ says 3 business days. Plan for the worse one.
  • There is no public guide for external PBXs at all — the whole conversation goes through support: (032) 3 100 100.

CityNet#

A Tbilisi VoIP operator aimed at business: a multi-channel number (one line for all branches), IVR, queues, recording, voicemail, a callback widget, A2P SMS. What matters to us is that the subscriber number is handed over as an ordinary SIP account: in their own Android guide the subscriber types the login and password manually, and on a desktop the operator recommends a third-party softphone — so an external SIP client is acceptable.

Rates (09.09.2026): ₾0.05 per minute to any destination in Georgia — Magticom, Silknet, Cellfie, Tbilisi and the regions; on-net calls are free, SMS is ₾0.01.

What to enter in the admin panel

What to set up with the provider: ask for the registration address and the SIP code for an external client, not for their app; enable the number of simultaneous calls you need on the multi-channel number; point the number at that account specifically; disable their IVR and queues — routing is your PBX's job.

Pitfalls ⚠️ The product is designed around their own account and app, and their IVR, queues and call recording duplicate what you already have. What you need to agree on is a "bare" SIP account; the technical details are not published, everything goes through support.

Magticom#

The largest operator in the country: a mobile network (595, 598, 599, 591, 551), the non-geographic 790, fixed-line telephony, fibre internet and IPTV. It has no public SIP trunk page in either the Georgian or the English version of its website (checked 09.09.2026), so there can be no "what to enter" table here: every parameter — SIP host, port, transport, mode, login and password — comes from the contract.

How to order. The corporate department: (032) 217 02 02 (Mon–Fri, 09:00–18:00). The corporate page states that non-standard connection schemes are quoted individually — and a SIP trunk for someone else's PBX is exactly such a scheme. Note that fixed-line telephony is only sold together with their fibre internet (the "Starter" plan at ₾3 and "Premium" at ₾5 per month plus per-minute charges), so question number one for the manager is whether they will sell a trunk over someone else's connection.

What to ask the manager (using the list from the overview): the mode — registration or IP authentication; the SIP server address and port; codecs — you need G.711, because our PBX does not understand G.729; in which form the number arrives on incoming calls; how many simultaneous calls are included. If the scheme turns out to be IP-based, prepare the static IP of your PBX (the "Server" tab in the Telephony section) — it has to be added to the operator's allowlist; see "Two trunk modes".


Silknet#

The second large operator: after the merger with Geocell it holds the mobile 570, the Geo Cell ranges and the fixed network. Its "Business telephone / PSTN" section describes the service in a single marketing sentence — there is no SIP, no channel count and no parameters there (checked 09.09.2026). As with Magticom, everything is defined by the contract, which is why this page has no parameter table for it.

How to order. Through the corporate department or the form on the website. The questions for the manager are the same as for Magticom: the mode, host and port, G.711 codecs, the format of the number on incoming calls, the channel count, and whether they will add your static IP to their allowlist.

Pitfalls ⚠️ "Silk Phone" is the operator's OTT app, not a SIP trunk. If the manager offers it instead of a trunk, the products have been mixed up: an app cannot be brought into a PBX.


Cellfie, Datacomm and contractors#

The rest of the market: who has no number for you and who can help with the rollout
  • Cellfie Mobile (formerly Beeline Georgia) is the third mobile operator. Its business section only has corporate SIM cards, internet and tariffs: no IP telephony, no virtual PBX and no SIP trunk in the public materials (09.09.2026). If the venue specifically needs a mobile number, it is more practical to install a GSM gateway with their SIM card and register the gateway on your PBX — that is a different way of connecting, not a trunk.
  • Datacomm is a regional internet provider (Zugdidi, +995 431 310000). Its home page announces a "VoIP — IP telephony, internal numbers, business communication" block, but there is no separate service page, no rates and no parameters. Its coverage area is Samegrelo, so for a venue in Tbilisi the provider is irrelevant. What to ask: whether the number is sold separately from their internet and whether a third-party PBX may be connected.
  • Innocom is a Tbilisi integrator: it deploys IP PBXs and SIP trunks to telecom operators, IVR, queues, recording and GSM gateways, and works with Yealink, Grandstream and Cisco phones. It issues no numbers, but it is a ready last-mile contractor if you would rather not talk to the operator yourself.
  • Pro-Service is a hosting company selling a software PBX on its own servers. Its service description says outright that you buy the IP number from the telecom operator of your choice. Useless as a source of numbers, but it confirms the local norm: the number comes from the operator, the PBX is separate.

International providers with Georgian numbers#

If the local operator will not give you a trunk, or the company is not registered in Georgia, a +995 number can be bought from an international provider. Their trunk parameters are published, and the Zadarma and Telnyx cards are already in the catalog when adding a provider — the server address and the mode are filled in for you.

  • Zadarma — a Tbilisi +995 32 number, free setup, $10 per month, 2 incoming channels. Documents: a company registration certificate or a passport/ID, plus proof of address no older than 6 months, and the address must be in Tbilisi. You cannot pick a vanity number — one is assigned at random. The mode is registration.
  • DIDWWTbilisi only; incoming calls and SIP trunking for outgoing calls are supported. Not supported: incoming and outgoing SMS, fax, emergency calls and number portability.
  • Telnyx — Georgia is in the list of countries with inbound coverage on its global coverage page; which number types are actually available is not stated there — check in the number search in their portal.
  • FlyNumber, Freezvon, AVOXI — offer Georgian numbers with forwarding to SIP; the terms, documents and parameters are on their pages.
  • Twilio, Plivo, Sinch, Vonage, Bandwidth, Infobip — have no Georgian numbers in their public coverage lists (09.09.2026).

