Latvia: SIP providers and connecting a number to the PBX

This page continues the general guide to connecting a provider's number to the PBX, which covers everything that is the same for every operator: the two trunk modes, what to ask the provider, what to enter in the form, the network requirements and the connectivity check. Here is the Latvian part: where to get a number with a SIP trunk, what to negotiate and what of it goes into Telephony → "Trunks and connections" → "Add provider".

In short#

  • You can buy a number with a SIP trunk in Latvia, and a venue needs no permits for it. There is no separate "VoIP licence" in the country: a telecoms operator starts by notifying the regulator SPRK, and the one who notifies is whoever sells you the number and the trunk, not you.
  • The distinctive feature of this market is that no Latvian operator publishes trunk parameters. All four big players (CSC TELECOM, Tet, LMT, Bite Latvija) openly sell connectivity for your IP PBX and quote prices down to the cent, yet none of them publishes a server address, a port, codecs or the answer to "registration or IP authorisation". All of that comes in the technical sheet after the contract — which is why the tables on this page hold not values but exactly what you must obtain from the account manager.
  • Where to start. CSC TELECOM — their contract summary states outright that the device used to deliver the service is the "customer's IP PBX", and the entry price is low; Tet — the widest number pool and any number of channels, including an odd one; LMT — the only one that states that the access network for the SIP line is the ordinary internet.
  • The main local trap is "a trunk together with our access link". Latvian operators design the trunk on top of their own connection: Tet talks about a single communications infrastructure, Bite about delivery over an "interneta VLAN", CSC recommends a dedicated data link. Our PBX sits in the cloud with a static IP, so the first question to the manager must be "does the trunk work towards a PBX outside your network, over the public internet".
  • The second trap is the LMT wording "encrypted communication channel". If it means mandatory SIP encryption, the pairing will not work: encrypted trunks are not supported by the PBX. Ask before signing.
  • The third is eight digits against seven. A Latvian number is always eight digits, while the PBX matches a line by the last seven — the first digit is dropped, and that is exactly the one that tells a landline (6) from a mobile (2).
  • Paperwork. The contract is signed with a Latvian legal entity; international providers also require a Latvian address and a proof document for a Latvian landline number.

Numbers in Latvia#

  • The country code is +371. A national number is exactly 8 digits, there is no area code and no trunk prefix: inside the country you dial the same eight digits, the international prefix is 00.
  • Number ranges per the classifier of the numbering database of the Electronic Communications Office (ESD):

  • The first digit is the type of number, not geography. A Riga landline and a Daugavpils landline look the same: both start with 6, there are no city codes in the country.
  • In E.164 a Latvian number is +371 plus the same eight digits. On the "Lines" tab you may enter it in any form: the PBX matches the last seven digits, so both 37161234567 and 61234567 find the same line.
  • Emergency numbers: the pan-European 112, police 110, ambulance 113, gas service 114, coast guard 115. Short numbers are not picked up by the general outbound rule — create a separate rule for 112 on the "Outbound" tab, and confirm with the operator that emergency calls pass through the trunk and that the physical installation address is on file.

⚠️ The seven-digit trap. An eight-digit number does not reach the match in full: the first digit is dropped, and in Latvia that digit is the "landline or mobile" marker. The landline 6 1234567 and the mobile 2 1234567 produce the same tail 1234567 — for the PBX that is one line. The call is still accepted, but per-number rules may go to the wrong place. Practical rule: do not keep landline and mobile numbers with the same tail on one trunk — split them across separate trunks, see "Add the number and routing".

What the number looks like when it arrives from the operator

No Latvian operator publishes what it puts into an incoming call: it may be 371XXXXXXXX, it may be the bare eight digits, and it may be the trunk login. The PBX parses any numeric format (the match uses the last seven digits), but it is still worth asking — it is one of the questions in "What to ask the provider". Ask about the outbound dialling format there as well: 00 plus the number, E.164 or plain eight digits — there is no single rule in the country.

The cards below cover the four operators that openly sell connectivity for a third-party PBX. Nobody in the country publishes a ready server address: the "What to enter in the admin panel" tables state what exactly you receive from the operator and what you put into each field of the form.


CSC TELECOM#

An alternative operator from Riga, also known for the TravelSIM brand. It is the only one in the country whose contract summary names the "customer's IP PBX" as the device used to deliver the service: "Ierīce pakalpojuma nodrošināšanai: klienta IP centrāle". The service is called Cloud SIP-Trunk pieslēgums centrālei and works both over an existing internet connection and over a dedicated data link.

