Sweden: SIP providers and connecting a number to the PBX

This page continues the general guide on connecting a provider's number to the PBX: that page covers what is the same for any operator — the two trunk modes, what to ask the provider, what to enter in the form, network requirements and the connectivity check. Here are the Swedish specifics: who in the country sells a number with a SIP trunk, what that operator issues and what of it to enter in Telephony → "Trunks and connections" → "Add provider".

The data was collected on 9 September 2026 from operator documentation, PBX vendor certifications and materials of the regulator PTS (Post- och telestyrelsen); links are in the "Sources" section.


In short#

  • You can buy a number with a SIP trunk in Sweden, and a venue needs no licence. Instead of a licence the country has a notification to PTS, and it is filed by the operator you take the number and the trunk from.
  • The market is split in two. The big three — Telia, Tele2, Telenor — sell a trunk together with their own access line. The second tier (InfraCom/Weblink, Cellip, Gotanet, GlobalConnect, QuickNet) sells it "accessoberoende": any internet provider will do, which is exactly what a PBX living in the cloud needs.
  • The first choice is InfraCom / Weblink in registration (REGISTER) mode: the only operator in the country with a published guide for Asterisk specifically, with server addresses and ports known in advance. The second is Cellip (same group, separate platform and a public price list) with the same REGISTER mode.
  • The fastest route is 46elks: a Swedish number is bought in the dashboard within minutes, with no corporate contract. But it is a SIP address rather than a trunk, and it comes with a caveat about multiple numbers — see its card.
  • The main local pitfall is "a trunk together with our own access". Ordering from Telia or Tele2 "as usual" and only then learning that they will not connect your PBX in someone else's cloud that way is the most likely way to lose a couple of weeks.
  • The second pitfall is caller ID. Since late 2024 Swedish operators have been obliged to block spoofed numbers, and in practice that means you may present only numbers from your own contract; anyone else's will not pass.
  • A geographic number is issued against an address in Sweden. Without a Swedish presence what remains are numbers of the 10 range, mobile numbers and toll-free 020.

Numbers in the country#

  • The country code is +46, the national prefix is 0. The dialling plan is open: within your own area code only the subscriber number is dialled, between areas it is 0 + the area code.
  • Geographic numbers — 264 area code regions, and the area code may be one, two or three digits: 8 — Stockholm, 31 — Gothenburg, 40 — Malmö, 18 — Uppsala, 21 — Västerås, 11 — Norrköping, 13 — Linköping, 19 — Örebro, 23 — Falun, plus three-digit ones such as 120. The number without the leading zero is 8–9 digits long.
  • The 10 range holds numbers not tied to a location (exactly 9 digits, 10 AXX XX XX); 20 is toll-free for the caller (6–9 digits); 077 is shared cost.
  • Mobile numbers are 070, 072, 073, 076, 079, nine digits. The 078 series opens on 1 October 2026 — if the venue gets such a number, check that the forms and directories you publish it in accept it.
  • Dialling: inside the country it is 0 + area code + number (for mobile and 020 numbers, the full number), abroad it is 00 + the country code. The emergency number is 112.

On the Lines tab the number may be entered in any form: the PBX compares the last seven digits. Swedish operators send the incoming number differently — Cellip writes an account as 46855115113 in its own configuration example (that is, E.164 without the plus), while some operators deliver the national 08… form — but the tail is the same in both cases, so matching works without any tuning. Still, fix the format in your order: every provider has its own.

Short numbers and "Present as"

Matching by the last seven digits only stumbles on a short number: a number in the 020 range may have just six digits. For a venue with one to three lines that does not matter, but if you have many numbers and some of them are short, check that the lines are not confused with one another.

Presenting someone else's number on outbound calls is not possible in Sweden. Since 4 November 2024 operators have been obliged to stop incoming international calls that look like a Swedish geographic number, and since 3 March 2025 the same applies to mobile ones; operators have aligned their outbound policy with that. Our trunk goes through a Swedish operator's internal interconnect, so the ban does not hit it, but in the "Present as" field on the Outbound tab it only makes sense to put a number from your own contract. The number is sent to the provider in the From header, and that is enough for the Swedish operators we checked.

The first four rows are providers whose parameters are known in advance: their cards follow below. After them come Telia and the operators that issue parameters under contract; who will not work is at the end.