A shared pitfall: international numbers have no access to Georgian emergency services — DIDWW says so directly. A guest will reach the venue, but you will not be able to call 112 from such a number. For a venue's only number that is a strong argument in favour of a local operator.


Number porting#

  • Fixed numbers can be ported. Telecom 1 accepts the application through a form on its website and ports any fixed-network number free of charge. The conditions: the number is registered to the applicant (by personal or identification number), there is no debt with the previous operator, and porting is not performed on weekends. The deadline is stated differently in the operator's documents — 1 business day on the application page and 3 business days in the FAQ.
  • Mobile numbers are ported between operators under the general ComCom rules. For a PBX this is a rare scenario: a mobile number is easier to bring in through a GSM gateway than through a trunk.
  • Check whose the number is now before the negotiations: the regulator has a public operator-by-number lookup.
  • A number in an individual's name is normal with Georgian operators, but when the venue changes owner it has to be re-registered, and porting requires the applicant's name to match the number's owner. A number registered "to a waiter" becomes a problem when they leave.
  • Numbers from international providers cannot be ported — DIDWW marks this explicitly. Leaving such a provider means losing the number.

Rules and documents#

  • The venue needs no permits. In Georgia, activity in electronic communications is not licensed but authorised: the operator files an application and the Commission (ComCom) enters it into the state register within 10 business days, indefinitely. A licence is required for radio frequencies and digital TV, not for VoIP. You are a subscriber of an authorised operator, and that is enough.
  • The numbering resource is allocated by the same Commission through separate decisions for each operator. The practical conclusion: only an authorised entity holding an allocated resource may sell you a number — a "grey" +995 from a non-operator means someone else's number and someone else's rules.
  • Documents for the number. The Telecom 1 order form asks for the company name, the identification number, the authorised person, their personal number and address — that is, the contract is signed by a legal entity or an individual holding a Georgian identification number. A foreign company not registered in Georgia cannot buy a local number.
  • The 112 fee. According to the Telecom 1 subscriber FAQ (09.09.2026), ₾0.40 is charged monthly per number. A trifle, but worth including in the cost of the number.
  • Call recording. Since 1 March 2024 a new personal data protection law applies in Georgia: audio recording is allowed with the other party's consent, for record-keeping and for security purposes, and the other party must be warned in advance or right at the start of the recording, while the purpose, scope, retention period and access rules must be documented in writing. The spoken recording notice is enabled in the location settings; agree on the exact wording with your lawyer.
  • Presenting someone else's number. The regulator publishes no permission to spoof caller ID, and in practice operators only pass the numbers of your own contract on outgoing calls. Do not plan on "showing a different number" — see "Outgoing calls and Show as".

If it does not work#

  1. "Not registered at provider" right after the number is activated. The SIP host field has the operator's website address or a guessed name such as sip.<operator>.ge in it. Such names do answer in DNS, but they are not your trunk's address: take the address only from your personal account or the activation letter.
  2. CityNet: the Cloud ID <number>@citynet ended up in the SIP host field. That is the identifier of their cloud for their own app, not a registration host. The host has to be requested from support separately.
  3. A second simultaneous outgoing call drops or returns a busy tone. The tariff's outgoing channels have run out: at Telecom 1 the unlimited plans have only one. Buy extra channels or change the tariff.
  4. Registration is up, but incoming calls do not arrive. At the operator the number points not at your SIP account but at their own IVR or queue — a common situation with CityNet and Telecom 1, where the virtual PBX is a separate product. Ask them to point the number directly at the account.
  5. The call connects but audio goes only one way — usually with a contract scheme at a large operator: your PBX address is not in the allowlist for the media stream, or the operator only offers G.729. Give them the static IP and ask for G.711.
  6. You cannot reach 112 from an international number. That is expected: DIDWW and Zadarma numbers have no access to Georgian emergency services, it is not a misconfiguration.

FAQ#

Can I get a Georgian number if the company is not registered in Georgia?#

Not from a local operator: the contract requires a Georgian identification number of a company or an individual. That leaves international providers with Tbilisi numbers (Zadarma, DIDWW). Zadarma has a requirement of its own on top: proof of an address in Tbilisi.

Which number should I choose — a city 32… or a 706…?#

The city one. The 706707 range is reserved in the numbering plan for IP telephony services, and guests see it as a non-geographic number — for a restaurant that looks worse than a familiar Tbilisi 32…. Functionally there is no difference for the PBX.

Is one number enough for a venue with several phones?#

One number is fine, but you need several channels: a channel is one simultaneous conversation. Incoming channels at Telecom 1 are unlimited on every tariff, while outgoing ones on the unlimited plans come down to a single channel — check the outgoing channel count before you sign.

The operator offers its own virtual PBX — do I need it?#

No. IVR, queues, recording and voicemail are already in your Telephony section, and the operator's cloud PBX will conflict with them: the call gets handled twice. Ask for a "bare" SIP account with the number pointed straight at it.

How long does connecting take?#

At Telecom 1 and CityNet — days: sign-up, paying for the tariff, parameters from the account. At Magticom and Silknet — weeks: that is a contract scheme with a corporate department. The fastest route when the number is needed "yesterday" is an international provider, but it will have no access to 112.
