Fiscalization

Connecting fiscal printers and online cash registers to comply with tax legislation.

1. Overview#

Fiscalization is a legal requirement in many countries: every financial transaction must be registered in the tax system and confirmed with a fiscal receipt.

Meni supports fiscalization for:

Country System Status
🇬🇪 Georgia Revenue Service (RS.ge) ✅ Supported
🇹🇷 Turkey e-Dönüşüm / ÖKC ✅ Supported
🇩🇪 Germany TSE (Technische Sicherheitseinrichtung) ✅ Supported
🇦🇹 Austria Registrierkassenpflicht (RKSV) ✅ Supported
🇮🇹 Italy Registratore Telematico (RT) ✅ Supported
🇪🇸 Spain VeriFactu / TicketBAI ✅ Supported
🇵🇱 Poland Kasa fiskalna online — own fiscal printer (POSNET Thermal) via the bridge ✅ Supported

2. How it works#

Guest pays for the order
       ↓
Meni generates a fiscal document
       ↓
The document is sent to the fiscal device / cloud cash register
       ↓
The device registers the transaction with the tax authority
       ↓
Guest receives a fiscal receipt (printed or electronic)

Two fiscalization options#

Option Description For whom
Physical printer Fiscal printer on premises (Epson, Star, Atol, Datecs) Dine-in, takeaway
Cloud cash register Cloud fiscalization service (no physical printer needed) Delivery, online orders

3. Connecting a fiscal printer#

Supported printers#

Manufacturer Models Countries
Epson TM-T88VI, TM-T88VII, TM-m30II All
Star Micronics TSP100IV, mC-Print3 All
Datecs FP-700X, FP-2000 Georgia, Bulgaria
Atol 30F, 55F, 77F Russia, Kazakhstan
Custom K3 FIT, KUBE II F Italy
Bixolon SRP-350plusIII All (receipt)

If the venue has no receipt printer at all, the guest bill (pre-check) is printed by the fiscal register itself — the line width is asked from the device so that the amounts column is not cut off. Daisy, ATOL and Shtrikh-M can do this; Polish Thermal registers do not print free text and refuse honestly. Only the test print and the pre-check go to a fiscal register — kitchen tickets and receipt copies do not.

Step-by-step connection#

Step 1. Connect the printer to the network#

  • Ethernet: cable from the router to the printer
  • Wi-Fi: configure via the printer utility
  • USB: via Meni Print Agent (PC application)

The printer and the device running Meni must be on the same local network.

Step 2. Configure in Meni#

  1. SettingsFiscalization+ Add printer
  2. Select connection type:
    • Network → enter the printer IP address
    • USB → install Meni Print Agent → the printer will be detected automatically
  3. Select country and tax regime
  4. Enter company details (Tax ID, legal entity name, address)
  5. Test receipt → verify printing
  6. Save

Step 3. Configure tax rates#

Parameter Example (Georgia) Example (Germany)
Standard VAT 18% 19%
Reduced VAT 7% (takeaway food)
No VAT Exempt
  1. SettingsFiscalizationTaxes
  2. Set rates for your country
  3. Assign the rate to categories (food, drinks, alcohol)

  • Registration in Centralnym Repozytorium Kas (CRK)

Setup:

  1. Connect your own fiscal printer that speaks the POSNET Thermal protocol (Posnet, Emar, Innova, Torell, Elzab Mera) to the point-of-sale computer
  2. Add it in Hardware as a fiscal register — the bridge on that computer drives it
  3. Data is transmitted to CRK by the cash register itself

The second path — fiscalizing through the API of somebody else's certified cash register — is 🛠 in development: the gateway is written, but its backend is not deployed and there is no adapter for a specific certified model yet, so no connection card is shown in the location integrations.

9. FAQ#

Is fiscalization mandatory?#

In most EU countries — yes. Penalties for operating without fiscalization range from €500 (Georgia) to €25,000 (Germany).

Can we operate without a physical printer?#

Not today: the cloud fiscalization gateways for Kazakhstan (Webkassa) and Poland (kasa online over API) are not open for connection yet, so every supported country needs your own device. In Russia a physical cash register is required by law anyway, but it can be driven from the cloud through the Cash register API section — the computer with the register stays in one place while receipts are sent to it by your website or 1C.

What to do if the printer breaks?#

  1. Meni switches to fallback mode — receipts are saved
  2. After replacing the printer, accumulated receipts are sent automatically
  3. Some countries require notifying the tax authority about downtime

How to connect multiple printers?#

One printer for the dining area + one for the bar + one for takeaway — each is configured in Fiscalization+ Add printer with the zone specified.
