New Zealand: SIP providers and connecting a number to the PBX
We do not issue numbers: the venue buys a New Zealand number from a carrier and brings it into its own PBX as a trunk. The steps that are the same everywhere — trunk modes, form fields, network and the connectivity test — are described in the overview «Connecting a provider's number to the PBX»; this page covers only what is specific to New Zealand: where to get a number, what that provider issues and what of it goes into the admin panel.
The data on this page was collected on 9–10 September 2026 from the providers' own documentation and from regulator and industry-forum materials; links are in the «Sources» section.
In brief#
- The market is small but unusually open. Two New Zealand carriers publish ready-made Asterisk configurations on their websites — 2talk and Hero Internet; even Australia next door has nothing like it. Both offer registration and IP authentication, sign-up is online and credentials are issued immediately.
- The first candidate is 2talk (
lyra.2talk.co.nz, registration, UDP 5060). Everything the trunk form asks for is published: host, ports, transport, theG.711 a-law/u-lawandG.722codecs, RFC 2833 tone dialling and even the addresses their signalling comes from. Next come Hero Internet (sip.hero.co.nz, registration) and Voyager (<your-identifier>.sip.voyager.co.nz, «Cloud Trunk» from NZ$50 per month). - The main local pitfall is the seven-digit number. A line is matched by the last seven digits, and a New Zealand local number is a single-digit area code plus exactly seven digits. The area code is therefore dropped entirely:
09 234 5678in Auckland and03 234 5678in Christchurch are the same line to the PBX. For a two-venue chain in different cities this is not a rare coincidence but a systematic case. 111and112cannot be dialled through the PBX: they are three digits, while outbound rules work from four. A mobile phone on shift is mandatory.- Presenting another one of your numbers on outbound calls does not work on New Zealand trunks without a change on our side — local carriers expect the number in a separate SIP header. Details are in the «If it does not work» section.
- A local carrier will most likely not sell a number to a foreign company. New Zealand numbers are allocated through an industry numbering deed open only to local telecommunications operators; international providers will issue a number, but they require a New Zealand address with proof.
Numbers in the country#
The country code is +64. Inside the country a number is dialled with a leading zero (09 234 5678); the international prefix for calls out is 00. In international format the leading zero is dropped: 09 234 5678 → +6493456789 — that is how the number is entered under «Lines».
- Geographic —
0X XXX XXXX: a single-digit area code (09— Auckland and Northland,07— Waikato and Bay of Plenty,06— Taranaki, Manawatū and Hawke's Bay,04— Wellington,03— the whole South Island) plus exactly seven digits of the local number. The national number is 8 digits, the international one is64plus 8 more. - Mobile —
021,022,027,028,029, and this is a non-geographic category: the subscriber part varies from six to eight digits, older021blocks being shorter than newer ones. There is no single length covering all ranges — each carrier keeps its own detailed dialling plan. 028is the «number with no city attached» range that local carriers sell as a VoIP number (2talk has a dedicated help article about it).- Service numbers:
0800— freephone (6 or 7 digits after the prefix),0508— a second freephone range,0900— premium (5 digits). - Emergency:
111, and112works from mobile networks — both are shorter than four digits. - The form in which the number arrives on an incoming call has no single rule in this country, and that is the second nuance:

⚠️ Seven digits is the entire local number. The PBX compares the last seven digits, and a New Zealand geographic number has exactly that many, so the area code does not take part in the comparison at all. Two numbers with the same local part in different cities will merge into one line. When adding a second venue, compare the number endings at ordering time or handle both with one shared routing rule.

The first three rows are the providers with published parameters; each has a «What to enter in the admin panel» table below. The rest issue the server address and credentials at connection time or work on a different architecture.
2talk#
A New Zealand carrier operating since 2008: it sells both a cloud PBX and a trunk for someone else's PBX, in two schemes at once — Register Trunk (our PBX logs in) and Peering Trunk (authentication by our PBX's static IP). It keeps the most complete public documentation in the country, including ready-made Asterisk configurations. A migration is under way from the older «2talk Plus» platform to the new one, Lyra; a banner in the Cloud PBX portal shows which one an account is on.

