Tobacco at the POS: MRP, labeling, permissive mode

The maximum retail price is printed on the pack, and the pack itself must pass an online check of the labeling code upon sale — two independent controls that are often confused with each other. We analyze both, as well as the difference between a pack code and a carton aggregation code.


1. Maximum Retail Price (MRP) on the Pack: How Much You Can Charge#

MRP (maximum retail price) is printed by the manufacturer on every pack and applies to a specific sales region — it may differ between regions of the Russian Federation even for the exact same brand. You cannot sell above this price. However, selling "simply cheaper" is not always allowed either: a unified minimum price for tobacco products applies in parallel, which is periodically revised and may end up being higher than the MRP for certain budget brands.

MRP is not read by the POS as a separate field from the marking code for automatic reconciliation — control rests on the inventory management system: the item price in the catalog must be entered no higher than the MRP specified by the supplier for a particular batch, and updated when the MRP changes in new shipments. If the item card price was previously entered above the MRP, the cashier will not see this on the screen — the discrepancy will only surface during an audit.


2. Tobacco Labeling: Authorization Mode at the POS#

Tobacco is one of the first categories fully transitioned to mandatory labeling, and it operates in authorization mode: before selling each pack, the POS requests confirmation from the inventory management system or GIS MT rather than just checking the crypto tail locally. The general mechanics of this check and a detailed breakdown of verdicts are covered in the article on labeling — we will not duplicate them here. In case of a negative response (code is not in circulation, already sold, not entered by the supplier), the sale is blocked just like for any other labeled category.


3. Tobacco sticks and vape liquids — same rules?#

All listed categories belong to nicotine-containing products. Labeling is mandatory for them, but the pace of introducing the permissive mode across subcategories does not always coincide with cigarettes — check the status of a specific group on chestnyznak.rf and do not apply rules by analogy to new items.


4. Carton vs. Pack: Aggregation Codes#

A carton contains several packs, each with its own marking code, while the carton packaging itself has a separate aggregation code that unites the nested codes. Scanning the aggregation code must retire all nested packs from circulation in a single action — the POS and inventory system must distinguish between an individual pack code and a carton aggregation code.

  1. Upon receiving, scan the carton aggregation code — the system unpacks the nested pack codes into inventory.
  2. When selling an entire carton (for example, wholesale to another venue), scan the same aggregation code — all nested packs are retired from circulation at once.
  3. When selling a carton as individual packs, the aggregation must be disassembled in the inventory system beforehand — otherwise, individual packs may not be found as standalone items during scanning.

5. Peak Hours and Verification Timeout#

If a response from GIS MT did not arrive on time — peak hour overload, slow connection — the offline exception of permissive mode allows the sale with subsequent delayed verification submission; this is described in detail in the article on marking (section on permissive mode). Distinguish this situation from a direct negative verdict — in that case, selling is strictly prohibited under any conditions.


6. Fines for Unmarked Tobacco#

Liability for the circulation of unmarked tobacco and nicotine-containing products is one of the strictest in the field of labeling: administrative fines with confiscation of goods for sole proprietors and organizations, and for large and especially large batch sizes — criminal liability. 7. Age 18+#

The POS cannot technically verify a customer's ID — this is the cashier's responsibility during every sale of tobacco and nicotine-containing products. What the POS can do is remind the cashier when adding an item from the relevant category to the receipt, so they don't rely solely on memory.


8. Example#

A cafe purchases a carton of cigarettes from a convenience store for resale at the bar. The cashier scans the carton's aggregation code — the POS expands the 10 nested pack codes, sends an online verification request, and receives 10 positive verdicts in a single query. The receipt is printed as a single line "Carton of cigarettes [brand], 10 pcs.", with the retirement from circulation of all 10 pack codes recorded in the background.


9. How to do this in Cenaly#

  • The marking attribute and MRP are configured in the product card in the catalog — the POS price must not exceed the set MRP; keep it updated with every new delivery.

  • Age verification prompts for the cashier are configured per product category — when adding cigarettes, sticks, or e-liquids to an order, the POS displays a prompt to check ID.

10. Frequently Asked Questions#

Can a pack be sold below the MRP if it has been sitting on the shelf for too long? Not arbitrarily — selling below the unified minimum price for tobacco products is not allowed even at a loss to yourself. Verify its current value.

The supplier sent goods with an MRP higher than what is entered in the catalog — what should I do? Update the price in the item card to the actual MRP of the new batch before starting sales; selling at the old lower price is not allowed, nor is selling at a price higher than the new MRP if it has decreased.

Is the permission-based mode already in effect for vape liquids? Check the status at честныйзнак.рф — the rollout pace for subcategories of nicotine-containing products changes periodically, so do not rely on data from a previous check.

The cashier did not ask for ID from a customer without obvious age indicators — what are the penalties? Separate administrative liability applies for selling to a minor, not directly linked to the use of POS equipment; for a general breakdown of fines, see the article on fines.
