Lithuania: SIP providers and connecting a number to the PBX
This page continues the general guide on connecting a provider's number to the PBX: that page covers everything that is the same for any operator — the two trunk modes, what to ask the provider, what to type into the form, the network requirements and how to verify the link. Here are the Lithuanian specifics: who sells a number with a SIP trunk in the country, what such an operator hands over and what of it goes into Telephony → "Trunks and connections" → "Add provider".
The data was collected on 9 September 2026 from operator documentation and materials of the regulator; links are in the "Sources" section.
In short#
- You can buy a number with a SIP trunk in Lithuania, and the venue needs no permits for it. There is no separate "VoIP licence": an electronic communications business starts with a notification to the regulator, RRT, and the one who notifies is the operator you buy the number and the trunk from, not you.
- The main feature of this market is that almost nobody publishes trunk parameters. Telia, Bitė, Baltneta, NTT and Balticum all say on their sites that you can "connect a telephone exchange (PBX) to the network over SIP", but give no server address, no port and no codecs: everything is handed over after a contract.
- The only provider whose parameters are known in advance is peoplefone Lietuva. Server
sip.peoplefone.lt, port 5060 over UDP or TCP, registration mode, codecs G.711 A-law, G.711 µ-law and G.722 — exactly what our PBX speaks. The portal is self-service, so the number and the line go live the same day. It is also the only local operator on 3CX's list of certified providers for Lithuania. - The main local trap is eight digits against seven. A Lithuanian national number is always 8 digits, while the PBX matches a line by the last seven — so the very first digit is dropped, the one that tells one city from another and a landline from a mobile.
+370 5 2123456(Vilnius) and+370 6 2123456(mobile) look identical to the PBX: two such numbers on one trunk cannot be told apart. - The second trap is that the Lithuanian network itself blocks a foreign caller ID. Since November 2023 operators must block calls from Lithuanian fixed numbers if the call was initiated outside Lithuania; since October 2025 mobile operators also exchange data about incoming international traffic. Here the caller ID rule with someone else's number is not cosmetics but a broken call.
- The third one is that Twilio sells no Lithuanian voice numbers, only outbound termination. An inbound
+370number has to come from a local operator, DIDWW, Telnyx or Zadarma. - Paperwork. Local operators sign the contract with a Lithuanian legal entity (company code, VAT code); none of the operators we checked publishes a procedure for a foreign company to buy a Lithuanian number. A foreign owner will find it easier to take a
+370number from an international provider.
Numbers in Lithuania#
- The country code is 370, the international prefix is
00or+, and the national trunk prefix inside the country is8. - A national number is exactly 8 digits. The current national numbering plan was approved by the RRT council (decision TN-340 of 3 June 2025) and applies from 1 July 2025.
- The ranges: short numbers —
1XXX; fixed telephony —3XXXXXXX,4XXXXXXX,5XXXXXXX; mobile —6XX XXXXX; service ranges —7XXXXXXX,8XXXXXXX,9XXXXXXX; machine-to-machine —2XXXXXXXXXXX. - Area codes take 1 to 3 digits inside that eight-digit number:
5Vilnius,37Kaunas,46Klaipėda,41Šiauliai,45Panevėžys,444Telšiai,450Biržai,310Varėna;700is the non-geographic "national" range. Ask your provider for the full list of codes when ordering a number. - Dialling. Inside the country —
8and eight digits (8 5 212 3456), abroad —00or+. In E.164 a Lithuanian number looks like+370plus the same eight digits, with no leading zero. - The emergency number is 112, free by law, including when the subscriber's services are restricted.
On the "Lines" tab the number can be entered in any form: the PBX matches the last seven digits, so both 37052123456 and 852123456 will find the same line.
⚠️ The seven-digit trap. An eight-digit Lithuanian number does not go into the match in full: the first digit is dropped, and in Lithuania that is where the area code begins. The Vilnius 5 212 3456 and the mobile 6 212 3456 both leave the tail 2123456 — to the PBX that is one and the same line. The call is still accepted, but the choice of line — and its rules — may go to the wrong place. The practical rule: do not keep numbers with different first digits on one trunk (a landline and a mobile, or two different cities) — use one trunk per range, or compare the tails by hand, see "Add the number and routing".
In which form the number arrives from the operator
There is no single rule in the country. Of what we could confirm: 3CX certification for Lithuanian providers requires the trunk number to be entered in E.164 format, so peoplefone and Telxi work with +370…. For the other operators, ask about the format of the dialled number when you connect — it is one of the seven questions in "What to ask the provider".