Prices from the service page as of 9 September 2026: €4.90/month for one simultaneous conversation together with two local numbers, €8.00 connection fee, a minimum of five trunks; with a 24-month contract the connection is free. Incident response is one hour during business hours (8:30–19:30), up to four hours for a hardware failure, up to eight at night and at weekends.

What to set up with the provider: order Cloud SIP-Trunk for the number of channels you need (mind the minimum of five) → give them the static IP of your PBX from the "Server" tab → ask for the authorisation mode, the transport, the number format on incoming calls and the permitted codecs → point the purchased numbers at the trunk → optionally add 800-series and short numbers.

⚠️ Pitfalls. The entry threshold of five trunks is about €25/month even if the venue needs one channel. Terminating before the minimum term costs a quarter of the average invoice amount for the remaining period. The operator recommends a dedicated data link — so the "our PBX in the cloud, trunk over the public internet" scenario has to be agreed explicitly.

Tet#

The incumbent (formerly Lattelecom), which also absorbed Telia Latvija. The "SIP pieslēgums" service is described exactly as our scenario: "incoming and outgoing voice communications for your VoIP PBX over the virtual channels of the SIP connection". The number of channels is chosen freely, including an odd one, and fault clearing is promised within one working day.

Prices from the service page as of 9 September 2026 (excluding VAT): €69.72 installation, €7.11/month per channel, €0.71/month per public network number and its reservation, €21.34 per configuration change; with a 12-month contract the installation is free.

What to set up with the provider: order "SIP pieslēgums" with the number of channels you need → buy or port the numbers (€0.71/month per number) → ask whether the trunk may terminate on a PBX in a third-party cloud over the public internet → give them the static IP → request the codecs and the number format on incoming calls → point the numbers at the trunk.

⚠️ Pitfalls. The product has historically been designed on top of Tet's own data link with prioritised voice — that is the main question for the manager. A configuration change is chargeable (€21.34), so plan the routing and the channel count in advance. The prices on the page exclude VAT.

LMT#

The largest mobile operator in the country. For a third-party PBX it offers the "SIP līnija", and this is the only place in the Latvian market where the delivery path is stated outright: "A SIP line is provided with an encrypted communication channel and consists of one or more simultaneous conversations channels. The access network for providing a SIP line is the internet."

Prices from the service page as of 9 September 2026: €57.00 installation per address regardless of the number of channels, €4.99/month per conversation channel. The link requirements are published: at least 100 kbit/s per conversation, packet loss no more than 0.1%, latency (PING RTT) no higher than 60 ms. The neighbouring services — call centre, contact centre and MS Teams Direct Routing — are delivered together with the partner SIA Enreach, so there may be two contracts.

What to set up with the provider: order "SIP līnija" with the number of channels you need → give them the static IP of your PBX → clarify what "encrypted communication channel" means → request the codecs (G.711 A-law, µ-law or G.722 is required) and the number format on incoming calls → point the numbers at the line.

⚠️ Pitfalls. The "RTT no higher than 60 ms" requirement means the PBX has to sit in a cloud region close to Latvia — check the latency to the venue before connecting. The prices exclude VAT.

Bite Latvija#

The third mobile operator, which consolidated Latnet and the former Baltcom fixed network. Its business telephony page states both the protocol ("voice is carried by the SIP V2 internet protocol") and the work with a third-party PBX: "full IP PBX integration into the customer company network" with professional maintenance. The platform sits in the Bite data centre and serves all of the operator's IP telephony customers.

What to set up with the provider: ask straight away about a trunk towards a PBX outside the Bite network — that is the fastest way to find out whether the scheme works without their VLAN → give them the static IP → request the codecs and the number format on incoming calls → point the numbers at the trunk.

⚠️ Pitfalls. The service is described as delivered "with an internet VLAN connection", that is, tied to the Bite link: without it the scenario has to be confirmed separately. The fixed numbers of the former Baltcom are served here too — check which legal entity the contract is signed with.