A Gothenburg operator, InfraCom Communications AB; the technical platform and the documentation live under the Weblink brand, while Cellip is its subsidiary brand on a separate platform. The product is "SIP-trunk för företag": two geographically separated data centres, numbers and termination in 60+ countries, TLS/SRTP offered as an option rather than a requirement. Ordering goes through sales, under a contract with a Swedish company.

The parameters below come from the operator's own guide for Asterisk/FreePBX (updated on 20 September 2021) — not a retelling, but a document from the service provider itself.

What to set up with the provider: order the trunk and the number of simultaneous calls → hand over the static IP of your PBX (the "Server" tab in the Telephony section) → have the purchased or ported numbers routed to this trunk → put the G.711 codec and the format in which the incoming number arrives in writing.

Pitfalls ⚠️ The operator has two proxiescust01 and cust02 — and they do not back each other up automatically: the guide explicitly suggests either picking one or creating two trunks, one per proxy. Leave a single connection and an outage on its proxy means silence. Second: the configuration template has no codec list line — G.711 is implied, but it is worth requiring it in writing and asking about G.722 at the same time. Third: the documentation sits on the weblink.se domain while the contract is with InfraCom; mention both names when you contact support. Cellip#

The same holding as InfraCom (acquired in 2018), but a separate brand on a separate platform. A rare case of a public price list for the country: "SIP-trunk Bas" is 15 lines for 296 kr a month, 19.50 kr a month per number in the trunk, with a 995 kr setup fee on a 24-month contract or 1995 kr on a 12-month one; help with configuring the interface is 695 kr an hour. The service is "accessoberoende": any internet provider will do, with a single requirement — at least 100 kbit/s per simultaneous call in each direction. Numbers cover Sweden and 75 more countries.

The parameters come from the operator's own "Asterisk skola": the configuration example sits on their site and includes the line disallow=all / allow=ulaw / allow=alaw, which is exactly our codec set.

What to set up with the provider: in the "Mina sidor" dashboard — which numbers belong to the trunk and where calls should be forwarded in an outage; if you work by IP, hand the static address of the PBX to the operator; when ordering, clarify the number format in incoming calls and the number of channels.

Pitfalls ⚠️ The operator states explicitly that with a trunk the registration step may be skipped — calls will reach your address without it; still, REGISTER is the easier start, as it does not depend on allowlists. The Cellip site has not been updated for a long time (the footer says "© Cellip 2000-2019" and some pages have broken encoding) — the company itself is alive, but confirm the prices and the server address with sales before signing. The operator additionally supports G.729 "for a weak link": we do not need it and it should not be written into the offer. Sources: Cellip — Asterisk skola sip.conf, SIP-Trunk Bas — 09.09.2026.


46elks#

A Stockholm CPaaS: SMS and voice over an API, with virtual numbers for Sweden and other countries bought in the dashboard on your own. This is the fastest way to get a Swedish number without a corporate contract and a project installation.

The order is this: in the 46elks.se/dashboard go to Numbers → Buy number and buy a number, making sure to pick the option with voice support → email support (help@46elks.com) and ask for a SIP number for the account (30 kr a month; it is not created by a button) → on the purchased number, set the voice_start field to {"connect":"<your SIP number>"}.

What to set up with the provider: buy a number with voice, request a SIP number, link them through the voice_start field.

Pitfalls ⚠️ This is a SIP address rather than a trunk, to which a specific number is forwarded: the incoming call will almost certainly carry the login of the SIP number instead of the number itself, so lines in the admin panel will not be told apart. The call is still accepted and goes into routing as "a call from this provider" — only the "this number → this scenario" rule will not fire. Several numbers mean several SIP numbers, or a single entry point with the sorting done inside our PBX. Codecs and the tone-dialling method are not described in the guides — ask support, which works 9:00–16:00, with an on-call shift around the clock. Telavox#

A Malmö platform: a cloud PBX plus mobile connectivity, operating in Sweden and eight more countries. It has no outward trunk to a third-party PBX — Telavox sells its own växel. What it does have is the "Egen hårdvara" mode: a SIP account for a user (an extension) that can be entered into any SIP device, including our PBX. This option makes sense when the venue already uses Telavox and does not want a second operator.

What to set up with the provider: request the SIP-uppgifter from support on behalf of the company administrator (they are not visible in self-service), create a separate extension for our PBX and route the required number to it.