Numeric formats are all parsed the same way — the line is found by the last seven digits.

There is a single card with ready-made fields below: the server address and the trunk mode are publicly known only for peoplefone. The rest hand over the parameters after a contract — "under contract".
peoplefone Lietuva#
The Lithuanian arm of the Swiss peoplefone group: the site peoplefone.lt, the portal me.peoplefone.lt, free sign-up, business numbers and tariffs published openly. For Lithuania this is the only local provider on 3CX's list of certified partners, and in its top category; the same listing notes that encrypted SIP is not offered for its trunk and that the trunk number is entered in E.164 format. The group describes connecting a third-party PBX as "three parameters": the proxy address, the line's SIP login and the line's SIP password.

What to set up with the provider: sign up and create a line → buy a Lithuanian number in the business numbers section → open the line in the portal and set the profile type to SIP-TRUNK (free of charge) → assign the number or numbers to that line → if needed, submit the CLI Open form and be sure to set a displayed number on the line → no IP allowlist is needed, authorisation is by registration.
What is included: the codecs G.711 A-law, G.711 µ-law, G.722 and G.729a — our set overlaps them completely, so nothing has to be requested specially. Signalling runs over UDP and TCP on port 5060 (and 6000), voice from the provider's side over UDP 8000–60000. The provider itself sends keep-alive packets every 30 seconds. In the basic configuration a line is not limited in the number of simultaneous calls, inbound or outbound — set the limit on your side, otherwise a single routing mistake gets expensive.
Pitfalls ⚠️ Without switching the line profile to SIP-TRUNK inbound calls arrive without the headers needed to route them to internal destinations — the call comes through, but per-number routing will not work. Presenting a different number on outbound calls is a separate CLI OPEN service at peoplefone: it is enabled by a partner or by a signed form from the portal, and while it is on, the line must have a displayed number set, otherwise every outbound call leaves as anonymous. The encrypted connection variant does not suit our PBX — encrypted trunks are not supported. The Lithuanian proxy address and the path to the credentials are quoted from the operator's portal guide as of 9 September 2026: the peoplefone.lt site is behind automated-request protection, so check the server address in your own portal before you set the trunk up. Providers "under contract"#
These operators do have a service for a third-party PBX (or, the other way round, have not confirmed one publicly), but the server address, login and password are handed over only after a contract — so there can be no "what to enter" table here. Ask for the parameters using the list in "What to ask the provider" — all six fields of our form plus the format of the dialled number — and always spell out the main point: the PBX lives in the cloud, not on the venue's premises, and it needs a trunk over the ordinary internet to a public static address.
- Baltneta (Baltnetos komunikacijos). A Vilnius operator and cloud provider. Its "SIP sujungimas" service is described exactly for our scenario: a multi-channel link between the customer's IP exchange and Baltneta's call termination system, so that the customer can receive and make calls through the operator; its own numbering and SMS are sold alongside, so the number and the trunk come from one place. ⚠️ The parameters are not published on the site, there is only a quote request form; the mode (with registration or by IP) is named by the operator — our PBX supports both. Make sure you are buying a trunk to your own PBX and not their cloud exchange or contact centre, which are sold next to it.
- NTT — Nacionalinis telekomunikacijų tinklas. An operator since 2003: "we modernise telephone networks and offer SIP-based IP telephony solutions", installs both cloud and dedicated exchanges, and has a wholesale services division. ⚠️ It publishes no parameters. Ask directly: a trunk to our exchange in the cloud, not their IP PBX; agree the number of simultaneous calls, the G.711 codecs and delivery of the number in E.164 format.
- Telia Lietuva. The incumbent. Two products are publicly visible: a "VOIP line" for business and a cloud exchange, to whose group individual telephone exchanges are attached by a "SIP channels service" — that is the trunk candidate. ⚠️ Put the key question to the manager before signing: does the trunk work over the ordinary internet, or only through Telia's own access with traffic prioritisation? In the second case our cloud PBX never reaches their network and the setup will not work at all.
- Bitė Lietuva. The second mobile operator, with business telephony; the wording on its site is exactly our scenario — connecting the customer's IP phones or exchange to the network over SIP, with no connection fee and per-second billing. ⚠️ Check whether the service is available when the PBX sits outside Bitė's network, in the cloud, and whether it is tied to their smart call management service: that one works only while the user is registered in a Lithuanian mobile network.
