Israel: SIP providers and connecting a number to the PBX
This page continues the general guide on connecting a provider's number to the PBX: that page covers what is the same for every operator — the two trunk modes, what to ask the provider, what to enter in the form, network requirements and the connectivity check. Here is the Israeli specificity: who in the country sells a number with a SIP trunk, what that operator issues and what of it goes into Telephony → "Trunks and connections" → "Add provider".
The data was collected on 9 September 2026 from provider documentation, the 3CX catalogue of certified trunks and the numbering plan of the Israeli Ministry of Communications; links are in the "Sources" section.
In short#
- A number with a SIP trunk can be bought in Israel, and the venue needs no licence: the service is provided by a licensed Israeli operator, and you simply connect your own PBX to its trunk. Trunks only work on a dedicated PBX — it has the static IP that nearly every local operator asks for.
- The main feature of this market: Israeli operators do not publish trunk parameters. None of the four large ones (בזק / Bezeq, פרטנר / Partner, סלקום / Cellcom, הוט / HOT) has a public "host, port, codecs" page — the engineering department issues them as a separate document at connection time. You cannot plan an Israeli connection "from the documentation": first the request and the contract, then the parameters.
- First choice without a contract — IsraelNumber. The only Israeli provider with public technical requirements: G.711,
5060/UDPplus RTP10000–20000/UDP, connection without registration via an IP whitelist (Direct-IP) or via ordinary REGISTER, full self-service and a free PBX compatibility test before you buy. The minimum is 5 channels per trunk. - First choice among operators — Partner. The only Israeli operator in the 3CX list of supported providers; it works by IP authorisation (your address goes into a whitelist, there is no registration), the trunk number is entered in national format, and the outbound caller ID may only be a number from your own account.
- The main local pitfall is the SIP User-Agent check. At Cellcom, according to integrator experience, the trunk registers only if the PBX presents the expected User-Agent, and our PBX cannot be told to send an arbitrary one. Ask about this before ordering: if the operator requires the check, the trunk will not come up.
- The second pitfall is the number tail. The subscriber part of any Israeli number is exactly 7 digits, and the PBX matches a line by the last seven digits. So
03-1234567and072-1234567are the same number to it: when you add several lines, make sure their tails differ. - Paperwork. Local operators sell the trunk under a contract with an Israeli legal entity. A foreign company will find it easier to take an Israeli number from IsraelNumber or an international provider, where verification of the account details is enough.
Numbers in the country#
Everything in this section comes from the numbering plan of the Ministry of Communications (edition 5, March 2023).
- The country code is +972; the international prefix from Israel is
00or a carrier-select code (012,013,014,015,018,019). There is no separate national prefix: the leading0is part of the number itself. - The numbering plan is open. A geographic number is 7 digits plus a two-digit area code; inside your own area you dial 7 digits, to another area all 9.
- Geographic numbers — 9 digits in the form
0A-NXX-XXXX: 02 Jerusalem, 03 Tel Aviv, 04 Haifa and the North, 08 Shfela and the South, 09 Sharon. - Mobile numbers — 10 digits in the form
05R-NXX-XXXX, always dialled in full between networks. - National internet-telephony numbers — 10 digits in the form
07P-NXX-XXXX, i.e. the ranges 072–079. These are what VoIP providers and cloud PBXs hand out; locals do not read such a number as a "city" number. - Toll-free and service numbers — 10-digit
1-800…,1-700…; short business numbers are*plus four digits (for handsets without*the prefix1222is dialled instead). - From abroad the number is dialled as
972plus the number without the leading zero:+972 3 1234567.
On the Lines tab the number may be entered in any format — the PBX matches the last seven digits. For Israel that matches the subscriber part exactly: the line will be found whether the operator sends +9723XXXXXXX, 03XXXXXXX or the bare 7 digits.
⚠️ The flip side is that the prefix is not part of the match. Two venue numbers with the same last seven digits (say, the geographic 03-5555555 and the national 072-5555555) become a single line for routing. If you have several numbers, compare the tails in advance and ask the operator for a different number if they collide.
⚠️ The format of the incoming number differs between operators. Partner works in national format (the 3CX template example is 559686102, with the leading zero removed), while Telxi and Twilio use E.164. What Bezeq, Cellcom and HOT put into a call is not publicly described — ask at connection time so that the line matches what actually arrives.