What to set up at the provider: in Cloud PBX → Voice Connections create a connection of type Registered Trunk (or Peering, entering our PBX's static IP from the «Server» tab) → set the Pilot Password → enable Preserve DDI if you need the line chosen by the dialled number → assign your purchased numbers to the connection → optionally enable Enable outbound trunking to allow presenting different numbers of the account.
Pitfalls ⚠️ Without the Preserve DDI option the incoming call carries the trunk pilot number rather than the dialled one: choosing a line by number will not work (the provider itself asks you to confirm first that the PBX supports multiple numbers on one registration). The two platforms — sip.2talk.co.nz and lyra.2talk.co.nz — are different addresses on different networks, so when an account is moved to Lyra the address in the trunk card has to be changed by hand or the trunk quietly dies. Enabling peering on an account breaks direct phone registrations on the same numbers — the provider states this explicitly. Their port 5061 is reserved for encryption, which is not supported for trunks.
Useful when troubleshooting: signalling arrives from 27.111.14.99 and media from the 27.111.14.0/24 network (the older platform uses different addresses); the registration is refreshed every 600 seconds, and the provider probes our PBX with an OPTIONS request once a minute, moving traffic to the backup address after three unanswered probes.

Hero Internet#
An Auckland carrier that calls itself an open-source PBX specialist: its website carries a ready-made Asterisk guide with three connection options. It sells SIP trunks, numbers in New Zealand, Australia and more than fifty other countries, a cloud PBX and broadband. The modes are listed on the product page: registration, IP peering and their own IAX2 protocol (the last one does not suit our PBX).

What to set up at the provider: buy or port a number → take the line number and its password from the portal → optionally switch the line to peering mode and enter our PBX's static IP from the «Server» tab → point the number at the line.
Pitfalls ⚠️ At Hero the trunk login is the number itself, and every line has its own password: several numbers mean several registrations, while one trunk on our side is one registration. Create a separate trunk per number, or ask the provider whether the numbers can be grouped onto one line. In their configuration the incoming call is handled without parsing the dialled number, so choosing a line by number will most likely not work — the call is still accepted. The codecs stated are G.711 a-law and G.711 u-law (G.729 only with a licence), G.722 is not named in the guide — the first two are enough for us. Their port 5061 is reserved for encryption, which is not supported for trunks.

Voyager#
A large New Zealand business internet provider from Auckland that bought the telephony operator Conversant in 2018 — its network became the base of Voyager's voice services. The product for a third-party PBX is called Cloud Trunk: from NZ$50 per month plus tax, unlimited calls to New Zealand and Australian landlines, their own diagnostics app for third-party equipment and a backup cloud PBX for when your own system is unreachable.

What to set up at the provider: order a Cloud Trunk with the number of channels you need → ask for four values: Realm, Username, Password and Account Pilot Number → point the purchased or ported numbers at the trunk.
Pitfalls ⚠️ The server address is unique per account — it cannot be guessed, it arrives with the credentials. There is no separate outbound proxy: the same Realm serves as the registration and the sending address. The account pilot number is set in international format without the plus (6498765432) and is presented as the outbound number when a staff member has none of their own. The number of concurrent calls is a hard contractual limit — once channels run out, calls are rejected. The port, transport and full codec list are not published: the values in the table are the standard ones, so verify them against the provider's credentials before the first call.

