Foreign Cards and Tourists: Payment and Receipt for Non-Residents

A foreign guest at a table is a common occurrence for a restaurant in a tourist area, but accepting payment and issuing a receipt for them works differently than it might seem at first glance. The list of working payment methods for foreign cards changes faster than any article, so check with your acquiring bank for the specific list of supported banks and applications; here we cover only general principles and what remains unchanged for years: requirements for receipts and the currency of settlement.


1. Why a Foreign Visa/Mastercard Does Not Work#

Cards issued by foreign banks are generally not processed within Russia by the Visa and Mastercard payment systems — this is a restriction imposed by the international payment systems themselves, rather than a decision by a specific acquiring bank or POS. The reverse situation (Russian bank cards abroad) works the same way.

Practical alternatives for the guest on-site:

  • Cash — rubles or, subject to the notes in Section 4, foreign currency;
  • SBP via a bank app participating in the program for foreign guests (Section 2) — if the guest has access to such an app;
  • UnionPay or "Mir", issued by a non-Russian bank (Section 5) — selectively, not universally.

2. QR Payment (SBP) for Foreign Guests#

For certain categories of foreign guests, there are programs that allow topping up a virtual account in a participating bank's app (usually via the guest's own foreign card) and then paying in Russia like a regular SBP transfer via QR — the exact method covered in the article "Payment via SBP and QR code".

What is important to understand at the POS:

  • the list of banks and apps participating in such programs periodically changes — check with your acquiring bank or SBP provider which options are currently available;
  • for the POS itself, there is no difference: the guest scans the QR (static or dynamic), confirms the payment in their app — the cashier issues a receipt with the payment method "cashless" in the exact same way as for a regular domestic customer;
  • if the guest's app does not support such a program or they do not use it — proceed to the alternatives in section 1.

3. Receipt for a Foreigner — Is English Allowed?#

No, a fiscal receipt is printed according to the format approved by the FFD (Fiscal Data Format) — details, tag names, and standard phrasing in it are specified in Russian. You cannot switch the cash register to print a fiscal document in another language; this is not a POS setting, but a format requirement. An electronic copy of the receipt via the FTS "My Online Receipts" service is also generated in Russian.

What can be done for the guest's convenience:

  • provide a separate non-fiscal printout or a verbal explanation of the order contents in a language they understand along with the fiscal receipt — it does not replace the receipt, but supplements it;
  • if sending electronic receipts is enabled, the document itself will arrive in Russian, but the delivery channel (email/phone) does not depend on the guest's language; read more about issuing electronic receipts in the article "Electronic Receipt for the Customer".

As a general rule, payments between seller and buyer within the territory of Russia are conducted in rubles; accepting payment in cash foreign currency for a regular retail purchase in a cafe, restaurant, or store is prohibited — this is not a matter of POS settings, but a requirement of currency legislation. In any case, the amount on the receipt is specified in rubles, at the exchange rate at the time of payment, if you even agreed to accept foreign currency in one of the narrow cases provided by law.

If a guest has only cash foreign currency, the practical option is to direct them to a currency exchange before payment, rather than accepting foreign currency "unofficially".


5. Foreign UnionPay and Mir Cards — What is Actually Accepted#

Configuring the terminal to accept UnionPay/Mir is a separate acquiring option enabled by the bank, not a one-off setting on the POS itself; the principle of linking the terminal and the POS is the same for any payment system, see "Acquiring Terminal and POS". The receipt is printed with the "non-cash" payment method — the POS does not distinguish between payment systems.


6. Tax Free for Tourists — Is the POS Involved?#

Tax free is a separate VAT refund program for foreign tourists exporting goods outside the country, rather than a function of the POS itself. It works as follows:

  1. The purchase is processed at the POS in the usual manner — a fiscal receipt is issued just as for any customer, without any special "tax free" markings.
  2. A separate tax free document is issued not by the POS, but by the terminal or service of the program operator with whom the store has a separate participation agreement — usually via the operator's dedicated equipment or account portal.
  3. The POS receipt in this chain serves as proof of purchase, but the tax free form itself is issued by the program operator, not the fiscal printer.

If your venue is not registered as a tax free program participant, you simply sell goods with a standard receipt; joining the program is a separate step outside of POS settings.


7. Cryptocurrency in Retail — Why It Is Impossible at the POS#

Settlements for goods and services in retail trade within Russia are conducted in rubles (see also Section 4); cryptocurrency is not recognized as legal tender for such settlements. The fiscal document format and the very logic of payment method tags (cash/cashless) do not provide for cryptocurrency as a payment method — the POS physically lacks a tag that would reflect such a transaction correctly. Processing such a settlement "off the books" without recording it at the POS is no longer a matter of technical impossibility, but a direct violation of the obligation to use CRE (cash register equipment) during settlements.


8. Example#

A group of tourists in a restaurant tries to pay with a foreign Visa card — the terminal rejects it. The waiter asks if the guests have a banking app that supports QR payment for foreign guests — it turns out they do not. In the end, the group pays in cash rubles, having previously exchanged currency at a nearby exchange office. The cashier verbally explains the bill details in English, while the receipt is printed in the standard format in Russian — just like for any other guest.


9. How to do this in Cenaly#

  • A fiscal receipt on the POS is printed in a standard format regardless of the guest's citizenship — the receipt format is regulated by FFD, not by Cenaly settings.
  • Payment via QR/SBP on the POS works with any app capable of scanning the code — including apps that support programs for foreign guests, if the guest has such a program enabled; scenario details can be found in the "Payment via SBP and QR code" article.
  • The guest menu via QR can be displayed to the guest in their preferred interface language — this applies only to the menu display, not the fiscal receipt, which remains in Russian in any case.
  • Cash payments are recorded in rubles; receipt history under POS → Receipts stores a copy of each sale for reconciliation, regardless of how the guest paid.

10. Frequently Asked Questions#

Can we refuse service to a foreign guest if their card is not accepted? There is no point in refusing — offer an alternative: cash rubles, payment via QR code through a supported app, or, if applicable, a UnionPay / "Mir" card from a foreign bank (Section 5).

Are we required to issue a receipt in two languages? No, the fiscal receipt is generated in Russian according to format requirements; an additional translation of the order contents can be provided separately, not as a replacement for the receipt.

What should we do if a guest can only pay with foreign currency cash? The settlement at the POS is recorded in rubles in any case; direct the guest to a currency exchange before payment, rather than accepting foreign currency directly for goods or services.

How can we know in advance if the terminal will accept a guest's UnionPay card? Only through your acquiring bank — whether you have UnionPay acquiring enabled and which issuing banks it services; it is impossible to guess in advance based solely on the card brand.

Can we accept payment in cryptocurrency informally, bypassing the POS? No, this would be a settlement without using a cash register — a violation of the requirement to issue a receipt, rather than just an "unusual" payment method.