The first four rows are the providers where it is known in advance what exactly to enter: their cards are below. For the other Israeli operators the parameters are issued as a document at connection time — they have a separate section.
IsraelNumber (ITC IP Technologies)#
An Israeli VoIP operator and number aggregator: it sells geographic, mobile and toll-free numbers in Israel (and 140+ other countries) and, as a separate product, a SIP trunk to a third-party PBX. The connection is fully self-service: create an account → pick numbers → pick the number of channels (minimum 5) → configure the trunk. Before you buy, the provider offers a free PBX compatibility test; once configured, the trunk credentials arrive by email.

What to set up at the provider: buy a number (Inbound → Local Numbers) and pick the number of trunk channels (at least 5) → My Account → IP Settings → Create and add the static IP of your PBX with a /32 mask (the "Server" tab → "Static IP") → for each number set Call Forward → Direct-IP to the same address → make sure 5060/UDP and RTP 10000–20000/UDP are open both ways on their side.
Pitfalls ⚠️ If several of the provider's accounts send calls from one IP, each needs its own Prefix or X-Header, otherwise the operator cannot tell whose traffic it is. Compatibility is defined by the provider through G.711 — enough for our PBX, though G.722 is not mentioned in its requirements. The 5-channel minimum makes the trunk somewhat expensive for a single small venue.

Partner (פרטנר)#
The country's second largest operator and the only Israeli operator included by 3CX in its list of supported providers — which means its interconnection with an ordinary Asterisk-compatible PBX is a beaten path. The product is called "Partner SIP Trunk — the link to your IP PBX"; there is no online ordering, and the engineering department issues the parameters as a separate document.

What to set up at the provider: hand over the static IP of your PBX for the whitelist → request the interconnection document (signalling and media addresses, From Domain, Contact User, the expected SIP User-Agent, the codec list, T.38 fax parameters) → point the purchased numbers at the trunk → agree the outbound caller ID format (national, 9 digits, no leading zero).
Pitfalls ⚠️
- The media address differs from the signalling one. The form only takes one SIP host, so the second address has to be given to us in advance — otherwise the call connects but there is no audio.
- The expected SIP User-Agent. If the operator checks it, the trunk will not come up: our PBX cannot be told to send an arbitrary User-Agent. Ask about this before signing the contract.
- Caller ID is limited to numbers on your account: "You can only present numbers associated with your account as Outbound Caller ID". Any other number in the "Present as" field will be rejected.
- Lead time. There is no online ordering; a connection takes weeks — the contract, the engineering document, agreeing the whitelist.

Cloudonix#
An Israeli programmable-telephony platform with "ultra elastic" SIP trunking. It sells no numbers: you bring your own number and operator, and the platform provides the interconnection and the call logic. For our setup that is an extra link unless you need its scenarios (voice AI agents, mobile SDKs) — but it is the only company in the country with a public guide containing a ready-made Asterisk config.

What to set up at the provider: create a domain in Cockpit → Outbound Trunks → a new trunk whose SIP Address is the static IP of your PBX → optionally set the SIP Authentication login and password → route inbound calls to the domain via Inbound Trunks.
Pitfalls ⚠️ The platform's codecs are ulaw and alaw, DTMF is RFC 2833 and direct media is disabled: everything matches our PBX, so no extra negotiation is needed. But an Israeli number still has to be bought from a local operator or an international provider — Cloudonix sits as a layer between it and your PBX.

Telxi#
An international self-service provider included by 3CX in its supported list specifically for Israel: online sign-up, a self-service portal, and the trunk number entered in E.164.

What to set up at the provider: SIP trunks → Add new (Trunk ID and password) → the DID Number tab → attach the purchased Israeli numbers to the trunk → enter numbers in international format, as the provider requires.
Pitfalls ⚠️ The 3CX certification confirms that the provider works in the country, but not that it has Israeli numbers in stock — search the portal before paying. The provider's codecs include G.729, which our PBX does not have; make sure G.711 stays the preferred codec on the trunk. An Israeli number issued by an international operator may be displayed to local subscribers differently from a "native" geographic one.