The other operators and who will not do#

  • Telegroup Networks — a small operator and integrator from Riga (in the voice and SMS market since 2009). Its carrier services section lists numbering (Latvian and foreign), ISDN2 and a SIP trunk, but there are no parameters and no public price list: ask the manager at +371 67639999. The company is small — agree the support terms and a fallback call route in advance, and make sure the service is still offered.
  • Tele2 Latvija — a mobile operator with fixed business telephony and its own call manager; no SIP trunk towards a customer PBX is advertised. Fine as a source of a number, not as a source of a trunk. If the number is already with Tele2, the realistic path is to port it to an operator that has a trunk.
  • Balticom — a Riga cable operator: a cloud PBX with call recording, short numbering, missed calls by email and an IVR, plus numbers of other countries for rent. It says nothing about connecting a third-party PBX; asking is fine, counting on it is not.
  • T2I — a virtual PBX and virtual numbers of Latvia and 38 other countries with free incoming calls. No SIP parameters and no mention of a third-party PBX on the site; the realistic scenario is to buy a number from them and ask for a trunk or forwarding to your PBX.
  • TelTel and Emilia — companies that appear in Latvian VoIP reviews: cloud telephony and a call centre for the first, IP telephony and SIP connections for the second. Neither site opened for our check on 9 September 2026, so we do not confirm their service lists or parameters — ask them directly.

What to ask any of them — the seven questions from the overview; without answers on the authorisation mode, the transport and the codecs the connection will not go anywhere.


International providers with Latvian numbers#

  • Telnyx — Latvian landline and freephone numbers, landline from $1/month. The requirements are strict: an address in Latvia, proof of address no older than three months, a copy of the representative's passport and the company registration certificate; for local numbers it is stated outright that the use must be business, private use is not allowed.
  • DIDWW — its regulatory page for Latvia lists landline, freephone and international freephone (UIFN) numbers; mobile, national and shared-cost numbers are not offered in this country. Latvia is on the list of countries with local termination, so the trunk is two-way.
  • Twilio — Latvian numbers are available; an address in Latvia and a proof document no older than six months are mandatory (a utility bill, a bank statement, a lease or a government document).
  • Other aggregators with +371 numbers — CommPeak, AVOXI, Hivoox, HotTelecom, Freezvon, Telphin, MoreMins: all of them sell a number delivered to SIP, and each has its own document requirements.

The parameters of the international providers are already described in the catalogue when adding a provider — the server address and the mode are filled in automatically, there is no need to copy them from a country page.

⚠️ A general rule: a Latvian landline number requires a Latvian address at any international provider. For a foreign company without a local presence it is usually easier to buy the number from a local operator through the tenant's accountant or partner than "quickly in a web console".

A telling fact: the official 3CX page of certified SIP providers for Latvia lists exactly two names, and neither is Latvian — Telxi and Twilio. There simply are no ready-made templates for Latvian operators anywhere, which is why the parameters have to be established by correspondence.


Number porting#

  • The service is regulated. The procedure is set by the SPRK rules on number retention (Numura saglabāšanas pakalpojuma nodrošināšanas noteikumi).
  • Porting is initiated by the recipient operator on request from the end user; the donor must reply with a confirmation or a reasoned refusal within 24 hours, not counting Saturdays, Sundays and public holidays.
  • The activation window. For fixed numbers it is agreed mutually and the service interruption must be no longer than two hours; for mobile and short numbers it is on working days between 03:00 and 05:00. The request may be withdrawn until the number is activated.
  • The fee covers only the actual porting costs, calculated transparently and identically for everyone.
  • A "dormant" number. If a ported number stops being used and there is no new porting request, it returns to the holder of the range rights within six months.
  • What this means for a venue. Porting is the standard way to leave an operator without a trunk (Tele2, Balticom) for one that has it (CSC, Tet, LMT): the number stays yours, only the party that hands you the SIP changes. Plan the window: for a landline number that is up to two hours of downtime.
  • ⚠️ A business number contract is signed with a legal entity. A number registered to the owner as a private person will most likely require the contract to be reissued when moving into the business setup — clarify this with the recipient operator in advance.