Providers whose parameters come from support#
Vorco, Voiphub Telecom, Now New Zealand, VoIPLine Telecom, Lightwire Business, Aatrox, 2degrees, PBX.IM
These carriers do offer a trunk for your own PBX, but the server address, login and password are issued by email or in the portal after a contract is signed: the trunk cannot be pre-configured from this page. What to ask the account manager — «What to ask the provider».
- Vorco. A New Zealand business telco whose product is named exactly as needed: «connect your own SIP PBX to us». It is the only one in the country listing codecs on the product page —
G.711 a-law,G.711 u-law,G.722andG.729, a full match with our PBX. The trunk is delivered over the ordinary internet or a private network, your choice. Resilience is built on several border servers with automatic switchover, so with IP authentication calls may arrive from an address other than the one named in the contract: ask them for the full address list, or take the registration mode. Installation and configuration are a paid service. Product: https://www.vorco.nz/voice/sip-trunking - Voiphub Telecom. A small Auckland carrier with the cheapest entry point in the country: a
SIP Lineat NZ$1.50 per channel per month with per-minute rates, or NZ$10 per channel with calls included, plus 14 days free. The codecs are stated on the site —G.711,G.722,G.729. Infrastructure is in New Zealand and they help configure third-party systems. The server address and authentication mode are issued at connection time. - Now New Zealand. A regional internet provider with business voice. It is useful because its help pages spell out exactly what is issued at connection: SIP Username, SIP Password, Channels and SIP Server — that is, the registration mode, with the server address arriving by email at onboarding. Numbers are bought in blocks of ten. There is network voicemail that keeps taking calls even when your PBX is down. Up to an hour of setup help is free, after that it is charged hourly.
- VoIPLine Telecom. A cloud PBX with a visual builder; the outbound trunk is an object on their canvas. The order of work: buy a
SIP Trunklicence and channels → create the trunk object in registration mode → connect it with a line to the inbound number object → press the separate apply-configuration button, otherwise nothing takes effect. The registration credentials live in the object's own settings. Channels are a paid pool: a trunk with no channels assigned does not work. - Lightwire Business. A carrier with networks in New Zealand and Australia, a certified partner of the PBX vendor 3CX; in February 2025 it acquired the New Zealand provider UFONE, contracts are being transferred and the UFONE site redirects to Lightwire. Compatibility is claimed with Asterisk and FreePBX among others, the numbers are New Zealand and Australian, and provisioning is handled manually. The server address is unique per account (for UFONE-legacy numbers it looked like
<identifier>.sip.ufone.co.nz; after the rebrand it needs to be confirmed again). The main trunk number is entered in international format without the plus. - Aatrox Communications. A carrier with New Zealand and Australian arms, a 3CX partner; unlimited and pay-as-you-go plans, local and
0800numbers. The Australian arm of the same platform has a ready FreePBX guide: the mode is registration and the main trunk number is entered in international format. The New Zealand server address is not published — request it by email. - 2degrees Business. The country's third mobile operator. The product is described exactly as we need — «connects your existing phone system to the internet» — but there are no technical parameters, authentication mode or codecs on the public pages at all. It targets businesses with ten or more lines: for a single venue it is probably excessive.
- PBX.IM. An international reseller with a dedicated New Zealand storefront; it states itself that it runs on top of local carrier networks. Numbers in Auckland, Wellington, Hamilton, New Plymouth and Queenstown plus
0800, with connection promised «in minutes». There are no trunk parameters on the pages, and the paperwork for a New Zealand number will be the same as with international providers — a local address with proof.
Carriers that will not work with our PBX#
Spark Voice Connect and One NZ SIP Advanced — why, and what to do instead
- Spark (Voice Connect and SIP Trunking). The country's largest carrier does have a trunk, but it is delivered over Spark's own access circuit to a PBX on the venue's premises, and that PBX is required to send calls through their border server. A cloud PBX like ours will never be reached by such a trunk. For a venue on Spark we suggest porting the number to any provider from the table above. Their specification is still useful as a market benchmark: transport
UDPandTCP(UDP preferred), RFC 2833 tone dialling, quality onG.711andG.722, only the group's pilot number registers, and numbers arrive and leave in national format. Internal extensions there may not start with a one — a direct consequence of111being the emergency number. - One NZ (SIP Advanced). The second-largest carrier. The trunk requires One NZ's own access circuit, a minimum of ten channels, a 24- or 36-month contract and a certified PBX — they run a lab where vendors confirm compatibility. There is no public list of compatible systems and no published parameters. For a single venue on a cloud PBX the product is unusable; for a large chain it is a matter for negotiation.
International providers with New Zealand numbers#
All the large international services sell New Zealand numbers — Telnyx, Twilio, DIDWW, Zadarma, Plivo, Bandwidth, Vonage, Sinch, didlogic, VoIP.ms. Cards for Telnyx, Twilio and Zadarma are already in the catalogue when adding a provider: the server address and mode fill in automatically.
- For a foreign company this is usually the only route. New Zealand numbers are allocated through an industry numbering deed open only to local telecommunications operators, and no local provider describes a public procedure for selling a number to a foreign entity. International providers accept the customer's documents and address through their regulatory bundle.
- What is sold: geographic numbers in Auckland, Wellington and Christchurch and freephone