Pitfalls ⚠️ This is a user account rather than a trunk: the incoming call carries the extension login and no number, so lines cannot be told apart by number, and several numbers require several accounts. The operator states outright that it is not responsible for third-party hardware and does not troubleshoot it. The Telavox network is 80.83.208.0/20, media runs over UDP in a wide port range, registration is repeated every 3600 seconds (support can lower the interval to 240), and they ask for "SIP ALG" on intermediate equipment to be switched off. Telia Sverige (Telia Entry)#

The largest operator in the country. Its SIP trunk is called Telia Entry: packages from 4 to 2000 simultaneous calls, no lock-in period, connecting "a traditional växel, a contact centre or a UC platform". The server address and the credentials (if they are needed at all) are issued by an engineer at installation, so there is no "what to enter" table here — instead there is a list of what to find out before signing.

What is known from public documents — the AudioCodes certification for Telia Entry (LTRT-39275, February 2018) and the operator's product page:

  • signalling is SIP over UDP or TCP, port 5060; our PBX works with either;
  • the only codec is G.711 A-law — we do have it, but G.711 u-law and G.722 should not be written into the offer;
  • in the certified configuration the operator uses no credentials, authorisation goes by address — that is, the by IP mode; confirm this when ordering, the document is eight years old;
  • the operator sends keep-alive probes with a "zero" hop counter — for our PBX as the endpoint that is fine, but if someone's intermediate node ends up between us and Telia, the probes will not reach us.

⚠️ The key condition of the service: Telia Entry assumes that their own access — Bredband Pro, Bredband Plus or DataNet — is the underlying network. For a PBX in someone else's cloud what remains is the separately stated option "over the customer's public internet, but without the same call quality guarantees", and its description contains the word "krypterat". Find out before signing whether that means TLS/SRTP: our PBX does not support encrypted signalling for trunks at all. Operators that issue parameters under contract#

For these operators a trunk for a third-party PBX is a regular product, but the server address, the authorisation mode and the credentials appear only in the contract or after installation. Three questions are mandatory in any conversation: do they hand over the trunk over UDP or TCP (we do not support encrypted signalling), is G.711 enabled, and will they allow the trunk to reach a PBX in someone else's cloud rather than on the venue's premises. The rest is in What to ask the provider.

  • Tele2 Sverige — the "(S)IP-Telefoni" product; the operator does not cap the number of lines in your PBX and offers destination barring. However, the basic option is described as a VPN over the operator's own network rather than the open internet — ask about connecting a cloud PBX explicitly and as your first question.
  • Telenor Sverige — the SIP trunk stays at the level of a glossary entry, while the shop window leads to the cloud Telenor One. A trunk to your own PBX is sold through sales; ask for "SIP-trunk till egen växel" specifically, otherwise the conversation will drift to the cloud PBX.
  • GlobalConnect Sverige — a Scandinavian infrastructure operator, numbering in 50 countries, direct interconnects with every major Swedish operator, and the key point for us: "fungerar med alla internetanslutningar" — their own access line is not required. Clarify how many session border controllers they will give you: the operator has two pairs of them, and with IP authorisation you have to accept the addresses of all of them, otherwise some incoming calls will not arrive.
  • Gotanet — a rare case of a public price list and an online order form: 500 kr setup, 4 channels — 100 kr a month, 10 channels — 200 kr a month, 30 channels — 500 kr a month, with no lock-in; caller ID presentation is a paid option at 10 kr a month. Ordering runs through a form with an Organisationsnummer and BankID, with a porting checkbox. The service runs "over any IP network", and the connection point is a double set of session border controllers. The operator recommends encrypting the signalling (TLS or IPSec) — check whether they accept plain UDP: we have no TLS for trunks.
  • QuickNet (ex-Affinity) — an operator from Västerås; the trunk is rented in tiers of 4, 6, 8, 10, 15, 30 and 60 channels, expansion carries no setup fee, and numbers are either ported or issued new. The requirements for the link are mild; sales contacts are listed right on the product page.
  • SipOnline Sweden — a Gothenburg company, a niche seller of trunks for telemarketing and diallers: Swedish, mobile and international numbers, geographically redundant trunks. There is no price list or parameters on the site — only a quote request. For a venue it is not the first choice, but as a source of numbers with a trunk it works.
  • Dstny Sverige / Soluno — a cloud PBX that is also its own operator: its own numbers and subscriptions, partnerships with all major operators. An outward trunk to a third-party PBX is not described publicly — ask sales directly whether they sell a "SIP trunk till egen växel".