Rules and paperwork#

  • A venue needs no permits. The sector regulator is SPRK (Sabiedrisko pakalpojumu regulēšanas komisija), the sector law is the Elektronisko sakaru likums. There is no licence for voice services: a merchant sends the regulator a notification of the start of activity before providing any services, and the right to provide them arises only once the regulator has received all the information of that notification. You can check your trunk vendor in the public list of electronic communications merchants on the SPRK site. You do not become a telecoms operator.
  • The numbering resource. Rights of use for numbering are granted by SPRK: a decision within three weeks of the application (up to six when the allocation goes through an auction), renewal is requested 30 days before expiry, and an annual state fee is payable for the numbering. The end user receives the number from the operator, so there is no need to approach SPRK. The numbering database of the Electronic Communications Office publicly returns only the range classifier; a search by range holders is opened on a separate application.
  • Documents for a number. Latvian operators sign the contract with a Latvian entity (registration number, VAT number). We found no public act stating which documents a subscriber must present, but the strictness of the market is confirmed indirectly by the international providers' requirements: a Latvian address and recent proof of it at every one of them.
  • Caller ID spoofing is a recent and serious topic. Since late 2025 LMT, Tele2 and Bite have been building a joint mechanism for exchanging data about numbers with signs of fraud in order to block spoofed calls beyond their own networks; in February 2026 LMT announced such a solution deployed in cooperation with the regulator. Practical rule: put only the numbers of your own contract into the "Present as" field.
  • Call recording. There is no special "telephony" permit — the general data protection regulation and the secrecy of communications under the electronic communications law apply. The notice to the other party is enabled in the location settings; agree the wording with your own lawyer.

If it does not work#

  1. The operator replies that the trunk only works with their own access link. The most common Latvian case: Tet talks about a single communications infrastructure, Bite about delivery over an internet VLAN, CSC recommends a dedicated link. Our PBX is in the cloud, so insist on a publicly routable server address and confirmation that the trunk accepts a third-party static IP. If the operator is not willing, take the number elsewhere or from an international provider.
  2. LMT mentions an "encrypted communication channel". Find out what is behind it. If it means mandatory SIP encryption, the pairing will not work: encrypted trunks are not supported. If it is a VPN or a private access network, the question is solvable — but discuss it before the contract.
  3. The voice breaks up and the operator blames the link quality. LMT publishes its requirements: at least 100 kbit/s per conversation, loss no more than 0.1%, RTT no higher than 60 ms. The last one will not hold if the PBX sits in a distant cloud region — check the latency to the venue.
  4. Two numbers on the trunk ring at the same place. The seven-digit tails of two eight-digit Latvian numbers coincided: the landline 6… and the mobile 2… differ only in the first digit. Split such numbers across separate trunks, see "Numbers in Latvia".
  5. Outbound calls do not arrive or are dropped. Since 2026 Latvian operators exchange data about suspicious calls and block spoofed numbers. Present only a number from your own contract and agree it with the operator.
  6. The call connects but there is silence. Usually a codec mismatch: we have G.711 A-law, G.711 µ-law and G.722, and if the operator left only G.729 there will be no audio. Ask for G.711 A-law first.
  7. Incoming calls arrive but the per-number rule does not fire. Ask the operator in which form it sends the number: this is not published anywhere in the country, and routing by line depends on what arrives in the call.

Frequently asked questions#

Do I need a Latvian company to get a number?#

With local operators — practically yes: the contract is signed with a Latvian entity that has a registration number and a VAT number. International providers do not require a company in Latvia, but for a landline number they ask for a Latvian address and recent proof of it — no older than three months at Telnyx, no older than six months at Twilio.

Why is there not a single SIP server address on this page?#

Because no Latvian operator publishes one: what is sold is the service and the channels, while the host, the port, the login and the authorisation mode come in the technical sheet after the contract. That is the state of the market, not a gap in this guide — addresses guessed at (for example, found in DNS) must not be used, calls will not go over them.

Who should I start with if I need one or two channels?#

Look at the entry threshold. CSC TELECOM has the cheapest channel (€4.90/month together with two numbers), but you have to buy at least five trunks. Tet takes any number of channels, including an odd one, but charges €69.72 for the installation. LMT charges €57 per address regardless of the channel count and €4.99/month per channel.

Can I put a Latvian landline and a mobile number on one trunk?#

Technically yes, but the PBX may not tell them apart: the match uses the last seven digits of an eight-digit number, and a landline and a mobile differ exactly in the first one. If you need different routing and the tails coincide, create a separate trunk for each number.

What about emergency calls over the trunk?#

Confirm separately with the operator that a call to 112 passes through your trunk and that the physical installation address is on file with them. On our side a short number needs a separate rule on the "Outbound" tab — the general outbound rule does not pick short numbers up.