0800/UIFN. New Zealand mobile numbers (02X) are generally not offered by international providers — DIDWW marks New Zealand mobile and national numbers as unavailable. - Document checks are address-based. At DIDWW New Zealand local numbers require service registration while freephone numbers do not. For a New Zealand local number Twilio asks for the end user's name, a local address and proof of address and/or an identity document, with a PO Box not accepted and the name on the proof of address required to match the document.
- Porting a New Zealand number to an international provider is technically possible — Telnyx has a dedicated article about it — but the request still goes through the New Zealand industry portability system and needs a local receiving carrier.
- What to choose. A venue with a New Zealand entity is better off with a local provider from the cards above; a chain managed from abroad will find an international provider plus the venue's local address in the regulatory bundle more realistic.
Porting a number#
- Both geographic and mobile numbers can be ported — this is a consumer right. The mechanism is run by the New Zealand Telecommunications Forum, the procedure is set by a 2005 Commerce Commission determination, and the technical platform is the industry portability management system.
- The receiving provider files the request on your behalf; nothing needs to be filed with the losing carrier. Before it can activate numbers, a carrier must have access to the industry system — so every number-holding carrier supports porting, and resellers do it through their carrier.
- Timeframes are not fixed in the public documents — they live in the industry forum's processes; carriers usually quote a few business days for a single number. Check the exact term in your provider's contract.
0800numbers are ported by a separate mechanism, not together with geographic ones, and usually take longer.- You cannot «keep the number yourself» when leaving a provider: a company does not own the number, it is always held by a carrier that is a party to the industry numbering deed. If such a carrier leaves the market, it must either switch services off or hand the ranges to another party.
- After porting, check the service address with the new provider: that is the address passed to the
111emergency service.
Rules and paperwork#
Licences, number allocation, caller ID, 111 emergency calls, call recording
- The venue needs no permit. There is no separate licence for internet telephony in New Zealand: the Telecommunications Act 2001 does not license operators, and obligations arise automatically for whoever sells the service. Economic regulation sits with the Commerce Commission and policy with the MBIE ministry. The service is sold to you by whoever provides the trunk.
- Numbers are allocated by the industry, not the state. New Zealand numbers are issued by parties to an industry numbering deed; membership is open only to residents who actually provide telecommunications services and costs on the order of NZ$10,000 a year. The direct consequence: you buy the number from a local carrier or its reseller, not from a registry.
- You may present only your own numbers. The industry scam-calling prevention code approved in November 2022 requires carriers to detect and block calls with a spoofed or missing caller line identity, international calls presenting a New Zealand number first of all. Provider practice: outbound calls may present only the trunk pilot number or a number of your account.
- Emergency calls are
111(and112from mobile networks). They cannot be dialled through our PBX: the numbers are shorter than four digits while outbound rules work from four. This is a deliberate limitation — an emergency call must not depend on an internet link and a cloud PBX. Keep a mobile phone on shift. - The phone does not work during a power cut. A separate Commerce Commission code requires telephony providers to warn customers about this and to give vulnerable consumers a backup way to call
111. This applies fully to a cloud PBX: a venue router without power means no telephony. - Call recording. There is no separate telephony permit: a participant in a conversation may record it, whereas recording a conversation you are not part of is a criminal offence. On top of that the Privacy Act 2020 applies with its openness principle, so business practice is to announce the recording at the start of the call. The spoken recording notice is enabled in the location settings.
If it does not work#
- Registration is up, calls arrive, but the line is not identified. The provider sends the trunk pilot number instead of the dialled one — that is how 2talk behaves without the Preserve DDI option and, judging by their configuration, Hero Internet as well. Enable Preserve DDI at 2talk; at Hero create a separate trunk per number. The call is still handled either way.
- A call to the second number follows the first number's scenario. The last seven digits matched — and a New Zealand local number has exactly seven, so the area code takes no part in the comparison. Separate the numbers by ending when ordering, or handle both with one shared routing rule.
- Outbound calls present the pilot number instead of the chosen one. New Zealand carriers take the presentation number from the separate
P-Asserted-IdentitySIP header, which the PBX does not send by default — the «Present as» field will not work on such a trunk. If you need to choose the number, write to our support: the mode is enabled on the server side. At 2talk you additionally have to enable outbound trunking on the pilot in their portal. - 2talk: the trunk stopped registering after the account was moved. The provider runs two platforms with different addresses (
sip.2talk.co.nzandlyra.2talk.co.nz) on different networks. After a migration, change the address in the trunk card by hand. - 2talk: phones stopped registering after peering was enabled. That is by design at the provider: an account with IP trunking enabled does not accept direct device registrations. Keep the phones on our PBX's extensions rather than directly on 2talk.
- Hero: only one of several numbers works. Their trunk login is the number itself and every line has its own password: one trunk equals one registration. Create a trunk per number.
- The provider offers only the encrypted port
5061. Encryption is not supported for trunks — ask for a plainUDP/TCPaccount; both 2talk and Hero have one. - A Spark or One NZ trunk never comes up at all. Both are sold together with their own access circuit to a PBX on the premises; they cannot see a cloud PBX. Take a trunk from a provider in the table above.