Who will not work#

  • Bahnhof — an internet provider from Uppsala. It does have IP telephony, but according to numerous customer accounts it is sold only together with their own box, and the operator does not hand out settings for a third-party SIP device: the stated motive is the hacking risk and the bill that would land on the customer if the device were compromised. We did not find an official wording on the Bahnhof site, so it is worth checking with support, but do not count on a trunk. If the venue's internet comes from Bahnhof, that is fine: the link stays theirs, while the number and the trunk are taken from another operator.
  • Tre (Hi3G Access) — the fourth mobile operator. As of September 2026 we found no public page about a SIP trunk for a third-party PBX: the business offering consists of mobile subscriptions and a cloud växel. If Tre is already your operator, ask corporate sales whether a trunk exists outside the cloud växel; if not, the number is taken from another operator and ported if needed.
  • Cloud PBXs "as they are" — Telavox and Dstny sell their own platform and at best hand out a user account. Connecting is technically possible (see the Telavox card), but you will not receive the dialled number in the incoming call.

International providers with Swedish numbers#

International number services fit when a local operator will not give you a trunk or when you need a number without a Swedish contract. Their trunk parameters are the same for every country — see the provider card in the catalogue when adding a connection; here are only the Swedish specifics.

  • Twilio — Swedish numbers of three kinds: local, national +4610… and toll-free +46200…. The requirements are strict: an address in Sweden (for local and toll-free numbers, within the area covered by the prefix), and a PO box is not accepted; a company needs an Organisationsnummer from the Bolagsverket register plus proof of address (an extract, a utility bill, a tax notice, a lease or a title deed), while an individual needs an ID and proof of address.
  • Zadarma — sells self-service: a mobile number in the 0766 series ($6 setup, $3–6 a month), a toll-free 020 ($10–15 a month) and dozens of geographic ones — 033 Borås, 0431 Ängelholm, 0243 Borlänge, 0470 Växjö, 021 Västerås and others — at $2–4 a month. A geographic number requires a document and an address in the country of the number, a mobile one requires a passport and a current address. A number comes with two lines and automatically becomes the account's presented number. Note that Zadarma passes the dialled number in a separate header — which is exactly the situation where lines cannot be told apart in the admin panel.
  • DIDWW, Telnyx, Bandwidth, Plivo, Vonage, Sonetel, didlogic — Sweden is within their coverage, and the document and address requirements are as "country-specific" as Twilio's. Check the availability of the particular area code in the dashboard before paying.
  • Sinch — the company is Swedish, but that grants no relief on documents: the requirements are the same, as they come from the regulator rather than from the operator.

Common to all international providers: you may present only your own number on outbound calls; calls to 112 are either a separate service or absent altogether; and a geographic number requires an address in Sweden, so for a micro venue without a Swedish company a number of the 10 range or a mobile one is more realistic.


Number porting#

  • Porting is mandatory and free. The application is filed by the new operator: you contact them, they contact the previous one. Under the regulator's rules the transfer takes up to a week.
  • The administrative centre for porting is SNPAC AB (Swedish Number Portability Administrative Centre): the releasing operator is obliged to notify it of the transfer.
  • ⚠️ A geographic number ports within its own area code region. Moving it to another region is possible only if the operator allows it. For a venue relocating between cities this means a Gothenburg 031… number will most likely not survive a move to Stockholm; a number of the 10 range or a mobile one is not tied to an address.
  • A number in an individual's name is sold by smaller operators (Cellip, Gotanet), but a business trunk comes under an Organisationsnummer and a credit check; at Cellip the alternative is prepayment.
  • The emergency address is tied to the contract rather than to the SIP registration: when the venue moves, it is updated with the operator.

Rules and documents#

Licences, documents for a number, caller ID and call recording
  • A venue needs no licence. The governing act is Lag (2022:482) om elektronisk kommunikation: instead of a licence there is a notification to PTS, filed by the operator you take the number and the trunk from. Numbering is allocated by PTS: blocks go to operators, operators hand numbers to subscribers, and rights to geographic numbers are valid within the area code region.
  • Documents. Local operators require a contract with a Swedish company (an Organisationsnummer from the Bolagsverket register) and an installation address; some operators (Cellip, Gotanet) sell through an online form signed with BankID and a credit check. International providers ask for essentially the same: an address in Sweden and a supporting document.
  • Number spoofing is blocked technically. The PTSFS 2024:2 regulation obliged operators to stop incoming international calls carrying a Swedish caller ID: from 4 November 2024 those looking like a geographic number, and from 3 March 2025 those looking like a mobile one (after checking that the subscriber is not roaming); in some cases the presentation itself is blocked instead of the call. Major operators implemented this back in December 2023 following the regulator's guidance. The practical conclusion for us is a single one: you may present only numbers from your own contract.
  • The emergency number is 112. Telecom operators include it in the trunk service as a standard feature; with virtual number services it is not guaranteed — ask about it separately.
  • Call recording needs no separate telephony permit: the general GDPR rules apply (a lawful basis and informing the other party) along with the confidentiality of communications. The announcement at the start of a call is enabled in the location settings.