Operators "under contract"#
Cellcom, Bezeq, Bezeq International, HOT, Voicenter, PayCall, Connect Telecom, Omnitelecom — what is known
All of these do have a trunk, but the parameters (host, port, mode, codecs) are issued as a document at connection time, so there is no "what to enter" table for them. Ask using the list from "What to ask the provider" and add four Israeli questions: is there a public SIP address that a call from the cloud can reach; do you accept our static IP in the whitelist; which SIP User-Agent do you expect; in which format does the number arrive in the call?
- Cellcom (סלקום) — "SIP TRUNK: the technological interface connecting the organisation's IP PBX to the telephone network", channel packages from roughly 5 to 15 and up, registration mode. ⚠️ Per the experience of Israeli integrators the trunk only registers with the "right" SIP User-Agent: 3CX has such a field, Asterisk-compatible PBXs do not. Our PBX does not send an arbitrary User-Agent, so "do you check the User-Agent?" should be your first question.
- Bezeq (בזק) — the incumbent; interconnection with a private PBX is sold as PRI / IP PRI, and there is also a cloud IP Centrex. ⚠️ In Israeli procurement "IP PRI" and "SIP trunk" are often used as synonyms, and the incumbent's trunk frequently rides on its own access line and terminates on its equipment at the venue — a dead end for a PBX in the cloud. Word your request as "a SIP trunk over the public internet to our PBX in the cloud".
- Bezeq International (בזק בינלאומי) — the international arm of the same group with business telephony; SIP lines exist, public parameters do not. Agree an escalation channel with support in advance.
- HOT Telecom (הוט) — the fourth large player; market reviews describe its trunk as a "SIP Trunk + internet access" bundle. The key question is whether the trunk is sold without their internet access.
- Voicenter — a large cloud-telephony operator with its own
07xnumbers; it advertises SIP trunk support and issues parameters as an integration document. Its main product is its own PBX, so ask for the "trunk to an external PBX" explicitly. - PayCall (trunk.co.il) — a dedicated SIP trunk product that explicitly lists Asterisk, FreePBX, 3CX and Issabel; regional and national numbers, IP restrictions, outbound CLI rules, reports and an API. Neither parameters nor prices are on the site — they come at connection time.
- Connect Telecom (קונקט טלקום) — "SIP TRUNK lines" for on-premise and independent cloud PBXs, with no lock-in to an infrastructure provider and with porting of existing numbers. There is no public confirmation that the operator accepts calls to an arbitrary foreign address — ask directly.
- Omnitelecom (Local03) and 019 Telzar / 018 Xphone — no publicly described "trunk to a third-party PBX"; clarify via the sales department.
Note that some Israeli sites do not open from foreign addresses, so it is easier to review these operators' offers from an Israeli connection or directly through a sales manager.
International providers with numbers of this country#
Israeli numbers are also sold by international providers; their trunk parameters are the same for every country — take them from the provider's card in the admin catalogue or from "Add provider". Here is only the Israeli specificity:
- Zadarma — the cheapest entry: national
+972 77(free setup, about $3 per month), mobile+972 55, geographic Tel Aviv+972 3and Jerusalem+972 2. The number is activated after verification of the details you enter, and a specific number cannot currently be chosen — it is issued at random; porting your own Israeli number to Zadarma is advertised as free. - DIDWW — Israeli geographic numbers by zone (
972-2,972-3and others), national972-77and mobile972-55; the company presents itself as a licensed operator in 30+ countries. The document requirements for an Israeli number are not spelled out publicly — clarify when ordering. - Twilio — for Israel it is the only provider with Preferred status in the 3CX catalogue, and the trunk number is entered in E.164. Check the regulatory requirements for an Israeli number in the Regulatory Guidelines section of its portal.
- Telxi — see the card above: certified by 3CX for Israel, self-service, E.164.
- Telnyx, Vonage, Plivo, Bandwidth, Sinch, Infobip advertise broad coverage, but we have not verified live Israeli numbers in their accounts — search the portal before ordering.
Common to this market. An international +972 solves the "we need an Israeli number on a cloud PBX" problem without an Israeli legal entity, but: locals read a national 072/077 as a VoIP number rather than a city one; the duty to provide emergency calling from such a number lies with the provider, so ask about it separately; and if the Ministry of Communications introduces the anti-spoofing measures it is currently studying, the "Israeli caller ID via a foreign operator" scheme may stop working.
Number porting#
- Number portability in Israel is mandatory and has worked since 2 December 2007 — that is stated in the numbering plan, while the timescales, fees and the procedure for filing are described in a separate ministry document on portability: check the current edition with the receiving operator.
- Providers advertise porting too: Connect Telecom offers porting of existing numbers into its system, Zadarma offers free porting of an Israeli number to itself.
- The number remains a state resource, not the subscriber's property: it is granted "for use only, without transfer of ownership rights", and an operator may not change a number already assigned to you without the regulator's permission. In practice: a venue's number can be moved between operators, but it cannot be "bought forever".
- A geographic number is tied to its area by the numbering plan itself (the area is the
02,03,04,08,09prefix);07xwas designed from the start as a national number with no geographic attachment. If the venue moves between cities, a07xnumber survives the move more easily. - What to clarify when porting: how the operator registers the installation address for emergency calls (a PBX in the cloud has no geographic address) and what happens to the settings at the previous operator — the voice menu, forwardings, fax.
Rules and paperwork#
Regulator, licences, where the PBX physically sits, caller ID, call recording
- The regulator is the Ministry of Communications (משרד התקשורת). Electronic communication services may be provided by a licence holder (a general licence for the incumbent and the mobile operators, a unified general licence for the rest) or by a provider registered under the 2022 general permit. As a subscriber the venue files nothing — that is the operator's duty.
- The numbering resource is national. Ranges are allocated by the ministry to operators, not to subscribers; a fixed-telephony operator is entitled to a range of up to 10,000 numbers in the
07prefix and a range of the same size in each requested geographic area. - The "90% of equipment in Israel" rule. An operator receives a further range only if 90% of the terminal equipment used by its subscribers is located within the country. The rule addresses the operator, not you, but it is exactly why the question "where does your PBX physically sit?" will come up during connection — answer honestly: a cloud with a static Israeli or European address.
- Caller ID. There is no separate statutory ban on spoofing; the limit is set by the operator itself — "only numbers on your account". Trade press reports that the ministry is studying anti-spoofing measures along the US/Canadian model; we have not confirmed that against a primary source.
- Emergency calls. Regulations adopted in 2025 prohibit blocking calls to emergency and crisis centres. The short numbers (100, 101, 102) are part of the numbering plan as abbreviated numbers. Access to them is a question for your operator — ask it in writing.
- Call recording. There is no telephony-specific rule: the 1979 wiretapping act (recording by a party to the conversation) and the privacy protection act apply. The practice is an announcement at the start of the call; in the admin panel it is enabled in the location settings.
- KYC. Local operators sign a contract with an Israeli legal entity or sole trader, with an Israeli bank account. None of them sells a number "by card, no documents"; a foreign company will find it easier to go through IsraelNumber or an international provider.