- Tenesys — "Cloud SIP Trunk". A Lithuanian telephony shop with the most transparent price list in the country: €3.00 per month excluding VAT for one simultaneous call and two geographic numbers, with 5- and 15-channel versions, minute bundles and 30-second billing. ⚠️ This is a reseller, and the price list states its right to change the underlying carrier without prior notice — the trunk's server address may move with it. Ask for any change of carrier to be confirmed in writing.
- CSC TELECOM (in Lithuania — Mediafon Mobi). A Baltic group with a Cloud SIP Trunk product. ⚠️ The
csctelecom.ltdomain shows the storefront of the group's Latvian company: the prices (€4.90 per month for one call and two numbers, €8 setup, a minimum of five trunks) and the numbers there are Latvian. Request a Lithuanian contract and Lithuanian numbers separately. - Balticum and Cgates will not do. Balticum sells the operator's own cloud PBX ("no exchange equipment is installed on the customer's premises") with call recording, an IVR and porting of existing numbers; there is no "trunk to your own PBX" mode on its public page. In Cgates' business catalogue as of 9 September 2026 there is only internet and television, with telephony for residential customers. Tele2 Lietuva has no public "SIP trunk for a third-party PBX" product either: its business offer is mobile.
International providers with Lithuanian numbers#
Lithuanian numbers are sold by DIDWW, Telnyx, Zadarma and didlogic; for a foreign owner this is often the only route, because local operators sign contracts with a Lithuanian legal entity.
- DIDWW — Lithuanian numbers in the full range: geographic, national, mobile and toll-free, plus a two-way trunk and routing of emergency calls to the 112 service. Both password and IP authentication are supported — both of our modes.
- Telnyx — the most convenient route for a foreign company, because the requirements are published line by line: geographic, national and toll-free numbers need an address in Lithuania (street, building number, postal code, city) with proof no older than three months and a certificate of incorporation for a company, while a mobile Lithuanian number only needs an address anywhere in the world. The check takes about 72 hours; numbers start at $2 per month.
- Zadarma — the widest city coverage: Vilnius
+370 5, Telšiai+370 444, Varėna+370 310, Biržai+370 450, national+370 700, mobile+370 6. Documents: a copy of an identity document, both sides, and a current address; for mobile numbers a certificate of incorporation as well. - Twilio — outbound only. It has no Lithuanian voice numbers: "we don't have voice enabled numbers in this locale". Termination into Lithuania does exist, so Twilio works as an outbound trunk, but the inbound Lithuanian number has to come from another provider. This is a common planning mistake — "let's take Twilio for every country".
- Telxi — the second provider besides peoplefone on 3CX's list for Lithuania; check in its portal whether it actually carries Lithuanian numbers and which authorisation mode it uses.
The parameters and modes of the international providers are already described in the catalogue when you add a provider — the server address and the mode are filled in for you, there is no need to copy them from a country page. What they all have in common: only your own number may be presented outbound (see the caller ID blocking below), and access to emergency numbers is either a separate service or unavailable.
Number porting#
- A number can be ported when you change the provider, the place where the service is delivered or the way it is delivered. The procedure is run by a central number portability database; its technical and financial requirements are published by the database operator, Mediafon, and it is that page the regulator links to.
- Porting is initiated by the receiving operator — the usual European scheme. Ask that operator for the exact deadlines in working days and the application form: we did not verify them against the act itself.
- The number must belong to the same entity that signs the new contract. A contract with a local operator is normally signed by a company; a number registered to a private person is re-registered first.
- ⚠️ Moving the venue to another city changes the first digit of the number if you take a new geographic number — and with it the tail the PBX uses to find the line. After a move, check that the new number does not share its tail with the old one or with a mobile number on the same trunk.
- Caller ID blocking applies after porting too: you may present outbound only the number allocated to you and confirmed by the operator.
- Emergency calls. Both when porting and when connecting a trunk, confirm separately with the operator that 112 passes through the trunk: the operator does have a duty to provide free access to 112, but for the "operator's number, third-party exchange" scenario the route to the emergency service is a matter for the contract.
Rules and paperwork#
The regulator, caller ID spoofing blocks, emergency calls, call recording, paperwork for a number
- The venue needs no permits. The regulator is the Lietuvos Respublikos ryšių reguliavimo tarnyba (RRT). There is no VoIP licence: anyone who wants to provide electronic communications services files a notification of the start of the activity, and both filing and review are free. After that the operator carries a supervision fee (0.17 % of annual revenue from the regulated activity if revenue exceeds €300,000), periodic reporting and a duty to report network integrity incidents within two hours. You do not become a communications operator; whether your trunk seller is entitled to provide services can be checked in the public register of providers on the RRT site.