If it does not work#

  1. Incoming calls arrive every other time. InfraCom has two proxies (cust01 and cust02), GlobalConnect has two pairs of session border controllers and Gotanet a double set. A connection recognises incoming calls by its own SIP host, so calls from the second node look like they come "from an unknown address". Create a second connection with the same set of numbers or, with IP authorisation, ask the operator for the list of all their addresses.
  2. The call connects but there is silence. The codecs did not match. InfraCom's template spells out no codec list, and Telia Entry declares G.711 A-law only. Ask the operator to enable G.711 in writing — see the requirements for the provider.
  3. The operator says the trunk runs over their own network. That is Telia (Bredband Pro/Plus or DataNet) and Tele2 (their VPN). Explain that the PBX sits in the cloud on a static address and ask for the "over the public internet" option; with Telia, clarify what "krypterat" means — if it is TLS/SRTP, the setup will not work.
  4. Incoming calls arrive but the line is not selected. With 46elks and Telavox the incoming call carries the account login instead of the number. The call is served, but the "this number → this scenario" rule will not fire: create a separate account per number or sort the calls inside our PBX.
  5. The connection does not answer on port 5060. Cellip and 46elks do not spell out the port in their documentation, and 5060 is a reasonable default rather than a fact from the contract. Press Check connectivity: if the server stays silent, ask support for the port.
  6. Outbound calls are rejected or go out with the wrong number. Swedish operators only let through numbers from your contract — a consequence of the anti-spoofing rules. Remove someone else's number from the "Present as" field on the Outbound tab; the format is adjusted with a prefix in the rule.
  7. The operator insists on encrypted signalling. For Gotanet it is a recommendation, for Telavox and InfraCom an option. Ask for plain UDP: our PBX does not support TLS for trunks, and none of the operators we checked makes it mandatory in Sweden.

Frequently asked questions#

Which provider should I pick if nothing is connected yet?#

InfraCom / Weblink or Cellip. The first has its own Asterisk guide, server addresses known in advance and the registration mode; the second has the same plus a public price list and an online order form. Both sell the trunk "accessoberoende", that is, without requiring their own internet link — and that is the key condition for a PBX that lives in the cloud.

What is the fastest way to get a Swedish number?#

46elks: the number is bought in the dashboard within minutes, and the SIP number for the account is created by an email to support. Remember the caveat — it is a SIP address rather than a trunk: with several numbers the lines in the admin panel will not be told apart. For a single line per venue the option is excellent; for a chain of several venues it is better to take a trunk from InfraCom or Cellip right away.

Can I get a Swedish number if the company is registered outside Sweden?#

A geographic one — practically no: both local operators and international providers require an address in Sweden, and Twilio warns outright that a PO box is not accepted. The realistic options without a Swedish presence are a number of the 10 range (not tied to a location), a mobile one or a toll-free 020 from an international provider.

Why might a trunk from Telia or Tele2 not fit?#

Because both sell it together with their own access line: Telia with Bredband Pro/Plus or DataNet, Tele2 with their own protected network. Our PBX sits in the cloud, so an explicitly stated "over the public internet" option is needed. Telia has one, but it is described as "krypterat" — before signing, find out whether that means the encrypted signalling we do not support.

Does the Swedish blocking of spoofed numbers get in our way?#

For incoming calls, no: the trunk runs through a Swedish operator's internal interconnect, while the rules target calls from abroad carrying a Swedish caller ID. For outbound calls, yes, but in one place only: you may present exclusively numbers issued under your own contract. Someone else's number in the "Present as" field will either be replaced by the operator's own or cause the call to be rejected.

How many simultaneous calls should I order?#

A venue usually needs two or three: one call with a guest, another with a courier or a supplier. Cellip's entry plan gives 15 lines straight away, Gotanet sells channels in batches of 4, 10 and 30, and QuickNet from 4 to 60. Ask about the number of channels before signing: "busy after the second call" almost always means a contract limit rather than a fault.