Frequently asked questions#
Can I get a New Zealand number if the company is not registered in New Zealand?#
With local carriers — most likely not: numbers are allocated through an industry deed open only to local telecommunications operators, and none of them describes a public procedure for selling a number to a foreign entity. A foreign company will find it easier to buy the number from an international provider, but a New Zealand address with proof is needed there too: a PO Box is not accepted and the name on the proof of address must match the document.
Registration or IP authentication — which one to choose?#
Registration, if the provider supports it: it does not depend on allow-lists. Take the IP mode when you would rather not store the trunk password — it is openly supported by 2talk and Hero Internet. Either way a dedicated PBX with a static address is required, and it has one. With 2talk, remember that enabling peering breaks direct phone registrations on the same account.
How do I dial 111 through the PBX?#
You cannot: emergency numbers are shorter than four digits while outbound rules work from four. Keep a mobile phone on shift — if the internet or the power goes, a cloud PBX would not place the emergency call anyway. The industry code says the same: telephony that depends on mains power does not replace a mobile for calling 111.
The provider sent the trunk pilot number instead of the dialled one — is that a fault?#
No, that is how some New Zealand carriers work. The call is accepted and goes into routing as «a call from this provider»; you simply cannot pick the line by number. At 2talk the Preserve DDI option in the portal fixes it; at Hero it is easier to create a separate trunk per number.
Why is the number I chose not shown on outbound calls?#
New Zealand carriers expect the presentation number in a separate SIP header that the PBX does not send by default, so the trunk pilot number goes out instead. Write to our support — the mode is enabled on the server side. And remember that only numbers of your own account may be presented: the industry code requires carriers to block calls carrying someone else's number.
How long does connection take?#
At 2talk, Hero Internet and Voiphub — the day you apply: sign-up is online and both the credentials and a new number are issued straight away. Voyager, Vorco, Now and Lightwire take days, with a contract and email exchange. Porting an existing number goes through the industry portability system and usually takes a few business days. In other words, bringing a venue's telephony up in a day is realistic if the number is new.