Frequently asked questions#
Where to start if nothing is connected yet?#
If you have no Israeli legal entity or need a number within a day — IsraelNumber: it has public technical requirements, self-service and a free PBX compatibility test, and connecting via an IP whitelist needs neither a login nor a password. If the venue is Israeli and needs a "real" city number — Partner: it is the only local operator certified by a PBX vendor, it works by IP authorisation and issues a clear interconnection document.
Why are there no parameter tables for Bezeq, Cellcom and HOT?#
Because they do not publish them: the host, port, mode and codecs arrive in an engineering document after the contract is signed. This is a feature of the Israeli market specifically — in Europe such datasheets are usually on the website. Ask for the parameters in writing using the list from the general guide, and always add the questions about the SIP User-Agent and about whether the call will reach our PBX in the cloud.
Can I get an Israeli number without an Israeli company?#
Yes. IsraelNumber sells Israeli numbers self-service with verification of the account details, at Zadarma an Israeli number is activated after the details you enter are verified, and DIDWW and Twilio apply their own document checks. Local operators will require an Israeli legal entity and an Israeli bank account.
How does a 072/077 number differ from a geographic 03 one?#
The 072–079 ranges are national internet-telephony numbers: they are not tied to a city and cost less, but locals recognise them as "internet numbers" rather than the number of a venue in their neighbourhood. For a café or a salon whose neighbours call it, an area number (02, 03, 04, 08, 09) looks more convincing; for delivery or a call centre it makes no difference.
Why are two of my numbers routed identically?#
The PBX matches an incoming call to a line by the last seven digits of the number, and in Israel the subscriber part of any number is exactly 7 digits: numbers differ only by the prefix, which is not part of the match. That is why 03-1234567 and 072-1234567 are indistinguishable for routing. The fix is either separate trunks at different providers or a number with a different tail.