- Caller ID spoofing is regulated directly, and this is not a declaration. By a decision of the regulator, since November 2023 operators must block calls from Lithuanian fixed numbers if the call was initiated outside Lithuania; Lithuanian mobile numbers from abroad are blocked if the subscriber has not physically left the country. Calls from numbers the regulator never allocated are blocked and not passed in transit either. Since October 2025 mobile operators must exchange data about incoming international traffic; by their own reports about 0.5 million calls a week are blocked. The practical conclusion: fill the caller ID field only with your own Lithuanian number, and agree it with the operator.
- Emergency calls. Every provider of public networks and number-based interpersonal communications services must provide access to 112 free of charge and without any means of payment, including when the subscriber's services are restricted. Mind one setting on our side: short numbers are not picked up by a general outbound rule, so add a separate rule for
112on the "Outbound" tab. - Call recording. There is no separate "telephony" permit in the country — the general data protection regulation and the confidentiality of communications under the electronic communications act apply. The usual practice holds: the announcement at the start of the call is switched on in the location settings, and the wording should be agreed with your own lawyer.
- Paperwork for a number. Local operators sign the contract with a Lithuanian entity (company code, VAT code); none of the operators we checked publishes a page on how a foreign company can buy a Lithuanian number — that is a gap in their documentation rather than a ban, so ask their sales team directly. International providers state their requirements plainly: at Telnyx a geographic, national or toll-free number needs an address in Lithuania with proof no older than three months, while a mobile number only needs an address in any country.
If it does not work#
- peoplefone: calls arrive, but the "which line was called" rule does not fire. The line's profile type has not been switched to SIP-TRUNK: without it inbound calls arrive without the headers the PBX uses to spread calls across internal destinations. The profile is switched in the portal and costs nothing.
- peoplefone: "not registered with the provider". The line's login and password are not the login and password of the portal account: take them from the SIP lines section of the portal. Check the server address as well — customers of the HOSTED service have a different one.
- peoplefone: every outbound call goes out "anonymous". That is how the number presentation service behaves when no displayed number is set on the line. Either set a number on the line, or do not enable the service — then the line's own number is sent.
- Two numbers on the trunk ring in the same place. A Lithuanian classic: the seven-digit tails of two eight-digit numbers coincide (see "Numbers in Lithuania"). Split the numbers across separate trunks, or give up per-number routing on this trunk.
- Outbound calls with a Lithuanian caller ID never reach the other side. The Lithuanian network blocks calls from Lithuanian numbers initiated abroad, and our PBX sits in the cloud. Present outbound only the number allocated to you by that same operator, and confirm with them that they pass calls from your exchange.
- The operator says the service runs only over its own access line. This is the likely case with Telia and with regional operators: the trunk terminates in the operator's own access with traffic prioritisation. Such a trunk is unreachable from the cloud — insist on a publicly routable server address, or take the number from peoplefone or an international provider.
- The provider offers only an encrypted connection or only G.729. The PBX supports neither: the trunk runs over UDP or TCP without encryption, and the codecs are G.711 A-law, G.711 µ-law and G.722. Ask for a plain unencrypted connection and G.711 A-law first.

Frequently asked questions#
Do I need a Lithuanian company to get a number?#
With local operators — in practice yes: the contract is signed with a Lithuanian entity that has a company code and a VAT code. If you have no company in Lithuania, take a +370 number from an international provider: at Telnyx a mobile Lithuanian number only needs an address in any country in the world, while a geographic one needs a confirmed Lithuanian address no older than three months.
Which provider should I pick if I want to be connected in one evening?#
peoplefone Lietuva: sign-up is self-service, the parameters are known in advance, the line and the number go live the same day, and the codecs match ours. Local operators mean a contract and weeks of correspondence — but also proper paperwork and their own numbering.
Can I put a Lithuanian landline and a mobile number on one trunk?#
Technically yes, but the PBX will not tell them apart: for eight-digit Lithuanian numbers only the last seven digits go into the match, and such numbers differ precisely in the first one. If you need different routing, create a separate trunk for each number.
Why can I not present the head office number from another country on outbound calls?#
Since November 2023 Lithuanian operators block calls from Lithuanian numbers initiated outside the country, and since autumn 2025 they exchange data about international traffic. Here a foreign or third-party number in the caller ID is not cosmetics but the reason the call never arrives.
Will an ordinary VoIP line do instead of a trunk?#
Often yes: with several Lithuanian operators a "trunk" is a SIP account with a few numbers pointed at it. Ask the operator two things — how many simultaneous calls the account allows, and whether several numbers can be routed to it.
